OBJECTIVE

To assist the SWM activities under Oxfam’s SWM program in Oxfam’s implementing locations. Responsible for the design and implementation of all CFW activities related to solid waste management (including Garbage Collection, Recycling, and Litter Pickers) and ensure that refugee households benefit from Oxfam projects. To ensure compliance with agreed cash for work regulations for recruitment and management of cash for work positions, including as fair as possible distribution of cash for work benefits amongst the camp-based refugee population.

 

The SWM Officer will be overseeing the SWM Field Activities including management of SWM Assistant & IBVs to support SWM provision and activities in the designated areas. The SWM Officer will be responsible for ensuring that SWM activities are delivered as planned in close coordination with other project teams and ensure all targets are met as agreed in project framework.

The SWM Officer will support the Project Manager to lead the implementation of the SWM Project in Azraq Camp as part of a large-scale project. Responsibilities include, but are not limited to, Garbage collection, litter Pickers, Recycling, quality, Desk offices related to Data accuracy, reporting and deliverables achievement.

Additionally, the SWM Officer will coordinate with key support teams, including Logistics, HR, Communications, Finance, and MEAL teams, to ensure effective project implementation and alignment with organizational and Donor processes.

 

ROLES & RESPONSIBILITIES

Coordinate and oversight of field-based services and CFW

  • Staff members are clear about their roles and responsibilities, action plans are developed and agreed with the project team to achieve the project annual outcomes, team has sufficient capacity to deliver.
  • Team members are supported/motivated to achieve the targets/projects goals and delivered on time.
  • Uninterrupted and good quality services including safety standards are ensured in the camp with no gaps.
  • Review implementation of SWM Cash for Work activities within the camp as per donor(s), Camp, and Oxfam requirements.
  • Manage the implementation of the field-based solid waste management activities.
  • Ensure the camp environment is kept clean and hygienic and liaise with the Recycling, Community Mobilization and the Engineering teams to address specific issues.
  • Field Presence, Spot checks and reporting to the field level situation.
  • Lead on liaison with the community in regard to systems and processes relating to cash for work selection. Take suggestions and solutions into account to ensure high beneficiary satisfaction with Oxfam’s cash for work offering within the camp.
  • Managing the operations at the weight bridge and setting the needed controls and rules for the weight bridge.

Ensuring compliance with CFW Systems

  • Monitor the adherence to CFW SOPs, including reviewing or restructuring the solid waste team if necessary.
  • Provide inductions for new CFW, including on mechanisms for which to make complaints and report protection issues.
  • Compile, review and oversee all payments of CFW SWM beneficiaries.
  • Oversee and Monitor SWM CfW recruitments and making sure a fair and transparent recruitment is taking place.
  • Requestions to be planned, and prepared in advance including all details for numbers, positions, rates, total amount and codes needed.

Planning, Data monitoring and Reporting

  • Monitor complaints/feedback received and ensure these are delegated for resolution amongst team members and support in the resolution of complaints/feedback escalated by other team members.
  • Monitoring the data received from the CE, MEAL and the Solid Waste Management team and through observation to ensure that locations are maintained to a high level of cleanliness.
  • Ensure tools and systems in place for tracking progress and achievement of expected results.
  • Arranging daily plans, in addition to any coordination with Fleet department under the PM coordination.
  • Generate accurate data and reports, ensure abiding deadlines with accurate reporting.
  • Ensure staff is aware of possible protection issues within the camp, especially those relating to cash for work. Refer such cases to the Protection/Safeguarding focal point.
  • Making sure there is a clear and effective system or archiving and filing of SWM documents.
  • Raise the required requisitions and Requests Orders.
  • Effective planning to take place in related matters and to avoid any gaps in tools, PPEs, visibility and further items.
  • Support in the development of Supply Plan to ensure no gaps in the provision of required equipment for field teams.
  • Pro-actively seek to engage women into SWM teams.
  • Pilot new models of SWM litter picking in coordination with SWM teams upon Oxfam vision and the donor requirements.
  • Support with budget planning for CfW activities, PPEs, Tools, and CFW payments.
  • Represent Oxfam at camp level upon the Project Manager request.
  • Undertake other responsibilities as required by the SWM Project Manager.
  • Effective Reporting to the Project Manager.
  • Highly coordination among SWM team and other teams.
  • Lead by Example, ensure Oxfam compliance and healthy work environment.

Qualifications

 

Essentials

  • For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here):

  • Bachelor’s degree from a recognized university.
  • English spoken and written.
  • Coordination skills.
  • The post holder should be at ease in working with local communities and Syrian refugees.
  • Minimum 4 years of experience working in refugee camps in Jordan.
  • Experience working in SWM or WASH projects.
  • Experience in staff management.
  • Computer skills and Microsoft office.

Nonessentials

  • Experience in managing paid or unpaid volunteers (Incentive based Volunteers or Cash for Work).
  • Proven expertise in community engagement, mobilization, outreach, and social behaviour change.
  • Able to collect, enter and analyses data against project indicators.
  • Experience of working in a multicultural team.
  • String commitment to gender equality and social justice.
  • Excellent communication and interpersonal skills.
  • Proven knowledge of computerized systems; high degree of computer literacy and word processing
  • Potential and flexibility of attitude to learn.
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for situations.
  • Diplomacy, tact and administrative skills to work with people at managerial and, on occasions possibly senior government levels.
