OBJECTIVE

 

TEAM PURPOSE: The Solid Waste Management (SWM) team works to provide effective and sustainable solid waste management services in Zaatari and Azraq Syrian refugee camps and surrounding host communities. The team is responsible for the collection, sorting, and processing of recyclable materials, contributing to improved environmental conditions, reduced waste-related health and environmental risks, and the promotion of sustainable waste management practices. The team leads the day-to-day operation of collection and sorting activities, ensuring services are delivered safely, efficiently, and in coordination with camp and host community stakeholders.

 

JOB PURPOSE: The Recycling Assistant will coordinate the implementation of the recycling component of the project amongst various stakeholders. S/he will oversee the daily operation of the recyclable sorting facility and household, commercial, and industrial collection activities, ensuring services are delivered safely and effectively. S/he will liaise closely with Oxfam's Solid Waste Management and Community Engagement teams, Cash-for-Work (CFW) teams, and Community-Based Organisations (CBOs), to ensure the project is implemented in line with agreed work plans and set indicators in the host community.

ROLES & RESPONSIBILITIES OF THE WORKING GROUP

 

Programme Implementation

  1. Supervise the day-to-day operation of the Oxfam recyclable sorting facility, ensuring safe, effective, and smooth service delivery, with regular checks and follow-ups.
  2. Develop and update collection routing plans for household, commercial, and industrial recyclables collection across host community areas.
  3. Lead and distribute daily tasks/requests to truck drivers responsible for collection from households, commercial areas, and industrial areas; conduct daily field trips to monitor and follow up on truck trips and report directly.
  4. Follow up with household collectors, commercial entities, and industrial sites to ensure consistent collection coverage and address operational issues as they arise with close coordination with Community Engagement teams and CBOs.
  5. Ensure a sufficient number of collection cages are installed and relocated as needed, based on feedback received from CBOs, Teamleaders, and other stakeholders.
  6. Liaise and follow up with municipalities on collection-related matters, coordination, and issue resolution.
  7. Assist in selection, coaching, and training of CFW workers, and maintain accurate attendance time sheets, working closely with the CFW team to raise and address any performance issues.
  8. Attend and deliver induction sessions for new CFW workers, covering the recycling project and relevant operational protocols.
  9. When required to coordinate with Community Engagement team to co-facilitate and brief community groups on recycling project activities to raise awareness; conduct orientation sessions with communities on the recycling project and the importance of recycling in project locations.
  10. Coordinate closely with the Community Engagement team to flag hotspots requiring awareness-raising activities.
  11. Ensure SWM standards, regulations, and the health and safety action plan are respected and applied for efficient and safe operations.
  12. Support the Recycling Officer in maintaining health and safety checklists tailored to the operations and scale of the sorting facility.
  13. Monitor and maintain logs/records of recycling materials received at and shipped from the sorting facilities in Host community areas; track daily intake and volumes of processed/sorted materials.
  14. Raise purchase/procurement requests (ROs) for consumable materials and supplies needed for facility operations.
  15. Propose ideas/innovations for improving operational services.
  16. Assist in troubleshooting potential problems during daily business.
  17. Report any accidents or issues affecting security and operations immediately to the H&S and Security teams.
  18. Contribute timely and quality reporting on recycling project activities to the Recycling Officer; assist in daily and weekly reports (verbal, written, and electronic) and generate/share other reports with the supervisor as needed.
  19. Assist in collecting best practices and case studies on the recycling project, demonstrating qualitative and quantitative results.
  20. Assist in ensuring that all programmes take gender/protection issues fully into account.
  21. Work with the MEAL team in developing and strengthening accountability mechanisms at the community level.
  22. Deliver any other responsibility assigned by the line manager (Recycling Officer).

Coordination

  1. Actively communicate and coordinate internally with other teams, such as Community Engagement, Cash for Work, logistic, Finance, and Recycable Buyers during the sale events.
  2. Participate in weekly stand-up meetings and update the team on progress.
  3. Supervise work on-site and be responsible for the implementation of the recycling project.
  4. Set performance objectives with the line manager, as well as managing the process for those within own team.
  5. Recognize that work patterns are not routine and are often high-pressure.
  6. Demonstrate flexibility, willingness to learn, and enthusiasm for humanitarian work.

Host community members, municipalities, Join Service Council, Community-Based Organisations (CBOs).

 

Qualifications

 

Essentials

  • Strong communication skills and an ability to work across teams within an organisation.
  • Ability to manage multiple deadlines and relationships simultaneously.
  • 1–2 years of experience managing or supervising facilities/centers operations, ideally within solid waste management or cash-for-work programs.
  • Experience working with INGOs is preferred
  • Familiarity with community engagement principles and approaches.
  • Experience coordinating with host community stakeholders, municipalities, and/or local authorities.
  • Strong team working skills.
  • Report writing skills.
  • Fluency in Arabic.
  • Knowledge or experience of integrating protection and gender into programmes.
  • Awareness of and sensitivity to the challenges faced by Syrian refugees living in Jordanian camps.
  • Sympathy with the aims and goals of Oxfam.
  • Understand English commands
  • Can send/receive reports/emails in English and Arabic.
