Key Responsibilities: 

1. Management of the Hub WASH Team

• Lead, manage, and supervise the Hub WASH team, ensuring the effective planning, coordination, implementation, and quality delivery of WASH activities.
• Provide day-to-day technical guidance, coaching, and support to WASH staff to ensure programme objectives and quality standards are met.
• Set individual performance objectives, conduct regular performance reviews, and support staff development through mentoring and feedback.
• Assess staffing and capacity gaps within the Hub WASH team, develop and implement capacity-building plans, and ensure the team has the skills required to deliver programme objectives.
• Oversee collaboration between the WASH team and implementing partners, providing guidance and support to ensure effective partnership management and quality implementation.
• Ensure appropriate staffing levels and workforce planning within the hub to meet programme priorities and operational needs.

2. Assessment

• Lead and ensure timely, high-quality WASH assessments in collaboration with partners and relevant stakeholders.
• Support partners in designing assessment methodologies, tools, Terms of Reference (ToRs), data collection, analysis, and evidence-based recommendations.
• Engage communities, local authorities, partners, and humanitarian actors to gather and validate information that informs programme design and decision-making.
• Produce high-quality assessment reports, integrating community engagement findings, and share them with programme teams and the relevant teams to inform programme design and advocacy.
• Regularly review the relevance and effectiveness of WASH interventions with partners, adapting programme approaches to respond to evolving needs and contextual changes.

3. WASH Programme Design and Implementation

• Lead –with partners when needed- the design, planning, implementation and quality assurance of integrated WASH programmes across emergencies, early recovery and resilience contexts, ensuring alignment with Oxfam strategy, government policies, WASH Cluster guidance, SPHERE standards and Oxfam protocols.
• Provide technical leadership and oversight for Public Health Engineering (PHE) infrastructure and Public Health Promotion (PHP) interventions, ensuring quality, timely delivery and community-centred programming.
• Lead the implementation of the hub's community-engaged WASH strategy, ensuring community feedback and perception data inform programme design, adaptation and decision-making.
• Manage WASH implementing partners, fostering strong partnerships, mutual accountability, locally led approaches and compliance with partnership agreements, safeguarding, donor and quality requirements.
• Monitor partner performance against agreed plans, budgets, indicators and quality standards, conducting regular reviews and supporting corrective actions where required.
• Ensure gender equality, inclusion, protection and accountability are systematically integrated across all WASH interventions.
• Oversee WASH budgets, forecasts, procurement and contract management in collaboration with finance and logistics teams to ensure efficient and compliant programme delivery.
• Develop and update hub-level WASH technical guidance, designs, BoQs, implementation tools and standard operating procedures to support quality implementation.
• Coordinate closely with technical, programme, MEAL, protection, gender, logistics, finance and influencing teams to deliver integrated, evidence-based and accountable WASH programming.
• Identify, escalate and mitigate programme, safeguarding, quality and operational risks to ensure effective and timely delivery of WASH interventions.

4. Capacity Building of Staff and Partners

• Assess the capacity needs of WASH staff and implementing partners and develop and implement capacity strengthening plans to address identified gaps.
• Provide ongoing technical guidance, coaching and mentoring to staff and partners on Public Health Engineering (PHE), Public Health Promotion (PHP), integrated water management, community engagement and humanitarian WASH standards.
• Build the technical and operational capacity of staff and partners to deliver high-quality emergency, early recovery, resilience and integrated water management interventions.
• Facilitate training, on-the-job coaching, peer learning, exchange visits and knowledge-sharing to promote continuous learning and the adoption of good practices and technical innovations.

5. Report and Proposal writing

• Contribute (with partners when needed) to writing high quality WASH concept notes, proposals, pilot works and innovations in consultation and involvement of WASH team members in accordance with Oxfam and donor requirements.
• Work closely with Funding department, other sectorial team leaders, and partners in writing and compiling WASH progress and final reports. This includes donors’ reports, partner reports, authorities reports, and affiliates etc.
• Ensure technical assessments are initiated early to support timely project planning, implementation, and delivery.

6 Coordination and Representation

• Coordinate closely with the WASH Lead, implementing partners and cross-functional teams (EES, Protection, Gender, MEAL, Policy, Communications and Logistics) to ensure integrated, high-quality and accountable WASH programming.
• Represent Oxfam at sub-national coordination platforms, including the WASH, Health and Shelter Clusters, and maintain effective liaison with government authorities, humanitarian partners and other relevant stakeholders.
• Build and maintain strong working relationships to promote coordination, identify opportunities, address operational challenges, and advocate for context-specific WASH priorities and community needs.
• Ensure relevant information, decisions, technical guidance, best practices and lessons learned from coordination forums are effectively shared with programme teams, management and partners to inform programme planning, implementation and adaptive management.
• Contribute to joint planning, assessments and inter-agency initiatives that strengthen coordination, complementarity and collective humanitarian response within the hub.

7. Partnership Accompaniment and Technical Quality Assurance

• Provide continuous technical accompaniment and mentoring to implementing partners to strengthen their capacity to deliver high-quality Public Health Engineering (PHE) and Public Health Promotion (PHP) interventions.
• Conduct regular joint field monitoring visits with partners to review implementation progress, identify challenges, and agree on practical actions to improve programme quality and performance.
• Review and provide timely technical feedback on partner workplans, methodologies, engineering designs, IEC materials, reports, monitoring data and other technical deliverables.
• Support partners to integrate accountability, safeguarding, gender equality, protection and community engagement throughout programme implementation.
• Monitor the quality of partner-led WASH interventions and jointly develop improvement plans to address technical, operational and quality gaps.
• Promote collaborative learning, knowledge sharing and continuous improvement, fostering strong partnerships built on mutual accountability, trust and locally led approaches.

• Significant relevant years of experience at this level with International or National Agencies or NGOs.
• Minimum 5 years of relevant experience.
• People management skills
• Excellent technical skills and practical experience of preparing technical drawing, designs, BoQs and estimates of water and sanitation infrastructure;
• Experience and skills in implementing WASH infrastructure.
• Demonstrated experience of coordinating / managing WASH programme with large budget and teams (multiple locations).
• Excellent understanding and demonstrated experience of implementing integrated PHE and PHP strategies and interventions;
• Demonstrated experience of integrating gender and protection into emergency response programmes and longer-term strategies;
• Demonstrated experience of working with UN clusters, government authorities and implementing I/.NGO partners;
• A proven record of mentoring and capacity building of teams and partners in complex contexts; Ability to work well under pressure and in response to changing needs.
• Diplomacy, tact and negotiation skills;

• Excellent communication and cross-cultural management skills; and the ability to work well in a team.
