You will be responsible to provide strategic input and support to the Country Lead and Leadership Team in order to achieve the country strategy and Oxfam’s mission, being aligned to the Oxfam People Strategy.

 

Drawing on deep functional HR process and policy knowledge, and as custodian of HR policies and services in country, deliver the HR country plan to ensure that staff have the full range of skills and capabilities required to implement Ukraine country strategy.

 

Ensures that all staffing issues are managed in line with Oxfam Policy and procedures and facilitate effective implementation by managers, or working alongside managers, to support delivery.

 

Responsibilities:

 

As HR Manager, act as a trusted advisor to the senior leadership team. Develop and lead the Country HR plan, influencing senior management to ensure people management is central to the Country Strategy.

 

Provision of HR services (70% of time):

  • Provide detailed advice and problem resolution on complex and sensitive policy and procedural issues to managers, employees, and HR colleagues.

 

Coordinate HR support processes to meet business needs, including:

  • Recruitment: Attract, retain, and develop talent.
  • Workforce Planning: Manage organograms and advise on future staffing needs.
  • Performance Management: Champion the process and support line managers.
  • Employee Relations: Ensure compliance with labor laws and policies.
  • Compensation and Benefits: Negotiate salaries and manage benefits.
  • Attendance Management: Oversee maternity and other attendance issues.
  • Change Management: Facilitate HR elements of change.
  • Learning and Development: Manage country L&D plan.
  • Succession Planning: Coordinate strategies for employee engagement.

 

  • Work with Oxfam Reward Shared Service and PMU HR Manager on pay reviews and strategic issues.
  • Monitor workplace climate and advise Country Lead on necessary actions.
  • Implement and monitor HR Support Team standards in customer service, quality, and accuracy.
  • Ensure accurate payroll, staff information, and efficient management of medical aid issues.
  • Produce high-quality management reports, including monthly HR planner and change management plans.
  • Implement HIV and Gender workplace policies to build an inclusive office culture.

 

Organizational Development and Staff Capacity Building (20%):

  • Support recruitment and development of new skills for effective programming.
  • Collaborate with Ukraine Country Lead and PMU HR Manager on talent management strategies.
  • Develop solutions for individual development plans and arrange specific skills training.

 

General Organizational Awareness and Learning (10%):

  • Stay updated on changing organizational and external circumstances, suggesting proactive solutions.
  • Lead strategic HR issues within the region as needed.

 

Ideal candidate for the role will have:

 

  • Degree in Human Resources or related field.
  • Extensive knowledge and experience in general HR management, organizational development, capacity building, learning and development, and knowledge management.
  • In-depth understanding of different countries' labor laws and their application in Ukraine.
  • Expertise in organizational diagnosis, design, transformation, and solution modeling.
  • Proficiency in Ukrainian and/or Russian language.
