Background

 

Oxfam Pilipinas partnered with another civil society group Institute for Social Entrepreneurship in Asia (ISEA), and a local marketing communications company OCI Group, to implement the Empower Her project that aims to influence leaders, members/employees, and other value chain actors of micro, small, and medium-scale social enterprises (MSMEs) in the Philippines towards adopting workplace systems and practices supportive of the care economy and other such positive gender norms.  In view of this, a baseline study is being proposed to gather key relevant information about the views, beliefs, attitudes, and actions of MSME leaders, members, and partners on gender roles and relationships.

The baseline study aims to establish the initial condition of the target populations in terms of gender and care work norms, workplace policies and arrangements, and learning practices, and thus provide a useful set of information and recommendations on how the project can effectively influence early adopters of positive norms to encourage others to adopt similar views and practices, and advocate actively for more gender equal policies and services within their work milieu (i.e., MSMEs).  

The study will involve a mini survey on individual beliefs and attitudes that will feed into the Investing in Women program’s annual Social Norms, Attitudes, and Practices Survey (SNAPS) for the whole country, a collective benchmarking scorecard process and qualitative key informant interviews with target MSMEs to assess alignment of existing practices and systems with gender equal and shared care principles, and an in-depth interview with MSME leaders to profile current learning initiatives.

In view of these, Oxfam Pilipinas proposes to contract a consultant to further design and conduct the mini-SNAPS for the baseline study.  The present Terms of Reference (ToR) outlines key parameters of the engagement, including objectives, approaches, key deliverables, and proposed timeline.

 

 

Scope of Work

Expected deliverables from the engagement will include the following:

1. Inception report.  Not more than ten (10) pages.  Should outline the partners’ and consultant’s understanding of the mini-SNAPS’ rationale, objectives, methods, and other parameters.  With draft data collection tools, initial results of document review, detailed work plan, and data protection and management plan.  Initial draft of report for review by ISEA, OCI, and Oxfam Pilipinas, and to be revised accordingly towards preparation of the final draft.    

2. First draft of mini-SNAPS report.  The report should not exceed fifteen (15) pages, excluding annexes.  To include an executive summary, brief background on the Empower Her project, concise presentation of mini-SNAPS research methodology, and the key baseline findings, analyses, and recommendations.  Draft report should be submitted to ISEA, OCI Group, and Oxfam Pilipinas for review and feedback, towards a final draft for submission to IW.  Prior to this first draft of the mini-SNAPS report, finalized raw data sets (checked for both accuracy and overall data quality) must be ready for submission to IW by the first week of July 2024.

3. Final draft of mini-SNAPS report and KPs.  The final draft of the baseline mini-SNAPS report should stem from feedback of project partners, Oxfam Pilipinas program teams, and (possibly) from the Investing in Women focals on the first draft of the report.  Report should not be more than fifteen (15) pages, excluding annexed materials.  Apart from the final report, consultants shall produce knowledge products to help in facilitating the dissemination and uptake of the baseline survey findings among other project actors.  These will include: 1) A presentation deck (Powerpoint); and 2) Mini-SNAPS briefer (which should not be more than 4 pages).   


Period of Engagement :  June 3, 2024 until August 31, 2024


Budget

Total available budget for the whole engagement, including professional fees and operational costs, is six hundred thousand pesos (Php 600,000.00), with proposed breakdown below:

Professional fees - Php 400,000.00 net
Operational expenses - Php 200,000.00 gross

Operational expenses are expected to cover enumerators’ fees for 2-3 weeks (10-15 days) of data collection among MSMEs located within Metro Manila and Laguna.
