Programme Manager – Gender Transformative and Responsible Agribusiness in South East Asia (GRAISEA) (INT4495)

If this sounds like you, read on because we are looking for a dynamic and experienced programme manager to oversee the delivery of one of Oxfam's most innovative and strategic programmes on economic justice - a high-profile programme, with a multi-million budget combining programmatic work in 5 countries with national and regional influencing work.

 

GRAISEA 2

 

GRAISEA is a programme on Gender Responsive and Transformational Agricultural Investment in South East (SE) Asia. GRAISEA 2 is the second phase of the programme. It is an Oxfam initiative that aims to demonstrate that business in the agricultural sector in SE Asia, can be a driver of human rights, women’s economic empowerment and climate resilience. Working in the Philippines, Indonesia, Cambodia, Vietnam and Pakistan, GRAISEA 2 aims to be a catalyst, bringing about systemic change in how business operates through influencing at four levels:

 

Value chains: Within the rice and shrimp sectors, GRAISEA 2 supports the development of more inclusive and responsible value chains. This includes private sector partnerships that shift company practice, the development of Small and Medium Enterprises (SMEs) that link farmers to markets and the strengthening of the capacity and agency of small scale producers, especially women.

 

Multi stakeholder initiatives: GRAISEA 2 collaborates with and influences sectoral multi-stakeholder initiatives (MSIs), as a route to scaling impact. Learning from country programmes is used to influence the standards promoted by MSIs to be more supportive of women’s economic empowerment and climate resilience.

 

National policy: To create a more enabling environment for inclusive and responsible business, advocacy is supported on sector-based policy as well as on national frameworks for the UN Guiding Principles on Business and Human Rights (UNGPs) and the SDGs. 

 

Regional policy: To support a regional enabling environment, the programme engages with a number of ASEAN institutions and policy frameworks

 

What we are looking for:

 

The post provides an exciting opportunity for an experienced Programme Manager with the ability to manage multiple teams, drive innovation, develop exciting collaborations with the private sector and the leadership to position GRAISEA as a catalyst, shifting business practise in the region.

 

We are looking for an exceptional Programme Manager who is motivated by the potential that different approaches to business provide to sustainable development. The post requires a Manager who can integrate different approaches to engagement with the private sector – e.g. partnership and advocacy – who can go beyond ‘inclusion’ and income benefits, to influencing business to take a more holistic approach that incorporates women’s empowerment and climate resilience. The post-holder will need to be able to coordinate a complex programme across 5 countries, working with Oxfam country teams and multiple national and regional partners. They will have to have sound financial skills and significant budget management experience. They will need sensitivity to a broad range of women’s rights issues.

 

Demonstrated success in complex project management is needed. Some project implementation will be carried out by other teams – e.g. Oxfam country teams – so the ability to motivate and ensure quality delivery, even where no direct management line exists will be critical. Across the programme standard approaches to critical themes such as women’s economic empowerment and climate resilience need to be developed and used as a basis for collective learning and influencing. He/she will have to ensure project staff from diverse backgrounds and interests are working together as ‘one programme’ rather than a set of separate projects.

 

The role requires someone who can represent the programme in the region with Governments, international agencies, donors and the private sector. The post-holder will be one of Oxfam’s most visible people in the region and will be expected to represent our values at all times.

 

Location:  This role to be based in the region, either Bangkok, Thailand; or Manilla, Philippines; or  Jakarta, Indonesia.

 

Contract Type: Fixed term – 3 years
