The Role:

 

Oxfam GB in Myanmar is looking for Project Officer.

 

Job Purpose:

 

Transforming Food Resilience in Kachin is to strengthen climate resilience, food security, gender equality, inclusion, and disaster preparedness in conflict-affected communities through developing gender-responsive agri-food systems and locally led early warning, alert and response system (EWARS) to enhance food security and resilience of vulnerable households and communities across Kachin State. The intervention will be community-driven and locally led through partnership with local based organizations, women groups, agriculture cooperatives and private sector actors in Kachin. It will support farmers in adopting resilient agricultural practices, improve access to markets and financial resources, and establish early warning systems for climate-related disasters.

Currently, the project works closely with local consortium partners in Kachin state in relation to technical supports on agriculture, climate, livelihoods initiatives by value chain & market assessments, developing anticipatory action plan by monitoring, documentation, project management, reporting and MEAL related activities. The project officer will be supporting on implementation of the project under the supervision of  Programme Manager and will need to work closely  with local consortium partners by building the strong relationship on supporting technical assistance, coordination and collaborations to achieve the project ‘s goal and outcomes The post holder will also need to coordinate with Just Climate and Sustainable Livelihood Programme team, for learning ,e exchange and ensuring synergies across the programme.

Staff Reporting to this Post:    N/A

Key Relation/Interaction:         Partners relation, cross cutting with programme and impact team, gender and policy advisors, MEAL, finance and others supporting team, logistic, technical (external/internal/regional) and administration team.

 

Key Responsibilities:

 

Partner relations and project management:

  • Coordinate and work closely with consortium project partners for day-to-day project coordination and on routine matters including planning, monitoring of project’s activities and implementation of joint activities (including review meetings, learning workshop and joint external events).
  • Develop and maintain high quality relationships and partnerships with relevant civil society, and different stakeholders.
  • Work closely with Programme Manager for Oxfam’s implementation of its activities against the project plan.
  • Support Programme Manager for the development of project progress reports, prepare monthly/quarterly activities report and other reporting requirements.
  • Work closely and support Programme Manager for partners’ financial monitoring and management of project’s budget.
  • Support assessment of capacity needs of partners in both organization development and thematic priorities, relevant to the project.
  • Provide and support capacity strengthening trainings, accompaniment or day-to-day coaching to partners as needed.
  • Ensure that women’s rights are central to the project design and gender issues are addressed in project implementation and process as per Oxfam’s standard.

Project Monitoring Evaluation Accountability and Learning

  • Coordinate closely with the consortium project partners, MEAL coordinator for organizing MEAL related activities such as quarterly meeting, outcome, and outcome monitoring review meeting.
  • Provide regular reporting to Oxfam and partners’ activities as necessary.
  • Undertake regular field visits as agreed upon by partners to project areas and produce monitoring reports (including joint-activities implementation, research, or monitoring purposes).

Networking and representation

  • Attending (and at times organizing) internal and external events, meetings, and reporting to programme manager.
  • Coordinate with internal and external networks in relevant coordination and networks platforms related to thematic focus.
  • Keep updated news and information which may be relevant to project focus areas such as agriculture and natural resources management.

Safety and Security

  • Complying with all security policies, procedures, directions, instructions, regulations or plans.
  • Taking care of their own safety and security.
  • Actively contributing to the development and maintenance of security management policy and procedures.

Safeguarding

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct.

Other

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

What we are looking for:

 

Skill and Competence:

  • University degree in related field (rural development, agriculture or related field).
  • 5- years’ experience of program work, including planning, monitoring activities and experiences in the file of land and natural resource management, livelihood and value chain development, climate resilience building are preferable.
  • Proven experiences in local economic development, agro-ecological farming practices, climate change adaptation and mitigation, water harvesting and conservation, sustainable and responsible investment and livelihood issues, knowledge of rights-based programming.
  • Good assessment, analytical, MEAL, planning skills and project management stills to enable programme delivery.
  • Experiences of working with Myanmar NGOs, CSOs especially in partnership and capacity strengthening in multi-partners and consortium management.
  • Excellent interpersonal and communication skills.
  • Fluency in spoken and written Burmese and English.
  • Ability to follow and summarize internal meetings, and external events/meetings, in particular in networking and coordination with partners and external actors (in writing or verbally).
