The Role:

 

Oxfam GB in Myanmar is looking for Programme Coordinator (Nexus).

 

Job Purpose:

 

The Programme Coordinator - Nexus Response Mechanism (NRM) will support the effective implementation and coordination of a consortium-based Humanitarian-Development-Peace (HDP) Nexus programme across Shan State.

The post holder will be responsible for the day-to-day management and implementation of Oxfam's programme components, including disaster and conflict preparedness, emergency response and recovery, community resilience, livelihoods, social cohesion and local capacity strengthening activities. The role will also lead the management of sub-grants to local CSOs, ensuring quality implementation, compliance, capacity strengthening and accountability.

Working closely with the Programme Manager (Nexus), consortium partners, local organizations, and communities, the Project Coordinator will support programme planning, implementation, monitoring, reporting, budget tracking, and partner engagement while ensuring interventions are conflict-sensitive, context-responsive, and aligned with Do No Harm principles. The role will promote localization, GEDSI, safeguarding, accountability, and learning throughout programme implementation.

Key Relation/Interaction:         The Programme coordinator is expected to have close relationship with the consortium partners, MEAL manager, finance manager and grant coordinator and the programme’s Steering Committee

 

Key Responsibilities: (Technical, Leadership, People and Resource Management)

 

Programme Implementation and Coordination:

  • Coordinate and  support the implementation of Oxfam-led programme activities across Shan State.
  • Support programme design development, implementation of detailed workplans, procurement plans, spending plans, activity schedules and budget preparation where required.
  • Track programme implementation progress and identify implementation challenges and follow-up actions against project targets, indicators, budgets and timelines.
  • Ensure programme activities are delivered on time, within budget and in accordance with quality standards.
  • Coordinate regular programme review meetings and follow up on agreed actions.
  • Support adaptive management and timely resolution of implementation challenges.
  • Conduct regular field visits to monitor progress, provide technical support, and identify implementation risks.
  • Ensure programme activities remain responsive to changing contexts and community priorities.

Disaster and Conflict Preparedness, Response and Recovery:

  • Support program planning and implementation for Disaster and Conflict Preparedness (DCP) activities, Community participatory planning and resilience planning processes.
  • Facilitate implementation of community preparedness and resilience actions.
  • Coordinate simulation exercises and preparedness activities.
  • Coordinate timely programme responses to disasters, conflict and other emergencies in line with organizational and humanitarian standards.
  • Support emergency assessments, identify priorities, response planning, and emergency interventions when required.
  • Monitor implementation of recovery and Cash-for-Work activities.
  • Ensure preparedness, response, and recovery activities contribute to resilience and social cohesion outcomes.
  • Capture lessons learned from emergency and recovery responses and support improvements to future preparedness and programme planning.

Community Resilience, Livelihoods and Social Cohesion:

  • Coordinate implementation of resilience and livelihood activities identified through community resilience plans.
  • Support formation and strengthening of business groups, producer groups and other community-based economic initiatives.
  • Monitor livelihood, agriculture, and income-generation activities.
  • Facilitate community engagement and participation processes.
  • Support implementation of activities designed to strengthen trust, collaboration, and social cohesion among diverse communities.
  • Ensure interventions are conflict-sensitive and aligned with Do No Harm principles.

Sub-Grant, Partner and Budget Management

  • Lead day-to-day management of sub-grants to local CSOs and community-based organisations, including partner due diligence, capacity assessment and onboarding.
  • Review and monitor partner workplans, implementation plans, budgets, reports and grant documentation to ensure compliance with grant agreements.
  • Monitor partner programme performance, budget utilisation and expenditure against approved workplans and budgets.
  • Conduct regular partner monitoring visits and provide coaching and technical support to strengthen programme management, reporting, safeguarding, financial management, MEAL and compliance.
  • Work closely with Finance and programme teams to monitor spending, forecast expenditure and support budget revisions where required.
  • Ensure timely submission of partner reports and proper maintenance of programme, financial and grant documentation.
  • Support donor reporting and grant management requirements.
  • Identify and escalate implementation, financial, compliance and capacity concerns to the Programme Manager as required.

Programme Quality, MEAL and Learning:

  • Support implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems across programme activities.
  • Monitor progress against project indicators and results frameworks.
  • Ensure quality programme data collection, verification, and reporting.
  • Support assessments, evaluations, learning reviews, and reflection sessions.
  • Promote community accountability mechanisms and feedback systems.
  • Document lessons learned, success stories, good practices, and programme achievements.
  • Support learning and knowledge sharing among consortium partners and local CSOs.

Coordination, Representation and Stakeholder Engagement:

  • Maintain effective working relationships with consortium partners, civil society organizations, community leaders, networks and other relevant stakeholders.
  • Participate in relevant coordination meetings, technical working groups, and local forums as delegated.
  • Support consortium coordination processes and joint planning activities.
  • Assist in organizing donor visits, monitoring missions and review meetings.
  • Facilitate communication and information sharing among programme stakeholders.

Risk Management, Compliance and Accountability:

  • Support implementation of donor and organizational compliance requirements.
  • Promote a culture of accountability, ethical conduct, risk awareness and compliance throughout programme implementation.
  • Monitor implementation risks and support mitigation actions.
  • Ensure programme records and documentation are complete and audit ready, especially the sub-grants related documents
  • Ensure safeguarding, protection, conflict sensitivity, GEDSI, and accountability principles are integrated across programme activities.

Safety and Security:

  • Complying with all security policies, procedures, directions, instructions, regulations or plans.
  • Taking care of their own safety and security.
  • Actively contributing to the development and maintenance of security management policy and   procedures.

Safeguarding:

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policies (PSEA, Child Safeguarding etc) or Oxfam Code of Conduct.

Other

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

In addition:

  • Bachelor’s degree in development studies, International Relations, Social Sciences, Disaster Management, Rural Development, Peace and Conflict Studies, or related field.
  • Minimum 5-7 years of experience in humanitarian, development, resilience, peacebuilding, or nexus programming.
  • Demonstrated experience implementing community-based humanitarian, recovery, resilience, or livelihoods programmes.
  • Strong experience managing local partners, CSOs, and sub-grants.
  • Experience in project cycle management, activity planning, implementation, monitoring, and reporting.
  • Experience supporting budget management and donor compliance.
  • Good understanding of disaster and conflict preparedness, community resilience, social cohesion, and conflict-sensitive programming.
  • Knowledge of Do No Harm, GEDSI, safeguarding, accountability, and localization approaches.
  • Strong facilitation, coordination, problem-solving, and relationship management skills.
  • Good report writing and communication skills in English.
  • Experience working in Shan State and understanding of the context of Northern and Southern Shan is highly desirable.
  • Demonstrated experience managing complex, multi-sectoral, multi-partner programmes in fragile, conflict-affected, or humanitarian contexts.
  • Experience with donor funded programmes is highly desirable.
  • Strong written and spoken English.
