Project Manager - International Women's Day Campaign (INT5956)

The Role

We are looking for a PROJECT MANAGER - INTERNATIONAL WOMEN'S DAY CAMPAIGN who will ensure the delivery of Oxfam's International Women's Day Campaign through working in partnership with a diversity of organizations.   The post will deliver on Oxfam's commitment to influencing the discourse of women's rights and gender justice in the Philippines using Oxfam's range of programs on development, campaigning and humanitarian aid. 




Essential Qualifications


  • Education background on media and communication, preferably at Masteral level.
  • Experience in having led a successful public campaign which sought to reach a broad base of sectors.
  • Hands on experience on digital and social media, including the use of data analytics.
  • Knowledge of Philippine development issues and concerns, specifically those pertaining to gender and women’s rights.
  • Strong analytical skills and ability to think strategically, including the ability to think beyond the country program context.
  • Proven experience in policy analysis and the production of policy briefing papers based on evidence and research.
  • Organised, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines.
  • A high level of interpersonal and communications skills; developed capacity for tact, diplomacy and negotiation.
  • Ability to work creatively, innovatively and effectively within a diverse team and as an individual; a self- starter who can work within a framework and with minimal support.
  • Fluency written and oral English and Pilipino; able to write briefing papers, funding proposals and reports.
  • Willingness to travel frequently, sometimes to remote areas.




  • At least 3 years of relevant experience, with proven project management skills in developing and implementing successful advocacy and campaign projects.
  • Previous experience liaising with donor institutions, including international aid agencies.
  • Solid experience of writing high quality proposals and concepts notes.

Advocacy Strategy and Delivery

  • As part of the policy advocacy and campaigns team, support the development and implementation of IWD campaign plan.
  • Collaborate with the other members of different units including the MELSA team, Partnership Management team, and Program Support and Operations team.
  • Work and coordinate with partners, allies, stakeholders and counterparts in Oxfam in the delivery of campaign plans.
  • Support the IWD campaign committee in the assessment of plans, and making adjustments as necessary.


Policy Analysis and Research

  • Coordinate with partners, allies, stakeholders and counterparts in Oxfam to develop a view and analysis of the economic justice developments/policies that impact on poverty and takes into account gender equity issues.
  • Provide strong policy analysis support to the campaign committee and contribute to the development of researches that will guide their advocacy and campaigning work.
  • Support the development of effective policy and research papers that meet high standards.


Partnership Management

  • Manage relationships with partners, alliances and other such relationships with key stakeholders; establish collaborative ways of advocacy and campaigning with a broad range of stakeholders on women’s issues.
  • Monitor, produce and compile regular reports and updates on the implementation of IWD campaign for partners, donors and Oxfam bodies.
  • Manage partnerships throughout the whole project cycle: appraisal, monitoring of implementation, evaluation, and exits; ensure that implementation will deliver the desired outcomes.
  • Support the learning process, ensuring that learning feeds into the improvement of overall programme quality.
  • Maintain project documentation in Oxfam’s Programme Accountability and Learning (OPAL), ensuring that quality standards of documentation are achieved and that appropriate information is generated for management and communication purposes.


Human and financial resource management

  • Manage volunteers and consultants/service providers, as required, that may be assigned to IWD campaign, ensuring competencies are equal to the campaign demands; actively implement Oxfam GB’s policies in the recruitment and employment of staff, volunteers, or consultants/service providers.
  • Manage grants to partners, as needed, ensuring compliance with Oxfam’s mandatory procedures on appraisals, partner selection, monitoring, reporting and project closures.
  • Support the campaign committee on fundraising and donor relations management.
  • Work with MELSA team in ensuring that campaign monitoring and and reporting requirements are complied with, and met to a high standard.


Manage Oxfam’s risks

  • Develop and manage the IWD campaign communication strategies and activities according to Oxfam’s policies and procedures, especially on brand management.
  • Draw up budgets for all projects and activities, manage spending within budgets, and provide justifications for variances to the Policy Advocacy and Campaigns Manager.
  • Ensure that proper administration and logistics systems and procedures are followed in the procurement of goods and services.
