The Role

Oxfam has been working in South Sudan since 1983. Our Programmatic Strategy concentrates on saving lives, Resilient Livelihoods, Advancing Gender Justice and Good Governance and Active Citizenship through a full spectrum platform that includes humanitarian response, recovery and resilience, long term development and policy and advocacy. Oxfam currently operates via six area field offices in South Sudan. (It also works in partnership with several national organisations and community groups.

KEY RESPONSIBILITIES:

Programme Leadership and Management

  • Lead and coordinate the planning, implementation, and monitoring of PHP activities within field locations.
  • Provide technical guidance and capacity building to PHP teams, ensuring that all interventions adhere to relevant standards, codes of conduct, humanitarian principles, and meet Oxfam’s minimum quality requirements for WASH programming.
  • Lead and work closely with Public Health Engineering (PHE) teams and other departments (MEAL, Protection, EFSVL) to ensure a comprehensive and integrated approach to community engagement.

Technical Expertise and Quality Assurance

  • Conduct rapid assessments of public health risks in emergency-affected areas and design appropriate interventions.
  • Prepare a detailed public health risk assessment matrix for each location and prepare guidance note on key risk identified and response strategy.
  • Train public health team in context specific public health risk assessment and risk-based promotion, including close working relation with health facilities.
  • Develop and implement context-specific PHP strategies that address gender, protection, and inclusion, and ensure these are integrated into all activities.
  • Provide ongoing capacity building and technical support to Oxfam staff, partners, and community members to promote sustainable public health practices.
  • As part of an integrated team, contribute towards planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the programme. 

Coordination and External Representation

  • Represent Oxfam in WASH cluster meetings, and liaise with government authorities, UN agencies, and other stakeholders to ensure a coordinated response.
  • Facilitate community engagement, mobilizing populations for participation in planning, construction, and maintenance of WASH facilities.
  • Establish and maintain communication channels between the WASH response team and the affected population to ensure transparency and accountability.

Monitoring, Evaluation, and Reporting

  • In Collaboration with the program quality team develop and oversee PHP monitoring and evaluation systems, ensuring that activities are tracked and adjusted based on performance data.
  • Provide timely, accurate reporting on PHP activities, including donor reports and internal updates, documenting lessons learned and best practices.
  • Periodically review public health promotion works and contribution of the intervention in reducing public health risk identified during assessment.
  • Collaborate with other WASH team members to ensure that public health promotion is integrated into a cohesive response.

Budget and Resource Management

  • Manage PHP-related budgets and resources efficiently, overseeing expenditures and procurement of necessary materials.
  • Contribute to the development of proposals and budget planning for WASH programs, ensuring alignment with Oxfam's financial and resource management policies.

Key competencies and academic qualification

· Degree in Public Health, Environmental Health, or related field, with minimum 5 years’ experience in humanitarian WASH/public health programming (experience may substitute for formal qualification where relevant).

· Demonstrated experience in designing and leading public health promotion interventions in emergency and protracted crisis settings, including cholera and other waterborne disease responses.

· Strong understanding of epidemiology, disease surveillance, and outbreak control measures, including Infection Prevention and Control (IPC).

·  Proven ability to apply behaviour change approaches (e.g., CLTS, PHAST, SBC, Barrier Analysis) to influence hygiene practices at scale.

· Solid knowledge of Sphere Standards, Core Humanitarian Standard (CHS), and humanitarian programme cycle (HPC).

· Experience integrating hygiene promotion with water supply, sanitation infrastructure, and environmental health interventions, including water safety planning.

· Strong analytical and strategic thinking skills, with the ability to use data (assessments, PDM, monitoring indicators) to inform programme design and adaptation.

· Demonstrated leadership in inter-agency coordination, including active participation in WASH/Health Cluster platforms and representation of the organisation.

· Experience managing teams, including capacity building of community hygiene promoters, local partners, and government counterparts.

· Strong skills in planning, budgeting, and financial monitoring, ensuring compliance with donor requirements.

·  Excellent communication and facilitation skills, with the ability to engage effectively with communities, government authorities, NGOs, and donors.

·  Ability to operate in high-pressure environments and adapt to rapidly changing humanitarian contexts.

· Strong commitment to Accountability to Affected Populations (AAP), gender equality, protection mainstreaming, and inclusion of vulnerable groups.

·  Fluency in English; knowledge of local languages is an asset.
