The Role:

 

Oxfam {Syria} is looking for Protection Officer

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
• Lead protection components at the hub level during project planning phases (including contributions 
to proposals, budgets, log frames development), in coordination with the Protection Advisor. 
• Ensure safe programming risks are assessed during project design and develop mitigation strategies 
accordingly
• Conduct regular field visits to perform gendered protection analyses and gather data on protection 
needs and risks using standardized tools
• Train Oxfam’s program staff, Field Support Personnel, and local partners in safe identification, 
reporting and referral of protection cases, with the support of the Protection Advisor. 
• Select and train community-based protection focal points and structures, supporting them in 
implementing community-led initiatives.
• Organize and facilitate awareness-raising sessions for communities and training for civil society on key 
protection issues.
• Conduct Individual Protection Assessments and lead the selection of cases eligible for 
protection/emergency cash assistance, ensuring principled delivery.
• Flag and respond to immediate protection or programming risks identified during field visits, 
coordinating with the Area Manager and Protection Advisor.
• Represent Oxfam in relevant external protection coordination forums, including sub-regional cluster 
meetings.
• Maintain strong coordination with other Oxfam programs, local partners, and protection sector actors 
to ensure integrated responses.
• Contribute to donor reports, protection analysis, and internal reporting, including monitoring activities 
and learning documentation.
• Collaborate with MEAL Officers on baseline surveys, post-distribution monitoring, and other 
evaluations to ensure data-driven programming.
• Analyse program data to identify protection trends and inform response strategies.
• Support the development and maintenance of a referral system, ensuring documentation in the 
standard referral matrix and adherence to confidentiality and safety principles.
• Contribute to Oxfam’s influencing and policy work by highlighting protection concerns affecting 
• Uphold Oxfam’s principles and values , including gender justice and safeguarding policies.
• Any other duties that may be reasonably required.

In addition:
• Relevant degree in Law, International Law, Social Science, Psychology ,Political Science, or related field 
with good knowledge of International Human Rights Law.
• Minimum Three years of relevant experience in roles focused on protection, human rights, social work, 
vulnerable populations in conflict, post-conflict, etc. or a related role within the non-profit sector (as 
Child Protection Officer, Human Rights Officer, Protection Case Officer, Community Protection Officer, 
Protection and Safeguarding etc.) experience in NGO, or 5 years if not accompanied with the relevant 
education degree.
• Demonstrated experience in facilitating workshop, training sessions and building the capacity of local 
teams and community members on protection principles, safeguarding, and complaint mechanisms.
• Knowledge of the context in the areas covered by the hub
• Previous experience working in complex and volatile contexts, particularly handling protection work
• Demonstrated ability to lead, building capacity, motivate a diverse team, ensuring effective 
performance management and fostering a collaborative working environment. 
• Experience working in remote, insecure locations, demonstrating resilience and a proactive, solution focused approach to overcoming logistical challenges.
• Possesses initiative, patience, tact, and able to work with minimum supervision
• Experience in engaging with various stakeholders, including local authorities, community committees 
(formal and informal) and local NGOs
• Strong inter-personal skills to work across teams and departments in the hub and CO.
• Proficiency in using office software (e.g., MS Office, Power BI, Survey CTO, KOBO).
• Fluent Arabic and English, both written and spoken is essential.
Desirable
Experience in managing sensitive data and ensuring confidentiality in protection programming.
• Prior experience implementing protection programs with international humanitarian organizations 
operating in Syria.
• Demonstrated skills in report writing, data visualization
