The Role:

 

Oxfam GB in Myanmar  is looking for Programme Manager (Nexus).

 

Job Purpose :

 

The Programme Manager (Nexus) will provide strategic leadership, technical oversight and overall management of a consortium-based Humanitarian-Development-Peace (HDP) Nexus programme across Southern Shan State. The post holder will be responsible for ensuring effective and integrated delivery of interventions covering disaster and conflict preparedness, humanitarian response and recovery, community resilience, sustainable livelihoods, strengthening of local civil society capacities and social cohesion.

The role will oversee programme implementation, consortium and partnership management, grants and budgets, donor compliance, risk management, and stakeholder engagement to ensure high-quality programme delivery and achievement of agreed outcomes. The Programme Manager will provide leadership to consortium partners, local CSOs, and programme teams ensuring interventions remain context-responsive guided by Do No Harm principles. The role will promote localisation, community resilience and social cohesion while ensuring donor compliance and standards. The Programme Manager will also ensure that GEDSI, safeguarding, accountability to affected populations, learning, and adaptive management are integrated throughout the programme cycle.

Key Relation/Interaction:         The Programme Manager work closely with Humanitarian Programme Managers and Senior Programme Manager, is expected to have close relationship with the donor, relevant affiliate team, and the programme’s Steering Committee – as well as a key focal point of partners.

 

Key Responsibilities: (Technical, Leadership, People and Resource Management)

 

Programme Leadership, Strategic Management and Partnership Development

  • Provide overall strategic leadership and management of a Nexus programme ensuring quality implementation, timely delivery and achievement of programme objectives.
  • Lead programme planning, implementation, monitoring, adaptive management and close-out processes across all programme components.
  • Ensure effective integration of Humanitarian, Development and Peacebuilding approaches throughout programme implementation.
  • Lead programme adaptation based on evolving context, dynamics, access constraints and emerging opportunities.
  • Ensure programme strategies and interventions are tailored to and remain responsive to the distinct social, economic and conflict dynamics of Shan State.
  • Provide strategic guidance to programme teams and partners on resilience, preparedness, recovery and social cohesion programming.
  • Ensure programme implementation contributes to community resilience, social cohesion, localization and sustainable development outcomes.
  • Promote innovation, learning and evidence-based decision-making across the programme. 

Humanitarian Preparedness, Response and Recovery Leadership

  • Provide strategic leadership, technical oversight and quality assurance for disaster and conflict preparedness, emergency response, recovery, and community resilience programming.
  • Lead the facilitation and application of Feminist Participatory Vulnerability Assessment and Analysis (FPVAA) and other contextually appropriate risk and vulnerability assessment approaches.
  • Lead and coordinate emergency response interventions during disaster, conflict, or other humanitarian crises, ensuring adherence to humanitarian principles and organizational standards.
  • Oversee community preparedness and resilience planning processes to strengthen local capacities to anticipate, prepare for, respond to and recover from shocks and stresses.
  • Guide the development, implementation, review and updating of Disaster and Conflict Preparedness (DCP) Plans and community resilience plans.
  • Strengthen community preparedness structures, local leadership mechanisms, and community-based response systems.
  • Support establishment and strengthening of community-based early warning, early action, and emergency preparedness mechanisms.
  • Ensure lessons learned from simulations, emergency responses, and recovery interventions are documented and integrated into programme adaptation and preparedness systems.
  • Promote integration of preparedness, response, recovery, livelihoods, and social cohesion approaches to strengthen community resilience and support sustainable development outcomes.
  • Ensure all humanitarian and recovery interventions are implemented in accordance with Do No Harm (DNH), Protection, Accountability to Affected Populations (AAP), safeguarding standards, and donor requirements.

Community Resilience and Development Programming

  • Lead implementation of community resilience plans developed through participatory planning processes.
  • Ensure effective implementation of livelihood and economic recovery interventions.
  • Support establishment and strengthening of business groups, producer groups, saving groups and community enterprises.
  • Lead in context-based market assessment and analysis.
  • Oversee agriculture and climate-resilient livelihood activities.
  • Support market-based and income-generating opportunities identified by communities.
  • Ensure resilience investments address community-prioritized risks and vulnerabilities.
  • Promote sustainability, local ownership and long-term impact.

 Social Cohesion, Conflict Sensitivity and Peacebuilding

  • Ensure social cohesion outcomes are intentionally integrated across all programme components.
  • Promote collaboration, trust-building and collective action among diverse communities.
  • Support activities that strengthen social capital and constructive relationships across ethnic, religious and social groups.
  • Ensure all interventions are designed and implemented in accordance with Conflict Sensitivity and Do No Harm principles.
  • Lead regular conflict analysis and context monitoring processes.
  • Support partners and programme teams to identify and mitigate risks of unintended conflict impacts.
  • Ensure programme approaches contribute to peaceful coexistence and community resilience.

Consortium and Partner Management

  • Lead consortium coordination and relationship management with implementing partners.
  • Ensure alignment of programme approaches, quality standards, donor compliance requirements, and MEAL standards across consortium members.
  • Facilitate joint planning, programme review, learning, and decision-making processes.
  • Provide technical guidance, mentoring, and programme management support to consortium partners.
  • Ensure consortium partners understand and consistently apply donor MEAL requirements, reporting standards, indicator definitions and data quality protocols.
  • Monitor partner performance and ensure achievement of agreed programme targets, deliverables and quality standards.
  • Promote effective communication, collaboration, shared learning and problem-solving across consortium members. 

Grants, Budget Management and Localisation

  • Lead overall grant and budget management for the Nexus RM programme, ensuring compliance with donor, consortium, UNOPS, EU and organizational requirements.
  • Oversee sub-grant and consortium grant management, including partner due diligence, capacity and risk assessments, contracting, budget review, fund disbursement, financial monitoring, reporting and grant closure.
  • Oversee programme budgets, expenditure tracking, forecasting, variance analysis and budget revisions, and monitor budget utilization and burn rates.
  • Review partner workplans, budgets, financial and narrative reports to ensure accuracy, compliance, accountability, value for money and programme quality.
  • Support partners, including local CSOs and community-based organizations, to strengthen financial management, compliance, accountability and programme quality.
  • Identify financial, operational and compliance risks and ensure appropriate mitigation actions are followed up.
  • Ensure timely and quality donor reporting in coordination with programme, finance, MEAL and partner teams.
  • Support audits, donor reviews and financial verification exercises, ensuring findings and recommendations are addressed.
  • Promote localisation principles, local leadership and ownership, with a focus on strengthening the capacity and systems of local partners.
  • Promote strong financial stewardship, transparency, accountability and value for money across the programme and all partners. 

Capacity Strengthening and Organisational Development

  • Lead capacity strengthening initiatives for local CSOs and consortium partners.
  • Support organizational development, governance and institutional strengthening processes.
  • Strengthen programme management, MEAL, safeguarding, financial management and donor compliance capacities.
  • Promote partner sustainability and long-term institutional development.
  • Develop and oversee partner capacity development plans.

Staff Management and Leadership

  • Line manages assigned programme staff and consultants, ensuring effective performance management, coaching, mentoring, and professional development.
  • Foster a culture of accountability, teamwork, learning, inclusion, and continuous improvement.
  • Develop Terms of Reference and manage consultants, technical advisors, and short-term specialists as required.
  • Ensure clear work planning, objective setting, performance reviews, and staff wellbeing support.
  • Promote effective coordination between programme, technical, MEAL, finance, and operations teams.

Programme Quality, MEAL and Knowledge Management

  • Ensure programme implementation is fully aligned with donor-approved logframes, results frameworks, indicators, targets, reporting schedules, and quality standards.
  • Lead implementation of donor-compliant MEAL systems and processes across all consortium partners.
  • Ensure systematic collection, analysis and utilization of quantitative and qualitative data to demonstrate programme outcomes, impact and learning.
  • Strengthen partner capacity on donor-specific MEAL requirements, data quality standards and evidence generation.
  • Ensure Data Quality Assessments (DQAs), data verification exercises and routine monitoring visits are conducted regularly.
  • Promote adaptive management by utilizing programme evidence, community feedback and contextual analysis to inform programme adjustments.
  • Ensure accountability mechanisms are functional, accessible, and responsive to community feedback and complaints.
  • Lead reflection, learning and after-action review processes following emergencies, recovery interventions and major programme activities.
  • Support external evaluations, donor monitoring missions, audits and learning reviews.
  • Ensure documentation and dissemination of lessons learned, best practices, case studies and success stories across the consortium.
  • Promote a culture of learning, accountability and evidence-based decision-making within the programme and among partner organizations. 

Coordination, Representation, and Networking

  • Act as the primary programme focal point for the donor, consortium partners, and other key stakeholders.
  • Establish and maintain strong working relationships with consortium partners, civil society organizations, community leaders, networks, and other relevant stakeholders.
  • Represent Oxfam in relevant coordination forums, technical working groups, sector meetings, consortium platforms, and strategic networks.
  • Lead donor engagement and maintain regular communication with donors regarding programme progress, achievements, challenges, risks, and opportunities.
  • Identify opportunities for programme integration, scaling, learning, advocacy and strategic partnerships that strengthen nexus programming and community resilience outcomes.

GEDSI, Disability Inclusion and Cross-Cutting Themes

  • Ensure Gender Equality, Disability and Social Inclusion (GEDSI) principles are integrated throughout programme design, implementation, monitoring, evaluation, and learning processes.
  • Promote disability-inclusive programming approaches and support meaningful participation and leadership of persons with disabilities, including OPDs, in programme governance and implementation.
  • Ensure safeguarding, protection, conflict sensitivity, social cohesion, climate resilience, and localisation principles are mainstreamed across all programme activities.
  • Monitor programme performance against inclusion and protection objectives and support corrective actions where necessary.
  • Champion inclusive programming practices across partners and stakeholders.

Risk Management, Accountability and Compliance

  • Monitor partner compliance with donor, organizational, contractual, safeguarding and regulatory requirements and support the development and implementation of corrective actions where gaps are identified.
  • Promote a culture of accountability, ethical conduct, risk awareness and compliance across programme teams and partner organizations.
  • Ensure safeguarding, protection, and accountability principles are systematically integrated into programme design, implementation, partnership management, monitoring and learning processes.
  • Promote safeguarding awareness and ensure staff, partners, consultants and relevant stakeholders understand and comply with organizational safeguarding policies, procedures and reporting mechanisms.
  • Ensure the safety, dignity, rights and well-being of programme participants, communities, staff and partners are protected throughout programme implementation.
  • Support partners to strengthen safeguarding, accountability, compliance and risk management systems as part of partner capacity strengthening and organizational development efforts.

In addition:

  • Master’s degree in international development, Humanitarian Action, Peace and Conflict Studies, Disaster Risk Management, Social Sciences, Public Administration, or a related field.
  • Minimum 7 years of relevant experience in humanitarian, development, resilience, peacebuilding, or HDP Nexus programming, including at least 3 years in a senior programme leadership or management role.
  • Demonstrated experience managing complex, multi-sectoral, multi-partner programmes in fragile, conflict-affected, or humanitarian contexts.
  • Proven experience in programme cycle management, grant management, budget oversight, donor compliance, and risk management.
  • Experience implementing social cohesion, peacebuilding, conflict-sensitive and Do No Harm approaches in ethnically diverse and conflict-affected settings.
  • Proven experience managing consortium programmes and multiple implementing partners.
  • Strong experience working with partners, civil society organizations (CSOs), community-based organizations (CBOs), and localization approaches, including partner capacity strengthening and organizational development support.
  • Demonstrated experience managing sub-grants and partner compliance systems.
  • Strong knowledge of Conflict Sensitivity, Do No Harm (DNH), Gender Equality, Disability and Social Inclusion (GEDSI), safeguarding, Protection, and Accountability to Affected Populations (AAP).
  • Excellent leadership, negotiation, facilitation, partnership management and stakeholder engagement skills.
  • Strong written and spoken English.

Desirable

  • Experience working in Shan State.
  • Experience supporting local CSOs and national NGOs.
  • Understanding of ethnic diversity, and local context in Shan State.
  • Experience in community resilience and participatory planning approaches.
