TEAM PURPOSE: Promote sustainable access to safe water, sanitation, and hygiene services by working with communities, local authorities, and partners.


JOB PURPOSE: The purpose of this role is to implement and monitor WASH activities in coordination with partners, local government, and communities. The role ensures the delivery of high-quality WASH services, promotes hygiene awareness, and supports community-led solutions. It also involves conducting assessments, support in securing necessary approvals, assist in managing procurement and budgets, and ensuring compliance with donor requirements and Oxfam’s technical standards and policies.

 

The Role:

KEY RESPONSIBILITIES:

  1. Public Health Engineering Responsibilities:
  • Support in Design and Implementation: Assist the WaSH Senior Officer in the planning, design, and implementation of WaSH infrastructure projects, including water systems, water tanks, and latrines.  
  • Construction Supervision: Oversee and monitor the construction activities of contractors and/or local partners to ensure quality, adherence to technical specifications, and timely completion.  
  • Quality Control: Conduct regular site visits and inspections to ensure that construction materials and workmanship meet the required standards.  
  • Technical Support: Provide technical support and guidance to local partners and contractors on construction methodologies, best practices, and problem-solving.  
  • Documentation: Maintain accurate and up-to-date project documentation, including site reports, progress reports, and technical drawings.  
  • Needs Assessment: Participate in conducting needs assessments to identify appropriate WaSH interventions in communities.  
  • Water Quality Monitoring: Conduct water quality testing and monitoring to ensure that water sources are safe for consumption.  

 

  1. Public Health Promotion Responsibilities:
  • Supervision of Local Partner Activities: Supervise and monitor the activities of the local partner in the implementation of public health promotion programs.
  • Hygiene Promotion: Ensure the effective delivery of hygiene promotion activities, including training and awareness campaigns, to promote behavior change and improve sanitation practices.  
  • Community Engagement: Facilitate community participation in the planning, implementation, and monitoring of public health promotion activities.  
  • Capacity Building: Provide training and capacity-building support to local partners and community members on public health promotion methodologies.  
  • Monitoring and Reporting: Monitor the progress of public health promotion activities, collect data, and prepare regular reports on achievements and challenges.  
  • Integration: Ensure the integration of public health promotion activities with engineering interventions for maximum impact.  

 

  1. General WaSH Officer Responsibilities:
  • Coordination: Coordinate with other project staff, local authorities, and stakeholders to ensure effective project implementation.  
  • Budget Monitoring: Assist in monitoring project budgets and expenditures related to both engineering and public health promotion activities.  
  • Reporting: Prepare regular progress reports for the WaSH Senior Officer and other relevant stakeholders.  
  • Compliance: Ensure compliance with OXFAM's policies and procedures, as well as relevant national and international standards.  

What we are looking for:

The ideal candidate should meet the following requirements:

Essential

  • Experience:
  • 3 years of practical experience in implementing WaSH projects, with a focus on both engineering and public health promotion aspects.
  • Experience in supervising construction activities, including water systems, water tanks, and latrines.
  • Experience in implementing hygiene promotion programs and community mobilization activities.
  • Experience working with local partners and communities.

Knowledge:

  • Bachelor's degree in Civil Engineering, Environmental Health, Public Health, or a related field.
  • Knowledge of public health promotion methodologies and behavior change strategies.
  • Understanding of participatory approaches and community development.
  • Knowledge of water quality standards and testing procedures.

Competencies:

  • Strong technical skills in construction supervision and quality control.
  • Excellent communication, interpersonal, and facilitation skills.
  • Ability to work effectively with diverse teams and stakeholders.
  • Strong organizational and time management skills.
  • Problem-solving and decision-making skills.
  • Cultural sensitivity and adaptability.
  • Proficiency in written and spoken English and Arabic.

Desirable

  • Experience:
  • Experience working in humanitarian or development contexts.
  • Experience in conducting WaSH needs assessments and surveys.
  • Experience in training and capacity building.
  • Knowledge:
  • Knowledge of relevant national and international standards and guidelines (e.g., Sphere Standards).
  • Competencies:
  • Ability to work in challenging and insecure environments.
  • Ability to prioritize tasks and manage multiple responsibilities.
  • Negotiation and conflict resolution skills.
  • Report writing
