The Role:

Oxfam is looking for Senior Monitoring, Evaluation, accountability and Learning (MEAL) Officer.

 

Job Purpose:

To lead and support the implementation of monitoring, evaluation, accountability, and learning (MEAL) activities in Rakhine, ensuring high-quality data management, accountability systems, and evidence-based reporting. The Senior MEAL Officer will line-manage MEAL staff and ensure compliance with internal and external quality standards, while strengthening community feedback and learning mechanisms across OXSI WASH Project.

 Programme Manager, WASH Coordinator, SI Accountability Activity Manager, Consortium staff, Oxfam Programme Quality team. 

 

Key Responsibilities:

 

Developing & Implementing MEAL system

  • Support the OXSI MEAL Coordinator in developing, improving, and implementing MEAL frameworks, tools, and systems for humanitarian projects in Sittwe.
  • Lead establishment and follow-up of monitoring systems, indicator tracking tools, and data collection processes.
  • Design, test, and update online data collection tools (Survey CTO/KOBO and other ICT platforms).
  • Train and support programme staff, MEAL Officer and data management assistants to make sure the quality control for data processing process such as data entry, synthesis, verification, cleaning, and analysis of key programme indicators.
  • Conduct monitoring visits, assessments, and surveys in line with project needs and as advised by the line manager.
  • Support programme teams in integrating learning reviews, documentation of lessons learned, and evidence-based advocacy.
  • Maintain and develop proper documentation and information management while maintaining standards of Oxfam Data Protection Principles.
  • Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions and provide timely feedback to program teams to ensure the program is being implemented against project targets.
  • Contribute to producing MEAL reports, success stories, and learning briefs in coordination with programme and communications teams.
  • Support Post Distribution Monitoring (PDM) data collection training to MEAL assistants and partners, Monitoring and Evaluation field data collection process, and prepare data analysis.
  • Manage baseline, midline, and endline studies, post-distribution monitoring, satisfaction surveys, and other assessments.
  • Assist line manager in developing M&E questionnaires, online data collection platform, guideline/SOP.
  • Support CFRM implementation, ensuring timely entry, follow-up, and closure of cases in Survey CTO.
  • Ensure that Oxfam has effective accountability systems and provides training on the system to ensure that it functions. Ensure that communities are aware that the Accountability System exists and functions.
  • Promote transparency, information-sharing, and downward accountability with affected communities.
  • Ensure that CFRM is accessible, safe, confidential, inclusive, and responsive to the needs of women, men, children, and persons with disabilities.
  • Ensure accountability processes are linked with gender, safeguarding, and protection standards (including PSEA and GBV referral pathways).
  • Coordinate with SI MEAL and Accountability staff to harmonize accountability mechanisms across the consortium.
  • Facilitate FGDs, community consultations, and feedback sessions to ensure community voices inform programming.
  • Participate in monthly Accountability cases review meeting with case managers to improve case closure timely with the Line Manager.

 

Data Management & Analysis

  • Support the Data Management Assistant, as advised by the OXSI MEAL Coordinator, in ensuring accurate entry, cleaning, and storage of programme data.
  • Support the maintenance and improvement of programme databases, indicator tracking tools, and dashboards (e.g., Power BI).
  • Develop new data collection and analysis systems as required to strengthen evidence-based decision-making.
  • Ensure proper data protection and adherence to Oxfam’s data management principles.

 

People Management & Capacity Building

  • Line-manage the MEAL Officer and Accountability Community Facilitators, providing coaching, mentoring, and performance management.
  • Identify training needs for MEAL and programme staff and deliver/coordinate MEAL, data management and Accountability trainings.
  • Strengthen staff capacity on MEAL concepts, accountability principles, and use of ICT tools for data collection and analysis.
  • Provide informal training to relevant groups (case managers, data collectors-ACFs, camp-based staff)

 

What we are looking for:

Essential

  • Commitment to Oxfam’s values, including gender justice, diversity, equity, and accountability.
  • Good understanding of Humanitarian response for conflict affected people, preferably in the context of complex emergency.
  • Minimum 3 years’ experience in humanitarian or development sector, with strong MEL, data management and CFRM experience.
  • Proven skills in designing and implementing monitoring systems, tools, and methodologies.
  • Strong knowledge of ICT for MEAL: Survey CTO, mobile data collection, advanced Excel, databases, dashboards, and Power Bi.
  • Strong analytical skills and ability to produce high-quality reports.
  • Fluency in spoken and written Burmese and English.
  • Experience in monitoring the effectiveness of community feedback mechanisms.
  • Ability to work effectively in a multi-cultural team and travel frequently within Rakhine.

Desirable

  • Experience working in Sittwe IDP camps.
  • Experience working in consortium settings with multiple partners.
  • Experience in WASH programming.
  • Good ability carrying out capacity-building training to camp-based staff.
  • Knowledge of CHS Accountability Standards, Humanitarian Principles and Do No Harm Principles.
  • Experience delivering training and capacity-building to field staff.
  • Ability to be based in Sittwe or camps.
