Do you have hands-on experience managing humanitarian programs in Cox’s Bazar, including both Rohingya refugee camps and host communities?

 

Do you bring at least 10 years of experience in both emergency response and development work?

 

Have you successfully led complex humanitarian operations, overseeing budgets, teams, and donor funding?

The Role:

The Programme Manager (PM) is responsible for overseeing the anticipatory project, including financial management, compliance assurance, and effective coordination with thematic leads. The PM promotes safe programming in collaboration with sector leads, advisors, and managers, while ensuring that community participation informs programme decisions. This role emphasizes a partnership-based approach and is grounded in feminist principles, with a strong focus on recognizing and addressing power dynamics.

 

What we are looking for:

We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.

 

An ideal candidate for the role will also be/have:

  • Master’s degree in humanitarian/development studies, business administration, management, or social sciences.
  • At least 7 years of experience in emergency and development work, including 4 years in international settings.
  • Strong track record in managing complex humanitarian programmes, including budgets, staff, and donor funding.
  • Excellent people and team management skills, with proven financial management abilities.
  • Able to work effectively, creatively, and independently with minimal supervision.
  • Strong team player with a cooperative attitude across teams.
  • Familiar with key humanitarian codes and standards (e.g. NGO/Red Cross Code of Conduct, People in Aid Code, Oxfam procedures).
