TEAM PURPOSE
The Health/Sexual and Reproductive Health Rights for Young Women and Adolescent Girls Project Team sits within the Accountable Governance and wider Program Influencing Strategy and Impact Team, which aims to realise the vision of making Ghana’s governance system more democratic, inclusive and accountable by building people’s movements to demand and implement change; for constructive engagement of law makers, amplifying their needs and demands through the media (old and new) and engaging in dialogue at local, national, regional and global levels. People power backed by evidence-based analysis to tackle corruption and waste, increase budget allocation to address poverty and inequalities, and strengthen the democratic process and enable human rights to be fulfilled, including the right to essential services. The team under the Project Management Unit (PMU) will coordinate and provide strategic leadership for the implementation of the Sexual and Reproductive Health Rights for Young Women and Adolescent Girls Project. The team works to strengthen the power of excluded people including young Women and Adolescent Girls and civil society to influence people with power to address health related barriers that cause poverty, suffering and injustice in Ghana.
JOB PURPOSE
The Reproductive Health Services and Systems Advisor will play a key role in leading the health system strengthening component of the Sexual and Reproductive Health and Right for Young Women and Adolescent Girls (Power to Choose) Project funded by the Global Affairs Canada (GAC). S/he will ensure quality delivery of health services for the target beneficiaries. S/he will develop and manage relations with collaborators, partner organizations, state agencies, local authorities, private sector among others to improve provision of gender-responsive, inclusive, and accountable sexual and reproductive health services by providers for diverse groups of YW & AG and ensure proper implementation of activities and delivery of results in a programmatic and transformative partnership approach.
The incumbent will contribute to providing relevant information on SRHR to AG and YW for increased understanding and to generate demand for SRH services at the health facilities across the project communities. The job holder will support the provision of quality health services in a respectful way to the AG and YW by couching health care workers at the health facilities on adolescent and youth friendly service provision. The person will build strong working relationship with the healthcare workers in all the project focused facilities and to facilitate AG and YW access to relevant quality SRH services partners linkage with the health facilities. S/he will support the implementation of activities under the health system strengthening component of the Power to Choose project to improve provision of gender-responsive, inclusive and accountable sexual and reproductive health services for diverse groups of YW & AG.
S/he will facilitate capacity strengthening of the project partners on SRHR to be more effective in their agency building activities. S/he will collaborate with the Ghana Health Service (GHS), the Society of Obstetricians and Gynaecologists of Ghana (SOGOG) and the Society of Obstetricians and Gynaecologists of Canada (SOGC) to provide training for healthcare workers on Emergency Obstetric and New-born Care (EMONC) to improve maternal and newborn care. Also, S/he will develop linkages with civil society coalitions and alliances on health and in particular on SRH in Ghana to increase the project impact.
It will be essential for the role to work with partners and collaborators to ensure that all donor policies and procedures and other relevant Oxfam policies and procedures are adhered to. The incumbent will represent Oxfam at internal and external health and women’s theme events and meetings as appropriate. The role also requires dedicated and targeted engagement with government institutions, civil society coalitions, private sector, and influential persons in various forums.

An ideal candidate for the role should have the following:
EXPERIENCE, KNOWLEDGE AND COMPETENCIES
Qualifications: Someone with a passion for social and economic justice/equity, a strong professional qualification and background in public health, general nursing, midwifery, and related professions. A strong background and a track record in public health and/or health planning and policy, women's rights, gender and human rights and research and policy analysis are required.
Professional certification: Must be a certified healthcare professional and a member of one of the following professional bodies: Ghana Public Health Association (GPHA), Ghana Association of Public Health Technical Officers (GAPHTO), Public Health Alliance International Ghana (PHAIG), Ghana Registered Nurses and Midwives Association (GRNMA).
Education: Master’s degree in health and/or a related field is required (public health, Health Planning and Policy, Midwifery, Nursing, or equivalent relevant qualification).
Experience: Minimum of 5 years of work experience in reproductive health, general health and/or public health required. A detailed understanding of sexual and reproductive health rights, gender justice, human rights, campaigns, advocacy, and policy influencing, are critical.
