DIVISION PURPOSE:

TEAM PURPOSE:

The MEAL Officer sits in the program team, managed by the District Coordinator in Nuwakot. The position is fully responsible to manage and lead MEAL and documentation related activities under flood and landslide response programmes 2026 of Oxfam for proposed districts under the leadership of Response Manager - Flood Response and also to support partner organization of Oxfam for MEAL and documentation. S/he will also coordinate with WASH, EFSVL, and gender and protection staffs to ensure MEAL and documentation in the response program.

 

JOB PURPOSE:

To support flood and landslide response programme in the management of internal project related documentation, and creating contents, stories and support in process documentation of projects. S/he is also accountable for the development of the monitoring and learning capacity of partners in line with capacity assessments and project plans and to strengthen the ability of projects to articulate achievements, challenges and learnings in a spirit of mutual accountability.

DIMENSIONS OF THE ROLE: The MEAL officer is roving position will be based in Nuwakot but with frequent movement to Rasuwa and Dhading which are project locations.

KEY RESPONSIBILITIES

Programme monitoring, and Reporting (25%)

·         Conducts assessments and preparing assessment reports in coordination with all relevant departments in the response areas and as per needs of projects.

 

  • Coordinates for the development and implementation of capacity development plans of partner in the area of project cycle management including MEAL
  • Develops timely and quality reports
  • Develops the capacity of partners for quality monitoring and reporting of project activities, achievements and learnings
  • Supports the development of a monitoring framework for project/partners for each project
  • Regularly develops, reviews and updates customised monitoring frameworks and plans
  • Undertakes periodic monitoring and offer support, visits to partners to assess process and progress against agreed targets and to review the MEAL system and recommend corrective actions as appropriate.
  • Supports on providing inputs in the donor reports or the reports required for Oxfam and external stakeholders

 

Review, Learning and Knowledge Management (25%)

  • Assist the project team and partners in documenting lessons learnt over the course of project implementation
  • Support in development and implementation of knowledge management tools
  • Contribute for the knowledge management of each
  • Supports project staff and partners with joint monitoring learning and review events
  • Supports in the design and management of evaluations, including: review of ToR, choice of consultants, support to the evaluation teams, review of evaluations reports, sharing of evaluation findings and recommendations
  • Works to design learning events, prepare agenda and produce reports Share relevant findings and recommendations with partner, project staff and the programme team in an appropriate format and follow-up their implementation
  • Conducts BF tracking and implementation tracking of response projects of Oxfam and partners.

  • Keeps project records and all documentation updated and in organized manner in OPAL
  • Establishes and strengthens the two-way accountability and feedback system with partners and response team.
  • Ensures partners have applied minimum accountability tools in the projects

 

Information Management and Documentation (30%)

  • Prepare and share snapshots, infographics, case stories, learning documents, video documentation etc of Flood and Landslides projects working together with Media and Communication
  • Prepare and compile contents required for Media and Communication and support in managing social media contents
  • Create or support on existing database and support in reporting of important information of the Flood and Landslide projects by pulling information from all project level documents and provide information readily to other departments when
  • Assist Response Manager, District Coordinators Thematic Lead, HoPP by providing important project related compiled information of Flood and Landslide Response projects
  • Support in managing external/internal meetings as and when required and produce meeting
  • Support in managing all project level data in the relevant platform
