Oxfam Pilipinas is producing its Annual Report for Fiscal Year (FY) 2025-2026, which will showcase program achievements and milestones to its stakeholders and highlight its contributions to global fight against inequality.

 

Purpose and Specific Objectives

Oxfam Pilipinas (OPH) aims to create a functional Participants Tracking Database System (PTDS), an internal web-based system used to record and manage data on projects, implementing partners, activities, and participants. The system supports program monitoring, reporting, and data validation across OPH's portfolio.

The PTDS was developed in phases by previous contractors. OPH's Digitization Working Group (DWG), in coordination with MELSA Officers and Portfolio Managers, has completed a review of the system's current features and identified enhancements needed for Phase 2. OPH is now seeking a qualified web developer to implement these improvements.

The objective of this engagement is to develop and deliver an enhanced version of the PTDS incorporating the features and improvements identified by the Digitization Working Group. The system must be functional, user-friendly, and aligned with OPH's data management and reporting requirements.

 

Scope of Work

The developer shall enhance and redeploy the PTDS based on the updated system requirements consolidated by the Digitization Working Group. The work covers the following areas:

  1. System Features and InterfaceImprove the Overview Tab to display key program indicators and an interactive map of project reach.
  2. Data Entry and Field Management
    Update data entry forms for participants, activities, partners, and projects, including field-level corrections, new required fields, drop-down standardization, and auto-computation logic.
  3. User Management and Access Control
    Implement a defined four-level user role system (A1–A4) with role-specific permissions, access scopes, and security controls for record editing and deletion.
  4. Reporting
    Revise report generation to reflect updated demographic breakdowns, corrected age group labels, and complete direct reach totals.
  5. Data Import
    Enable bulk upload of participant and activity data via Excel.
  6. Continuity and Handover
    Deliver a complete documentation package including a user manual, video tutorial, FAQ, troubleshooting guide, and a recorded turnover session, with five months of post-deployment support.

 

Qualifications

  • Proven experience in full-stack web development, including database management.
  • Demonstrated experience developing data management systems or similar platforms.
  • Ability to deliver clear technical documentation and user-facing materials.
  • Strong communication skills and responsiveness to feedback during development.
  • Familiarity with Oxfam and its work is an advantage.
