The Role:

The Senior Programme Finance Officer plays a critical role within Oxfam Bangladesh’s Finance and Compliance team by providing proactive and effective financial management for assigned thematic portfolios. This includes preparing and reviewing budgets, monitoring programme and partner financial performance, ensuring cost recovery, and producing timely financial reports. The role is responsible for ensuring compliance with donor requirements, NGOAB regulations, and Oxfam policies, while facilitating capacity building for partners and teams. It involves close coordination with programme, funding, logistics, and compliance teams to support decision-making and strengthen financial systems, ensuring transparency, accountability, and alignment with Oxfam’s mission and strategic objectives.

This is a fixed-term contractual position, valid until 30 June 2026, with minimal possibility of extension.

An ideal candidate for the role will also be/have:

  • A post-graduate degree in Finance, Accounting, or Management, with completion of a Chartered Accountant (CA) course.
  • At least 5 years of demonstrable experience in financial management, including budgeting, reporting, analysis, and delivering a range of finance services — ideally within an INGO context.
  • Proven track record in coordinating statutory and NGOAB audits, with sound knowledge of donor compliance requirements, local laws, and regulations.
  • Demonstrates strong interpersonal and communication skills, capable of translating complex financial information into clear, understandable terms for diverse audiences.
  • Experienced in navigating complex operational environments, with proven exposure to emergency response and resilience programming.
