DIVISION PURPOSE: The project manager will work in close coordination with the country programme team and the project partner and will be responsible for the management of the project. He/she will provide the project unit with leadership and effective coordination, as well as advice and specific technical expertise, to guide the implementation of the project, which aims to: support labour market access and employment of young people; support self-employment and micro and small enterprises; and promote the creation of solid foundations that can sustain long-term socio-economic growth, so that the public and private sectors are able to jointly promote the labour inclusion of vulnerable groups.

Experience, Knowledge & Competencies

KEY RESPONSIBILITIES:

He/she will coordinate and collaborate with the other project teams and partners to ensure that the implementation of project activities is of high quality and to analyses and communicate information to a wide audience to ensure the project is completed on schedule.

It will work in close coordination and in a collaborative manner with the project partners and various stakeholders and will ensure consistency with agreed work plans and deadlines.

Project Management  

  • Plan and manage project inception phase including, workforce planning, recruitment and onboarding; training of staff and partners in donor compliance and requirements; planning and agreeing MEAL activities; ensuring compliance with Oxfam systems (OPAL, CRIMSON, PeopleSoft).
  • Organize and lead project planning sessions, manage relationship with stakeholders, design and sign off on contracts.
  • Deliver the project (deliverables, outputs, activities), within the agreed timeframe and with allocated resources as defined in the contract and in line with donor requirements. Be the main focal point for project related queries, visits and issues.
  • Regularly review project with key staff and stakeholders (including risk monitoring, implementation progress against workplan, BvA, exit planning etc.) and identify mitigation measures / project adjustments as needed.
  • Provide timely information for donor and internal reports, ensuring Oxfam and donor standards / requirements are met.
  • Co-ordinate input from other teams including MEAL, finance, logistics etc. to ensure the project is adequately planned, budgeted, monitored, resourced and reported on. Provide inputs and support to other teams as needed / requested to support the project.
  • Contribute to sustainability, effectiveness and efficiency of results and ensures measurement of impact and monitoring of associated risks.
  • Ensure that gender and race analysis is mainstreamed through all project activities and rights-based approach informs the project partnership.
  • Comply with all Oxfam health and safety, safeguarding practice and risk management protocols.
  • Secure growth opportunities and initiating developing new projects.

Budget Management

  • Monitor expenditure against workplan and regularly report on project finances (budget/forecast, spend rate, variances). Proactively take corrective action when needed.
  • Ensure all expenditure occurs in line with donor contractual requirements.

Representation and Stakeholder Management

  • Develop and manage excellent working relationships with partner organizations to deliver the project and build partner capacity as needed.
  • Develop and maintain positive relationships with relevant ministries, government counterparts, donors and other key external stakeholders.
  • Represent Oxfam and the project at meetings and events with key stakeholders.
  • In case of emergency response represent Oxfam in coordination meetings with Humanitarian actors.
  • Manage stakeholder expectations and proactively engage stakeholders, particularly if the project / context changes.

People Management

  • Manage the project team through direct and matrix management to deliver the projects goals and objectives.
  • Manage / supervise project staff and their performance in line with Oxfam policies, ensuring that they have the necessary induction, training, support and effective management against agreed objectives.

EDUCATION:

Degree from a recognised university or equivalent experience.

EXPERIENCE:

  • At least 5 years of experience in managing projects, coordinating activities and partners and donor relationships. Experience with EU, AICS will be considered an asset.
  • At least 5 years of experience in the livelihood sector in protracted crisis situations, including women's economic empowerment and linking Emergency Food Security and Vulnerable Livelihoods (EFSVL), resilience and development programming in the livelihoods sector and private sector engagement.
  • Good knowledge of the Jordanian context, refugee status, key economic trends and livelihood planning.
  • Experience and understanding of urban and rural economic development programming contexts, preferably in the field.
  • Proven ability to analyse complex local and national environments, monitor changes and translate them into appropriate strategic and creative planning.
  • Experience in managing and developing the capabilities of teams in complex contexts.
  • Experience in writing project proposals and reports, with a strong ability to convey complex ideas in a clear and comprehensible manner.
  • Demonstrated experience in integrating gender and diversity into strategies and programme implementation.
  • Good analytical, monitoring, evaluation, planning and project management skills to enable programme implementation.
  • Excellent verbal and written communication skills and the ability to relate to people of all origins and backgrounds.
  • Excellent knowledge of English and Arabic, written and spoken. Knowledge of Italian language is an asset
  • Passion for development work.
  • Ability to work with diplomacy, tact and sensitivity and experience in working in cultural and political contexts other than one's own, showing a high degree of self-awareness of one's strengths and limitations.
  • Availability to travel and spend a high % of the worktime in the field.
  • Well-developed interpersonal and team-working skills, proven flexibility in demanding situations and ability to work under pressure and in response to changing needs.
  • Affinity with Oxfam's aims and objectives and sharing similar values.
