Job Purpose

To provide strategic leadership for:
1) developing and implementing Oxfam’s portfolio of programs in the Philippines;
2) developing the way in which Oxfam Pilipinas develops, works with, and relates to, the organisations that we are in partnership with. S/he is a member of the Senior Management Team and contributes to the overall leadership and management of Oxfam Pilipinas.

 

What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

 

Essential

  • Degree in social sciences, economics or political science
  • At least 15 years of experience working in the development sector and at senior-level positions
  • High degree of familiarity and knowledge of development work, program design and management, and resource mobilization
  • Significant experience in program management at senior level and across a range of programs (including, but not limited to resilience, gender, climate justice and humanitarian programmes)
  • Significant experience of and proven ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations including government agencies, CSOs, NGOs, and private sector institutions
  • Significant experience of and proven ability in resource mobilization
  • Previous experience of managing and developing a team with a demonstrated capacity to lead high performing teams, and motivate and develop others
  • Able to be a behavioural role model across the organisation with regard to working in partnership
  • Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
  • High level of influencing skills with proven ability to establish credibility at all levels
  • Well-developed analytical and strategic planning skills with the ability to influence the wider country programme strategy
  • Sound understanding of gender and gender mainstreaming approaches
  • Demonstrated ability to identify and implement opportunities for innovation
  • Demonstrated track record of improving efficiency and effectiveness in areas of responsibility
  • Excellent communication skills and fluency in written and spoken English and Filipino

KEY RESPONSIBILITIES:

Program and Partnerships Management

  • Contribute to the strategic design, monitoring and management of assigned portfolio programs of Oxfam Pilipinas.
  • Develop, adapt and embed Oxfam Pilipinas’ Strategic Partnership Model including developing and embedding partnership assessment and capacity development tools across the organisation
  • Leads on any partnership-related challenges and seeks to resolve them in a mutually beneficial and amicable way by ensuring open and transparent communication between all parties
  • Expand and maintain genuine partnerships that align with the Strategic Partnership Model and support high quality delivery of Oxfam Pilipinas’ strategy.
  • Supervise and mentor key assigned Oxfam Pilipinas staff to ensure effective and efficient delivery of programs
  • Contribute to the design, implementation and review of strategic monitoring, evaluation, learning and social accountability mechanisms

Strategic Leadership

  • Provide strategic inputs to the organisation’s country strategy, portfolio programs, program design for business development, campaigns, and monitoring and evaluation to ensure the achievement of agreed organisational goals and vision
  • Leads business development and resource mobilization for Oxfam Pilipinas’ programs and operations
  • Contribute to developing high-quality policy and communication approaches in support of Oxfam’s campaigning and influencing agenda
  • Ensure and support Oxfam Pilipinas’ organisational transition and development processes and contribute to improving business systems and operational protocols


Other

  • Support the Executive Director in liaising, coordinating, and participating in Oxfam confederation-wide activities
  • Represent Oxfam Pilipinas with donors and the Government of Philippines on matters relating to programs and partnerships
  • Adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • Contribute positively to other cross-functional tasks
  • Contribute positively as a member of the Senior Management Team
  • Leads and convenes the Partnership Development & Sustainability Team

 

Contract Length: Fixed Term, 2 years
