Finance Assistant (INT10500)

Please note that this position is short-term, with a duration until August 31, 2024. 

 

Key Responsibilities

 

Technical

  • Ensure Oxfam GB Finance policies and procedures are followed in all aspect, and make sure to follow the country specific policies and procedure if it different to international division procedure manual.
  • Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with Oxfam finance rules and regulations.
  • Full check of payment requests, ensuring that all supporting documents are attached with full and correct budget coding both PeopleSoft and Donor Reference and with proper authorisation.
  • Ensure all cash and cheque payments are made without any delay for smooth run of the programme activities.
  • Ensure daily cash counts are performed before close of the daily activities.
  • Input all transactions to cash, bank books template on daily basis, and check the accuracy of PeopleSoft code with OPAL projects, Donor Reference code with Donor reports.
  • Upload all cash, bank and journals weekly/monthly basis to the system, perform bank reconciliations and cash count before up load into the system.
  • Ensure Office cash float are kept safely, and cheque books and other equivalents are kept in safe all the time when not in use and keep the tracing records updated for all unused books .
  • Ensure that adequate cash and bank balances are maintain in both USD and YER to meet the programme needs.
  • Help Finance Officer to prepare month end documents and reports.
  • Assist Finance Officer to prepare Top Up request, Budget and forecast.
  • Involve in logistic activities by participating, Tender and, Quotation evaluation committee.
  • Ensure that Financial documents, both paper and electronic formats (in the box ) are up to date , filed in orderly manner ,kept securely , and easily retrievable .
  • Follow up on staff floats and advances on timely clearance and in line with Yemen authorization policy guidelines.
  • Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.
  • Perform other tasks requested by the Finance Officer to ensure smooth running of the programme.

  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

 

 

Skills, experience and knowledge

Essential

  • At least two years’ experience in finance work with Finance qualification. (B.com, M.com, MBA, CMA/CA partly qualified etc.
  • IT skills. Good knowledge and working experience in MS office is required.
  • Communications proven oral and written communication skills (in English) in order to communicate effectively internally (ability to provide job guidance, develop training materials and guidelines and document procedures) and externally with Institutional donors on the financial elements of donor proposals and reports.
  • Training/ coaching skills Experience of analysing training / coaching needs and delivering at an individual and group level
  • Team working Experience in supporting and advising teams from a distance and across several locations. Ability and sensitivity of working with diverse teams across different languages, cultures and locations and relationship building skills necessary to work collaboratively with others and provide guidance on financial management issues.
  • Organisation to work effectively. Ability to work on own initiative, manage workload and competing demands without close supervision, drive to achieve results
  • Commitment to the aims of Oxfam and the parameters of its program implementation, in particular the gender and diversity policies
  • IT skills A high level of information management and IT skills particularly in Excel, also some accounts packages, word, emails.

 Desirable

  • Experience in NGO/INGO will be preferable.
