The Role:

 

Oxfam GB in Myanmar is looking for WASH Coordinators.

 

Job Purpose:

 

The position will lead the Community Engagement and Strategy for Oxfam’s Earthquake Response Programme across Nyaung Shwe, Mandalay, and Sagaing regions. This includes spearheading assessments of WASH infrastructure and facilities, and leading Public Health Promotion efforts in collaboration with women’s groups, community-based organizations (CBOs), and local partners.

The role will be central to driving hygiene promotion activities that are rooted in community-centered approaches ensuring interventions are strategic, evidence-based, and aimed at fostering sustainable, community-led action and long-term ownership of WASH services.

Key Relation/Interaction:           Local partners, area and regional authorities, cluster leads, humanitarian response team, MEAL, Protection, Gender, Operations

 

Key Responsibilities:

 

  • Lead the Community Engagement and hygiene related behaviour change programme planning and implementation for the Oxfam earthquake response programme. This will include leading hygiene promotion activities into community-centred approaches that are strategic, evidence-based, and lead towards sustainable community-led actions and ownership of WASH services.
  • Conduct assessments on WASH facilities and infrastructures in earthquake affected areas in close coordination with affected communities.
  • Lead on Community Engagement and public health promotion approaches with women groups, CBOs and local partners on Water, Sanitation and Hygiene.
  • Validate the community engagement approaches used by each of the project partners against the project plans and best practice and provide advice on adaptations as required.
  • Conduct mapping of CBOs and local groups working on WASH, form local WASH collectives and enhance their capacity.
  • Conceptualize, lead and manage innovation grants on WASH.
  • Support with technical guidance the implementation of overall WASH activities, approaches and strategies.
  • Act as technical lead for the implementation of the water quality monitoring activities.
  • Ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular, to promote the full and equal participation of women in all aspects of the work and to ensure that the programme’s response is in line with the needs of affected communities.
  • Work with the Program Quality and MEAL team to strengthen monitoring, evaluation, learning, accountability and reporting of WASH programme.
  • Provide technical input and indicators to the M&E Unit to be incorporated into tools and formats as needed.
  • Share and document best practices with the programme teams, ensuring that the Community Engagement strategy is implemented to the highest quality standards and is integrated with interventions in the programme.
  • Lead the production of operational plans and activities together with the field team.
  • Maintain and coordinate reporting and documentation of WASH and infrastructure activities.
  • Support Oxfam emergency response team to implement programmes on shelter and WASH construction, and renovation ensuring community ownership and participation.
  • Deliver consistent updates and early warnings to senior leadership, ensuring readiness and strategic foresight in response to emerging issues.
  • Support budget forecasting and ensure timely delivery of project.
  • Represent Oxfam earthquake response programme at sub-national coordination bodies including Coordination and cluster meetings when needed.
  • Liaise with regional and global WASH Advisors in Oxfam to get technical inputs as well as to assess the appropriateness of the Community Engagement and public health promotion approaches in the Myanmar context.
  • Ensure all intervention adhere to Do No Harm principles and relevant program quality guidelines.
  • Ensure compliance with security procedures and policies as determined by country leadership.

 

What we are looking for:

 

Skill and Competence: 

  • Proven ability and at least 5 years’ experience in WASH project co-ordination / management in either a humanitarian or development programme.
  • A graduate qualification or equivalent in one of the following, or a related discipline: social sciences, environmental, public or preventative health, anthropology, or community development.
  • Experience of working with communities in emergency WASH programmes.
  • Technical WASH Knowledge.
  • A good understanding of the theory and practice of community engagement and hygiene based behaviour change.
  • Experience of working in a participative way with communities; strong counterpart/ capacity building skills
  • Strong interpersonal skills and ability to communicate in English clearly both verbally and in writing and with all levels of staff.
  • Proven initiative, flexibility and ability to prioritise in a demanding environment and to tight deadlines.
  • Strong assessment, analytical and planning skills.
  • Working knowledge of Do No Harm approaches and at least basic knowledge of conflict sensitive approaches.
  • Sensitivity to cultural differences and the ability to work in a variety of cultural contexts and communicate with a diverse range of people.
  • Sound understanding of the importance of gender and participation in programme implementation; sensitive to the needs of displaced and disadvantaged populations.
  • Strong report writing, and presentation skills, including the ability to present complex issues clearly and concisely to a broad range of audiences.
