The Role:

KEY RESPONSIBILITIES:

• Market assessment and analysis Conduct regular market studies to identify viable value chains, demand trends, and opportunities for smallholder producers and vulnerable groups.
• Value chain development Facilitate upgrading of targeted value chains by addressing bottlenecks, improving productivity, and promoting climate‑resilient practices.
• Mobilizing and registering farmers into cooperatives and Village Savings and Loan Associations (VSLAs).
• Private sector engagement Build partnerships with traders, processors, and input suppliers to strengthen market linkages and ensure sustainable off‑take arrangements.
• Capacity building of producers Train farmers, youth, and women groups in business skills, governance, leadership, financial management, quality standards, and negotiation to enhance competitiveness in local and regional markets.
• Facilitate access to finance Support linkages between producer groups, VSLAs, and financial institutions to improve access to credit, savings, and investment opportunities.
• Strengthen producer organizations Organize and mentor cooperatives, associations, and producer groups to improve collective marketing, bargaining power, and governance.
• Monitoring and reporting Track market linkage activities, document lessons learned, and report on progress against resilience and livelihood indicators.
• Build and maintain relationships with key stakeholders, including farmers, cooperatives, local businesses, and government agencies.
• Ensure all gender equality and social inclusions issues are integrated into all project activities.
• Ensure compliance with Oxfam organization policies, safeguarding standards, donor requirements and security procedures.

SKILLS AND COMPETENCE:

• Diploma or Degree in Agricultural Economics, Development Studies, or related field.
• Proven experience in value chain development, market systems, or agricultural livelihoods.
• Strong understanding of climate resilience strategies and conflict resolution in rural contexts.
• Excellent communication, facilitation, and stakeholder engagement skills.
• Ability to work independently and as part of a multidisciplinary team in a challenging environment.
• Minium of 3 to 4 years of experience in implementing VSLA, cooperatives, agriculture value chain or market system development.
• Experience working with donor funded programmes and multisectoral projects in a complex humanitarian environment with an international or multinational organisation
• Sensitivity, diplomacy, tact, good communication skills, and ability to remain calm under pressure.
• Well-developed interpersonal and team skills
• Good administrative skills to work with people at managerial and senior government levels.
• The ability to present concise reports, sometimes a short notice

• Maintain accurate records of project activities, progress, and challenges, and prepare regular reports for project management and stakeholders.
• Ensure all gender equality and social inclusions issues are integrated into all project activities
• Ensure compliance with Oxfam organization policies, safeguarding standards, donor requirements and security procedures.

• Ability to coordinate activities with other agencies, build and maintain positive working relationships.
• Ability to understand complex security situations and adjust operations accordingly.
• Experience in monitoring and evaluation of humanitarian programmes
• Flexibility, willingness to travel and work in difficult circumstances.
• Good understanding of humanitarian protection standard, Sphere Minimum Standards, gender issues and Code of conduct as relevant to food distribution activities.
• A commitment to the aims and objectives of Oxfam
• Demonstrated experience of integrated gender and diversity issues into humanitarian programmes.
• Strong oral and written communication skills in English
• Proven computer competence.
• Ability to work effectively in a culturally diverged organization.
• Ability and willingness to travel away from home and stay in the field.
• Good understanding of finance and admin procedures.
• Ability to keep clear and concise records.
• Good Communication & Negotiation skills.
• Commitment to issues of gender.
• Must be dedicated & proven honest.
