JOB PURPOSE:
The MEAL Department of Oxfam in Jordan envisions Impactful programs at scale through fostering high program quality, evidence -based; with a high level of accountability to the people we work with; and with mutual accountability with our partners.


The role of this position is needed as a result of the increased demand for evidence, knowledge and learning; including the need for generating evidence to track transformation changes (signs of changes), evidence for measuring gains on influencing initiatives ; and in pursuance of strategic partnership with partners of Oxfam in Jordan.


The post holder will play a key role in taking forward the strategies and commitments of the MEAL department in Jordan. The Manger, in close supervision by the country P-MEAL coordinator, will take increased role in the analysis of signs of changes that signal Transformational system changes; in increasing knowledge and evidence base for Oxfam programs in Jordan, MEAL for influencing, MEAL and Strategic Partnership. In addition, the post holder will also fully cover the duties and responsibilities of one of the current senior MEAL officer’s role.


S/he will collaborate with global thematic working groups, OI regional program quality and MEAL team, affiliates, and MEAL networks across MENA and other countries.


S/he will be engaged in providing strategic support for increasing the availability of evidence on the performance of programs; and improving the quality of programs and project designs through a comprehensive needs assessment. The incumbent, in collaboration with program team and MEAL staff, and with a guidance from P-MEAL coordinator, shall work to increase internal culture of learning and utility of evidence generated through MEAL undertakings. The job holder will also play key role in the design and implementation of MEAL for influencing, partnership strategy & partnership practice review.

Key Responsibilities and Accountabilities

Evidence, Knowledge, and Learning (25%)

  • Promote Knowledge & Learning Framework (K&LF) in Jordan with MEAL and program team, through generating learning from the programs/projects, document them and use as evidence for design and influencing, as well as feeding into ongoing reporting.
  • Contribute to the “Evidence & Learning Database” (E&LD) (software)- an initiative led by the Knowledge and Impact Team (KIT); and support the collection and dissemination of learning products across the confederation for influencing (media/campaigning/advocacy) and fundraising.
  • Actively engage in use of revised OPR (One Program Reporting) process and reporting, One Output Reporting and Country Operational Plans in close coordination with P-Coordinator, and in collaboration with OI & OGB Knowledge and Impact team, and other affiliates

Program and Project designs (15%)

  • Technical lead in annual programs need assessment, review, and validation of external deliverables (Consultancy and Research works)
  • Ensure the integration Needs assessment results into project designs, assist the development of LF and MEAL activities during project proposal development.
    Programs and Projects’ Performance, Learning and Program Adaptation (15%)
  • Contribute to evidence-based programming through increasing the availability and quality of evidence, the use of multiple methods, mixed approaches, and sector standard measurement standards.
  • Increase the socialization of survey results, MTR, Evaluations and Needs assessments, and promote cross program learning and synergy.
  • Foster data driven project management practices through increasing the use of innovation and digital MEAL and improving knowledge and data sharing mechanisms in place.


Technical Oversight Project MEAL Systems and Delivery (25%)

  • Support Senior MEAL officer and advisers and ensure all projects have sound MEAL Frameworks and Plans, regularly updated, and implemented.
  • Support increased use of innovation and digital systems for surveys and project monitoring and other related tasks.
  • Foster the use of multiple methods and mixed approaches to increase the availability of data to track project performances, and pursue data driven project management practices.
  • Guide and review direct project MEAL deliverables.
  • Support the socialization of survey, evaluation, and other assessments across programs.


Partnership Development (10%)

  • Initiate and co-lead partnership strategy development for Oxfam in Jordan.
  • Play key role in mapping and profiling Oxfam parterres in Jordan.
  • Foster Strategic and diverse partnership with existing and potential partners
  • Co-work with other functional units for continued

MEAL For Influencing ( 10%)

  • Oversee the design and implementation of MEAL framework and associated tools to track and measure outcomes of Oxfam Jordan’s influencing strategy and influencing initiatives.
  • Support for increased availability of evidence for influencing and increase the utility of evidence for influencing initiatives.

Skills, Experience & Knowledge


Essential

  • Bachelor or MSc in relevant field.
  • Minimum of 6-8 years relevant experience in MEAL with experience both humanitarian and development programming context.
  • Hands on quantitative qualitative assessment, survey, and evaluation methodologies; with proven record of design and delivery of high-quality pieces of work areas of baseline and needs assessment, ongoing project monitoring, and internal evaluations.
  • Planning, facilitation, and coordination skills
  • Practical experience in developing and facilitation of project cycle management process; including needs assessments, project design, review and Evaluation.
  • Proven experience in LF approach, Theories of Change, and developing of Monitoring, Evaluation, Accountability & Learning Framework at different levels.
  • Ability to review, validate and manage externally sourced evaluation and research works with a minimum support and supervision.
  • Proven record on planning designing project and program level learning and producing relevant showcases that inform better quality programming.
  • An excellent grasp of feminist MEAL approach, practical experience in translating into practice specially with the context of partnership; and a good understanding feminist partnership approach.
  • Proven record of effective coordination with internal program team, partners, and external stakeholders

Desirable

  • Previous experience of working with Oxfam, well familiar with program quality standards, minimum requirements, Oxfam’s partnership policy, and Social Accountability Frameworks
  • Experience and knowledge of conceptual programming frameworks on Gender and women empowerment, livelihoods and resilience, and Climate Change
