Background

 

Oxfam Pilipinas, together with SIAD Initiatives in Mindanao Convergence for Asset Reform and Regional Development, Inc. (SIMCARRD) and Kasanyangan Center for Community Development and Microfinance Foundation, Inc. (KCCDMFI), is implementing the project “Strengthening Agri-Fishery Enterprise through Women and Youth Economic Empowerment, Inclusive Business and Climate Resilience” or WEE-SAFE. This is funded by the European Union Bangsamoro Agri-Enterprise Programme (EU BAEP), and aims to transform economic opportunities for marginalized women, youth and Indigenous People in the BARMM island provinces (Basilan, Sulu and Tawi-tawi or BASULTA) through inclusive value chains and business models. 

 

The WEE SAFE Project also aims to promote women’s economic empowerment through sustainable and climate-resilient agrifishery value chains. Energy access and cost remain a constraint for agrifishery enterprises engaged in production, processing, storage, and marketing. Renewable energy (RE) technologies—such as solar-powered dryers, cold storage, and irrigation systems—offer opportunities to improve efficiency and reduce costs, but their effectiveness and sustainability in local agrifishery contexts need to be better understood. This study and proof of concept will assess existing RE facilities in the agrifishery sector, deploy a limited number of RE equipment in selected agrifishery enterprises, document the experiences, and provide recommendations for the agrifishery sector, Local Government Units (LGUs), and BARMM ministries.

  

Scope of Work

Given the limited timeframe, the consultant / study team will focus on rapid assessment and pilot deployment activities as outlined below:

 

Phase 1: Inception and Methodology

  • Conduct inception meeting with WEE SAFE project team and stakeholders to confirm the scope, methodology, and timeline.
  • Submit an Inception Report with detailed methodology, work plan, and list of target RE sites and enterprise groups.

Phase 2: Review of Existing RE Facilities

  • Identify and visit 3–5 existing RE facilities in the agrifishery sector within the project area/ BARMM or Mindanao area.
  • Assess their functionality, efficiency, sustainability, management model, and user satisfaction.
  • Summarize findings with pros and cons analysis.

Phase 3: RE Equipment Procurement and Deployment

  • Select 1–3 agrifishery enterprises for proof-of-concept deployment (in consultation with the project team).
  • Procure small-scale RE equipment (subject to budget and logistics feasibility).
  • Install and train enterprise members on operation and basic maintenance.
  • Document the process, user experiences, and early effects on value chain operations.

Phase 4: Documentation and Analysis

  • Consolidate findings from Phase 2 and 3.
  • Prepare a summary of lessons learned, including benefits, constraints, and enabling factors for successful RE adoption.

Phase 5: Recommendations and Reporting

  • Develop targeted recommendations for: Prepare a set of actionable recommendations addressed to:
    • Agrifishery enterprises (what types of RE are viable, business models, O&M considerations, financing, capacity building)
    • LGUs (how to support enterprises: workshops/training, linkages with RE service providers, incentives, demonstration sites, local policy)
    • BARMM Ministries (and possibly national agencies) (policy/regulatory enablers, subsidies/incentives, capacity building, scaling models for RE in agrifishery value chain, monitoring frameworks).
  • Produce a final report (including executive summary) and a presentation to be shared with stakeholders.

Period of Engagement : December 2025 – February 2026
