TERMS OF REFERENCE

Oxfam is a global movement of people who are fighting inequality to end poverty and injustice. Across regions, from the local to the global, we work with people to bring change that lasts.

BACKGROUND AND CONTEXT

Oxfam has been working in Iraq for several decades, supporting communities affected by conflict, displacement, and increasing environmental and climate-related pressures. In Al-Anbar Governorate, Oxfam’s programming places strong emphasis on strengthening local governance, promoting citizen engagement, and improving the resilience of communities and public services in the face of climate change and environmental degradation.

Under the GIZ-funded Iraq Climate Change Adaptation Initiative (ICCA), Oxfam is implementing the project “Strengthening Community Engagement and Citizen–Government Relations in Local Development Planning” in Ramadi, Heet, and Fallujah districts. The project aims to enhance inclusive participation, evidence-based decision-making, and accountability in local development and climate adaptation planning processes.

In Heet District, communities and local authorities are facing growing concerns related to environmental hazards and public health risks, particularly those associated with deteriorating water quality in the Euphrates River. Rising pollutant levels—driven by upstream pressures, climate variability, and limited environmental controls—are placing increasing strain on existing water treatment plants (WTPs), raising questions about their ability to consistently deliver safe drinking water to affected communities.

At the same time, there is a need to strengthen community-based Disaster Risk Reduction (DRR) approaches that enable local authorities and residents to jointly identify, understand, and prioritize climate- and environment-related risks. Linking community perceptions of risk with scientific and technical evidence is critical to ensuring that local planning and adaptation measures are both responsive and technically sound.

To address these needs, the ICCA project includes a measure that combines:

• A participatory DRR hazard mapping workshop to capture community-identified risks and vulnerabilities.
• Support the validation of existing research findings related to natural tar springs, through technical ‎review and stakeholder consultations, to better understand their environmental and public health ‎implications and to ensure that evidence is appropriately reflected in local planning and ‎environmental risk management discussions.‎
• Conducting a technical research assessment of the capacity of existing WTPs in Heet to handle current and rising pollutant loads in the Euphrates River.
• Analysing, reporting, and presenting the findings from these three components into one final report.

Within this context, Oxfam seeks to engage Research Expert(s) and Facilitator(s) to design and implement a DRR hazard mapping workshop, conduct water sampling and analysis, and assess the performance of existing water treatment units against identified pollutants. The consultancy will also support the technical validation of existing research related to natural tar springs in Heet, to better understand their environmental and public health implications. Based on these activities, the consultants will develop evidence-based, planning-relevant recommendations on the scale and nature of improvements required to ensure safe drinking water delivery. The assignment will support local authorities by providing robust analytical inputs to inform future planning, investment, and advocacy efforts, while maintaining local ownership of decision-making processes.

SPECIFICATION OF SERVICES/SCOPE OF WORK REQUIRED

The Research Expert(s) and Facilitator(s) will provide technical research, analysis, and facilitation support to selected evidence-based measures under the ICCA project, with a focus on Disaster Risk Reduction (DRR) and drinking water safety in Heet District.

The scope of this assignment combines participatory processes with applied scientific research, aimed at generating planning-relevant evidence to inform local decision-making and climate adaptation efforts. The consultancy will be implemented in close coordination with local authorities and Oxfam’s project team.

Scope of the Assignment:

Component 1: Community-Based DRR Hazard Mapping Workshop:

• Design a participatory DRR hazard mapping methodology appropriate to the local context of Heet District.
• Support the organization and facilitation of one local government–led hazard mapping workshop, engaging community representatives, women, youth, and other relevant stakeholders.
• Identify and document community-perceived environmental and climate-related hazards, with particular attention to risks associated with water pollution and public health.
• Consolidate workshop outputs into a community-informed hazard map and prioritized risk list, validated with local stakeholders.

Component 2: Validation of Research on Natural Tar Springs (Heet):

• Conduct a technical review and validation of existing research findings related to natural tar springs in Heet District.
• Support stakeholder consultations, as needed, to contextualize research findings and understand their environmental and public health implications, particularly in relation to water quality.
• Integrate validated findings into the overall analysis of environmental risks and water safety challenges.

Component 3: Technical Assessment of Water Treatment Plant (WTP) Capacity:

• Review available documentation related to the design, treatment processes, and operational characteristics of existing WTPs in Heet District.
• Design and implement a water sampling and analysis plan, in coordination with relevant authorities, focusing on key physical, chemical, and biological pollutants relevant to drinking water safety.
• Collection of the water samples and conducting the laboratory analysis to identify the pollutant levels.
• Compare measured pollutant levels with the design and treatment capacity of existing WTP units and relevant national and/or international drinking water standards, in cooperation with the water department in Heet and the general water directorate in Anbar.
• Analyse treatment gaps and assess the ability of existing systems to cope with current and projected pollutant loads.
• Develop technical conclusions and recommendations on the type and scale of improvements, modifications, or upgrades required for existing WTPs to deliver safe drinking water.

Component 4: Analysis, Reporting, and Planning-Relevant Outputs:

• Synthesize findings from the DRR workshop, water quality analysis, and tar springs research validation into clear, evidence-based outputs.
• Prepare a comprehensive technical report that includes:
• DRR hazard mapping results.
• water quality analysis and WTP capacity assessment.‎
• validated insights on tar springs and prioritized, actionable recommendations for local authorities.
• Present findings to Oxfam and relevant local government stakeholders and incorporate feedback into final deliverables.

METHODOLOGY

The assignment will be implemented using a combined participatory and scientific methodology, integrating community-based Disaster Risk Reduction (DRR) approaches with applied technical research on drinking water safety. The methodology will ensure that community perceptions of risk are systematically linked with evidence-based analysis to inform local planning and decision-making.

The key methodological elements include:

1. Participatory DRR Approach:

• Application of community-based DRR methodologies to support inclusive hazard identification and risk prioritization.
• Facilitation of structured discussions during the hazard mapping workshop, ensuring meaningful participation of women, youth, and other vulnerable groups.
• Validation of identified hazards and priorities with local authorities and stakeholders.

2. Research Validation and Synthesis:

• Technical review and validation of existing research related to natural tar springs in Heet, including assessment of relevance to water quality and environmental risk pathways.
• Integration of validated research findings with DRR and water quality analysis results.

3. ‎Technical Water Quality Assessment‎:

• Design of a water sampling and analysis plan in coordination with relevant local authorities and ‎‎
• Collection of water samples from agreed locations (e.g. Euphrates River intake points and/or WTP ‎influent), following accepted scientific and safety protocols.‎
• Laboratory analysis of selected physical, chemical, and biological parameters relevant to drinking water ‎‎
• Comparison of results against WTP design capacities and applicable drinking water standards.‎

4. ‎Analytical Review of WTP Capacity‎:

• Review of existing documentation on WTP design, treatment processes, and operational characteristics.‎
• Analysis of treatment gaps by comparing pollutant loads with the removal capacity of existing treatment ‎‎
• Identification of constraints and limitations affecting water treatment performance under current and ‎projected conditions.‎

5. Reporting and Knowledge Sharing:

• Synthesis of findings into clear, planning-relevant reports and visual outputs, with the reports submitted both in Arabic and English.
• Presentation of findings to Oxfam and relevant local government stakeholders.
• Incorporation of feedback to ensure accuracy, relevance, and usability of outputs.

A detailed workplan and methodological framework will be finalized at the inception stage, in coordination with Oxfam and local authorities, and adapted as needed based on field conditions and data availability.

EXPERIENCE OR PROFILE REQUIREMENTS

The consultant (individual or team leader, in the case of a team) should meet the following requirements:

Essential

• Advanced university degree in environmental engineering, water resources engineering, environmental sciences, civil engineering, public health, hydrology, or a closely related field.
• At least 7–10 years of relevant professional experience in applied environmental or water-related research, water quality assessment, or drinking water systems.
• Demonstrated experience in water sampling, laboratory analysis coordination, and interpretation of water quality data in relation to drinking water safety.
• Proven experience assessing the performance or capacity of water treatment plants (WTPs) or similar water infrastructure against pollutant loads and quality standards.
• Experience designing or supporting participatory DRR, risk assessment, or community-based hazard mapping processes.
• Ability to translate technical findings into clear, planning-relevant recommendations for non-technical stakeholders and decision-makers.
• Experience working with government institutions and local authorities in Anbar.
• Fluency in Arabic (written and spoken), working knowledge of English is a strong asset.

Desired

• Postgraduate qualification or specialized professional training in water treatment technologies, drinking water safety, environmental risk assessment, or climate adaptation.
• Previous experience working with international NGOs or development donors (e.g. Oxfam, GIZ, UN agencies).
• Familiarity with Iraqi environmental, water, or public health standards, or comparable regional regulatory frameworks.
• Experience conducting or validating research related to environmental contamination sources (e.g. natural tar springs, industrial pollution, or diffuse pollution).
• Prior experience working in fragile, post-conflict, or climate-vulnerable contexts.
• Strong analytical, writing, and reporting skills.

• عرض النتائج على منظمة أوكسفام والجهات الحكومية المحلية المعنية، وإدراج الملاحظات في المخرجات النهائية

المنهجية

سيتم تنفيذ المهمة باستخدام منهجية مشتركة تجمع بين المشاركة والعلم، وتدمج بين مناهج الحد من مخاطر الكوارث المجتمعية والبحوث التقنية التطبيقية المتعلقة بسلامة مياه الشرب. وستضمن هذه المنهجية ربط تصورات المجتمع للمخاطر بشكل منهجي بالتحليل القائم على الأدلة لإثراء التخطيط واتخاذ القرارات على المستوى المحلي .

تشمل العناصر المنهجية الرئيسية ما يلي:

1. نهج الحد من مخاطر الكوارث التشاركي:

• تطبيق منهجيات الحد من مخاطر الكوارث المجتمعية لدعم تحديد المخاطر الشاملة وتحديد أولويات المخاطر.
• تيسير المناقشات المنظمة خلال ورشة عمل رسم خرائط المخاطر، وضمان المشاركة الفعالة للنساء والشباب والفئات الضعيفة الأخرى.
• التحقق من صحة المخاطر والأولويات المحددة مع السلطات المحلية وأصحاب المصلحة.

2. التحقق من صحة البحث وتجميع النتائج:

• مراجعة فنية وتحقق من صحة الأبحاث الحالية المتعلقة بالينابيع القطرانية الطبيعية في هيت، بما في ذلك تقييم مدى ملاءمتها لجودة المياه ومسارات المخاطر البيئية.
• دمج نتائج البحوث الموثقة مع نتائج تحليل الحد من مخاطر الكوارث وجودة المياه.

3. التقييم الفني لجودة المياه :

• تصميم خطة لأخذ عينات المياه وتحليلها بالتنسيق مع السلطات المحلية والمختبرات ذات الصلة.
• جمع عينات المياه من مواقع متفق عليها مثل نقاط سحب المياه من نهر الفرات و/أو مدخل محطة معالجة المياه، وفقًا للبروتوكولات العلمية وبروتوكولات السلامة المعتمدة.
• تحليل مختبري لبعض المعايير الفيزيائية والكيميائية والبيولوجية ذات الصلة بسلامة مياه الشرب.
• مقارنة النتائج مع القدرات التصميمية لمحطات معالجة المياه ومعايير مياه الشرب المعمول بها.

4. مراجعة تحليلية لقدرة محطات معالجة المدفوعات :

• مراجعة الوثائق الموجودة حول تصميم محطات معالجة المياه، وعمليات المعالجة، والخصائص التشغيلية .
• تحليل فجوات المعالجة من خلال مقارنة أحمال الملوثات بقدرة إزالة الملوثات في وحدات المعالجة الحالية .
• تحديد القيود والعوائق التي تؤثر على أداء معالجة المياه في ظل الظروف الحالية والمتوقعة .

5. الإبلاغ وتبادل المعرفة :

• تجميع النتائج في تقارير واضحة وذات صلة بالتخطيط ومخرجات مرئية، مع تقديم التقارير باللغتين العربية والإنجليزية.
• عرض النتائج على منظمة أوكسفام والجهات الحكومية المحلية المعنية.
• دمج الملاحظات لضمان دقة المخرجات وملاءمتها وسهولة استخدامها.

سيتم وضع خطة عمل مفصلة وإطار منهجي في المرحلة التأسيسية، بالتنسيق مع منظمة أوكسفام والسلطات المحلية، وسيتم تعديلها حسب الحاجة بناءً على الظروف الميدانية وتوافر البيانات.

متطلبات الخبرة أو الملف الشخصي

يجب أن يستوفي الاستشاري (فرداً كان أو قائداً لفريق في حال وجود فريق) المتطلبات التالية:

• شهادة جامعية متقدمة في الهندسة البيئية، أو هندسة موارد المياه، أو العلوم البيئية، أو الهندسة المدنية، أو الصحة العامة، أو علم المياه، أو أي مجال ذي صلة.
• خبرة مهنية لا تقل عن 7-10 سنوات في مجال البحوث البيئية أو المائية التطبيقية، أو تقييم جودة المياه، أو أنظمة مياه الشرب.
• خبرة مثبتة في أخذ عينات المياه، وتنسيق التحاليل المخبرية، وتفسير بيانات جودة المياه فيما يتعلق بسلامة مياه الشرب.
• خبرة مثبتة في تقييم أداء أو قدرة محطات معالجة المياه أو ما شابهها من بنى تحتية مائية، وذلك وفقاً لأحمال الملوثات ومعايير الجودة.
• خبرة في تصميم أو دعم عمليات الحد من مخاطر الكوارث التشاركية، أو تقييم المخاطر، أو رسم خرائط المخاطر المجتمعية.
• القدرة على ترجمة النتائج الفنية إلى توصيات واضحة ومناسبة للتخطيط، موجهة إلى أصحاب المصلحة وصناع القرار من غير المتخصصين.
• خبرة في العمل مع المؤسسات الحكومية والسلطات المحلية في الأنبار.

المؤهلات المطلوبة:

• مؤهل دراسات عليا أو تدريب مهني متخصص في تقنيات معالجة المياه، أو سلامة مياه الشرب، أو تقييم المخاطر البيئية، أو التكيف مع تغير المناخ.
• خبرة سابقة في العمل مع منظمات غير حكومية دولية أو جهات مانحة للتنمية (مثل أوكسفام، أو الوكالة الألمانية للتعاون الدولي، أو وكالات الأمم المتحدة).
• إلمام بالمعايير العراقية المتعلقة بالبيئة والمياه والصحة العامة، أو الأطر التنظيمية الإقليمية المماثلة
• خبرة في إجراء أو التحقق من صحة البحوث المتعلقة بمصادر التلوث البيئي (مثل ينابيع القطران الطبيعية، أو التلوث الصناعي، أو التلوث المنتشر).
• خبرة سابقة في العمل في بيئات هشة، أو ما بعد النزاعات، أو المعرضة لتغير المناخ.
• مهارات تحليلية وكتابية وإعداد تقارير قوية

عملية التقديم تعليمات التقديم

يجب تقديم الردود باللغة الإنجليزية أو العربية، إلكترونيًا إلى: irqconsultancy@oxfam.org.uk.

يجب أن يكون عنوان البريد الإلكتروني: [RFQ-IQRMD-26-0006- تقديم مقترح + [اسم مقدم العرض]].

يمكن إرسال أي أسئلة أو ملاحظات أو طلبات توضيح كتابيًا حتى 7 أيام قبل الموعد النهائي للتقديم. سيتم الرد على الأسئلة (مع إخفاء هوية مقدم الطلب) لجميع المتقدمين.

لكي يتم إدراج اسمك في القائمة المختصرة للتقييم وفقًا لمعايير الجائزة، يجب تقديم المستندات التالية مع هذا الطلب

سيتم تقييم المقترحات وفقًا للمعايير التالية وتوزيع النقاط

لن تنتقل إلى مرحلة التقييم المالي إلا المقترحات التي تحصل على 40 نقطة على الأقل من أصل 70 نقطة في التقييم الفني

تحتفظ منظمة أوكسفام بحق إجراء مقابلات مع مورد واحد أو أكثر من الموردين المحتملين قبل اتخاذ قرار الترسية. والهدف من هذه المقابلات هو طلب مزيد من التوضيحات حول عروض الأسعار المقدمة، والتعرف أكثر على خلفية الموردين المحتملين وخبراتهم السابقة، بالإضافة إلى خلفيات فرقهم

مدونة لقواعد السلوك

يُشترط على جميع الاستشاريين/المتقدمين الموافقة على مدونة قواعد سلوك موردي أوكسفام والالتزام بها ، بينما يجب على الأفراد بمن فيهم الاستشاريون التوقيع على مدونة قواعد سلوك غير الموظفين في أوكسفام  تحدد مدونات قواعد السلوك هذه المعايير والمبادئ المحددة في مجالات حقوق الإنسان والعمال، والأثر البيئي، ومكافحة الفساد التي يجب على الموردين اتباعها
