The role:

Oxfam in Southern Africa (SAF) cluster which has programs in Zimbabwe, Malawi, Mozambique and Zambia is implementing its Gender Strategy which has five pathways to change. (i) Ending Violence Against Women and Girls (EVAWG) (ii) Transformative Women’s Leadership (TWL) (iii) Women Economic Empowerment and tackling Unpaid Care and Domestic Work (iv) Sexual and Reproductive Health Rights (SRHR) (v) Girls Transformative Education (GTE).

Under the SRHR work, Oxfam SAF will implement the CHOICE project in Zimbabwe, Malawi and Zambia with funding from the Global Affairs of Canada and Oxfam Canada. CHOICE focuses on building resilient, integrated communities and health systems to better address women and girls’ needs and ensure access to neglected areas of SRHR such as comprehensive contraceptive care (CCC), comprehensive maternal and post-maternal health care(PAC), comprehensive sexuality education (CSE) and youth-friendly SRH services. with the above briefing,  Oxfam is looking for a Program Coordinator to lead the CHOICE Project, which has overall responsibility for Program delivery. The Programme Coordinator's mandate is to be responsible for the overall delivery of the project and oversee the coordination of partners under the project in liaison with country teams.

The Program Coordinator will be responsible for the following:

Programme Development, Management and Implementation

  • Provide oversight to ensure the CHOICE project is delivering results for impact
  • Provide technical and administrative leadership on the CHOICE program planning and implementation.
  • Provide strategic support in mobilising internal skills and Partners skills that enhance project delivery
  • Work with CHOICE Country Teams and Finance teams to regularly review budgets performance
  • Coordinate CHOICE country teams’ participation in the project management and implementation.
  • Coordinate with internal and external advisors and staff for required input in the partners’ project delivery.
  • Develop and oversee remedial action on challenges that affect project implementation
  • In liaison with the Media and Communications Team, actively support visibility of the CHOICE program through documentation, production of communication materials and sharing of materials through structured and unstructured fora and those related to CHOICE project.
  • Partnership Management

    • Strategically support country teams and partners in development of CHOICE project frameworks
    • Closely work with country teams to mutually agree on detailed operational plans, budgets, and MEAL frameworks.
    • Identify any emerging opportunities for wider partnerships in the SRHR sector and other nexus areas.
    • Work with MEAL and Project Country teams to support capacity and needs assessment within Oxfam and within CHOICE partners

    Work Programming, Programme Quality and Learning:

    • Undertake regular, mutually agreed and Oxfam only initiated reviews with partners (though virtual meetings and physical meetings) provide guidance on enhancing the quality of programmes
    • Make regular review with country teams to review progress of work and provide strategic inputs and to help to ensure that programme obligations for annual and monthly planning and reporting are properly met.
    • Undertake regular context analyses to provide regular updates and guidance to internal teams, partners and Oxfam Canada on CHOICE project’s internal and external environment that has potential to impact on the project

    Donor Compliance and Reporting

    • Work with Donor and Grants Compliance Teams to ensure all donor obligations for CHOICE are internalised by Oxfam teams and partners
    • Work with MEAL Teams to ensure timely receipt of data that informs donor and other reports
    • Lead in generation and consolidation of high-quality country reports for internal, and external reporting
    • Work with CHOICE Teams and Finance teams to review narrative and financial donor reports before submission for internal sign offs.

    Network and Strategic partnership and Alliance Building

    • Adopt a proactive approach to undertaking relevant lobbying, campaigning and advocacy work related to the CHOICE project and other Gender Justice related issues
    • Support Country Oxfam and Partner teams to convene spaces for cross sharing on SRHR and other gender issues
    • Support Country Oxfam and Partner teams nurture strategic relationships with other plays to enhance nexus programming in Child marriages, Teen Pregnancies, SGBV and Girls School drop out
    • Work with CHOICE Teams, Gender Justice Teams, Media and Comms Team to organise CHOICE project strategic communication materials for internal and external engagement   

    Resource mobilisation

    • Participate in resource mobilisation activities for SRHR work and other pathways in Gender Justice.
    • Support Gender Justice Program Policy managers in the development of complimentary donor proposals.
    • Support CHOICE Teams in planning and hosting CHOICE related donor and Oxfam Canada visits,

What we are looking for:

An ideal candidate for the role will also be / have:

  • Minimum degree in public health, nursing, development studies, sociology, or related areas with experience working on Youth SRH issues. Those with Masters Degree will have added advantage.
  • Five years of experience in development work, preferably within a large development or humanitarian organisation.
  • Expertise in SRHR issues and gender Justice issues in general is critical.
  • Strong program management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance.
  • Knowledge and experience of working with locals implementing partners and country teams.
  • Experience Excellent financial management skills, with experience of project budgeting and controlling financial risks.
  • Working on advocacy and influencing issues.
  • Demonstrable ability to lead and support and build capacity of others at various level- local and international.
  • Proven experience with proposal development and with donor funding environment.
  • Being in line with Feminist Principles is critical.
  • Ability to work under pressure.
  • Team player with the ability to work across teams.
  • Strong communicator that is confident in challenging environments.
  • Assertive with good judgement over issues.
  • Adaptable and flexible person.
  • Belief in Oxfam’s value and mission to overcome poverty and suffering.
