Do you hold a bachelor’s degree or equivalent qualification in Accounting, Finance, Business Administration, Commerce, or another relevant field?

Do you have proven finance experience in an INGO or comparable humanitarian organisation, including substantial responsibility for complex institutional grants, partner finance, and/or multi-partner financial management, with demonstrable experience in grants and consortium financial management?

Do you have strong practical experience applying institutional donor financial rules and assurance requirements, such as ECHO, EU, FCDO, BHA, BMZ, or comparable donors, including interpreting and applying the requirements of specific donor agreements?

The Role:

To serve as the primary leader of the Consortium Management Unit (CMU) and the secretariat for the Consortium Steering Committee (CSC). This role ensures strategic alignment, effective coordination between partners, and successful delivery of the ECHO HIP 2026 project deliverables and other potential funding

What we are looking for:

We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.

An ideal candidate for the role will also be / have:

• Education: Bachelor’s degree in accounting, Finance, Business Administration, Commerce, or a relevant equivalent.
• Experience: Relevant finance experience, including substantial responsibility for complex institutional grants, partner finance or multi-partner financial management in an INGO or comparable humanitarian organisation and demonstrable experience in grants and consortium financial management.
• Donor Compliance: Strong, practical knowledge of institutional donor financial rules and assurance requirements, such as ECHO, EU, FCDO, BHA, BMZ or comparable donors, with the ability to apply the specific agreement rather than rely on generic rules.
• Advanced MS Excel skills and demonstrated ability to consolidate budgets, analyse variances, prepare forecasts and present decision-ready financial information; proven experience with computerised accounting systems, preferably PeopleSoft.
• Communication: Excellent communication, facilitation and negotiation skills, including the ability to explain complex finance issues clearly, challenge constructively and support decisions in a cross-cultural, multi-organisation environment.
• Language: Native-level Arabic and excellent professional English, written and spoken.
• Analysis and Judgement: Strong analytical and conceptual thinking, sound professional judgement, attention to detail and a proactive approach to identifying, resolving and escalating financial risks.
• Relationship Building: Demonstrated ability to build credible, respectful relationships within Oxfam and with partner

At interview, shortlisted candidates will also be assessed on our values and organizational attributes, as outlined above.

Desirable:

• Knowledge or appreciation of Yemen in terms of its political, economic and social trends, plus a good understanding of the key development and humanitarian issues in the country.
• Willingness and ability to travel at short notice and/or to work extra hours as necessary, often in difficult circumstances.
