The Role:

 

Oxfam is looking for WASH Coordinator (PHE).

 

Job Purpose:

 

This WASH Coordinator (PHE) position is to lead technical components of structural WASH interventions under Oxfam programme in Rakhine state. This includes design, construction and implementation of WASH hard-ware infrastructures with WASH groups, community groups and local partners. This role will be central to provide PHE technical support and guidance to partners and Oxfam programme team as per technical standards ad requirements, environmental management compliance but also ensuring community-led and sustainable approach.

 

 

This Role Report To:                            Deputy Head of Programmes (matrix management to Rakhine Area Manager)

Key Relation/Interaction:                  Programme team, Local partners, cluster leads, MEAL, gender, protection, Operations

 

Key Responsibilities:

 

  • Technically lead, guide, monitor, and support to Oxfam team and the local partners, and coordinate with relevant stakeholders on the construction and renovation of WASH infrastructures (such as latrine, water supply, bathing stations, waste management) in line with the approved design, standards, and contract.
  • Ensure the quality of technical works (construction and rehabilitation works) to be done according to Oxfam's and donors' standards, and international construction standards materials.
  • Support the process of contractors’ recruitments and supervise constructors’ quality performance and deliverables
  • Lead and support to develop appropriate design, construction, and implementation of Oxfam and partners WASH hardware activities, especially latrine, bathing stations, water supply, sanitation, and waste management structures is undertaken according to technical standards (SPHERE, Oxfam WASH Minimum standards).
  • Assist partner and Oxfam on budgeting, developing BoQ and WASH facility construction schedules, regular supervision, monitoring, and reporting.
  • Provide trainings and capacity support to Oxfam, partners’ staff, and communities regarding construction and maintenance of WASH infrastructures, including an environmental management plan, monitoring checklist for construction work
  • Work closely with the program team to mobilize the target communities on sensitization of programme activities, including WASH interventions.
  • Liaise closely with the Public Health Promotion Team throughout the planning, design, and implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes.
  • Ensure the construction and rehabilitation activities are inclusive and gender sensitive (meeting the needs of different people, especially Gender needs, Age, PWDs and etc). This includes the introduction of mechanisms to enable women to participate in decision-making around public health engineering issues.
  • Write/compile/update of construction progress and completion reports, and translate as required if required and submit the final report to donors.

 

What we are looking for:

 

Skill and Competence:

 

  • At least 5 years of working experience as an Engineer/PHE in Humanitarian and Development Programme
  • Bachelor’s degree in civil or environmental engineering, preferably in water and sanitation or a related field. A master's degree is a plus.
  • A Professional Engineer license is preferred.
  • Proven experience in engineering and construction projects, specially WASH facility construction, especially latrine, bathing stations, water systems in Myanmar, preferably with specific experience in Rakhine state
  • Experiences of working with community groups and local partners with strong capacity-building skills
  • Proficiency in English in both verbal and written skills, strong reporting and presentation skills are essential.
  • Sound understanding of gender and inclusion in programme implementation; sensitive to the needs of displaced and disadvantaged populations.
