The Role:

The Southern Africa Extractive Industries Programme and Policy Lead (EIPPL) will primarily lead Oxfam to leverage the  extractive industries programming in Southern Africa and working closely with partners to achieve impact in countries where Oxfam does not have a presence.

While providing hands on Oxfam Extractives country programme implementation in Mozambique, the position will provide technical leadership for Oxfam’s extractives work in countries across the region and out of presence influencing strategies, programming, and fundraising opportunities to grow out Oxfam’s footprint. As a key Extractive expert, the Programme and Policy Lead will steer Oxfam’s regional influencing agenda on extractive industries and provide thought leadership in the region. This will include promoting intra and cross-regional learning among Oxfam entities in the region to strengthen programme implementation, including working closely with Oxfam South Africa and Oxfam in the DRC to foster learning exchanges and complementary influencing efforts.

The Programme and Policy Lead-Extractive Industries will perform some of the key duties as summarised  below:

Programme and Policy Implementation

• Work closely with Partners and authorities in Mozambique to strengthen the Country Extractive programme and policy Influencing.
• Provide technical leadership and support to JE Teams to deepen and widen the extractive programme in collaborating countries.
• Undertake a thorough programmatic assessment and stakeholders’ engagement to ground and grow the Mozambique Extractives portfolio in line with Oxfam’s Regional Strategy and link it up to the regional Extractives work.
• Build the Nexus programming on Extractives and Energy, with focus on the work on the Energy Transition Critical Mineral Initiatives and the phasing out of fossil fuels in Mozambique, linking it to regional and global developments.
• Lead the process of developing and building civil society movement around key EI developmental issues, supporting with organisational development, defining their needs and building capacities to align with the Oxfam programme delivery approach.
• Work in an interactive and coordinated manner with the other Just Economies Teams and identify and encourage synergies within and across programmes to achieve an integrated approach that supports to the overall regional strategy.

Technical and Strategic Leadership: 

• Lead the Extractives Inputs in framing an Oxfam Southern Africa Strategy and The JE Programme and Policy Framework.
• Develop and facilitate links with regional bodies, civil society, the private sector and governments, initiating contacts and building associations that can be used to enhance Oxfam’s work
• Be the expert anchor of Oxfam in Southern Africa’s extractive industries programming and provide expert steer the.
• Conduct thorough contextual analysis to inform the direction of travel for the natural Resources Governance work in the region with a stronger focus on Mozambique where the role shall be based.
• Convene or co-convene high level policy dialogues to reflect and advise recommendations for the development of key value chains within the extractive for local beneficiation, contributing to the regional extractives development strategy
• Promote the establishment of and participation in inter-agency policy groups, with the specific purpose of influencing policy and policy makers, as well as resource allocation ensuring that the voices of people and communities affected by regional and country EI exploitation and policies are heard and their confidence and competency in participating in the policy debate is enhanced.
• Work closely with country programme staff in supporting the growth, development and impact of Oxfam programmes on extractive industries in Southern Africa with special focus on DRC, Mozambique, Malawi, South Africa, Zambia, Zimbabwe, and out of presence key countries (Angola, Namibia, etc.).
• Support ongoing extractives context and political economic analyses, including stakeholder mapping, and analysis of the critical extractives issues.
• Assist Oxfam in Southern Africa programmes in campaigning and advocacy, including designing and executing technical assistance projects on EI work.

Resource Mobilization: 

• Lead in fundraising activities through the development of fundable concepts at all levels and by developing donor proposals, budget submissions and other necessary activities to secure funding for program activities.
• Supports the JE Thematic Lead in donors’ engagements to generate interest in funding for the regional EI governance programme.
• Supports the JE Thematic Lead in seeking out and responding to calls for proposals that align with the Southern Africa Strategy and JE Framework.

Organisational Management and compliance: 

• Supports monitoring and evaluation processes to continually assess organisational performance and delivery against agreed results and recommend action to ensure delivery is achieved
• Maintain awareness of the perception of Oxfam’s reputation and delivery in Southern Africa and recommend appropriate action to ensure that it remains respected and credible
• Adhere to all Oxfam project implementation requirements and standards
• Provide regular information, briefings and reports on activities including the support of donor and other visits to the programme
• Supports EI Staff in the region to actively participate in, and build strong collaborative relationships with the Oxfam networks, regional and other teams relating to EI

Programme support and management: 

• Provide nonmanagement advice to the EI team in the region in Coordination with the JE Lead.
• Provide technical Opinion for the JE Lead Sign Offs
• Matrix line manage, and supervise the EI Coordinator,
• Provide oversight and management of EI short term and long terms consultants as and when needed
• Provide regular information, briefings and reports on programme to the Thematic Lead
• Support the EI Staff in the region to effectively manage the allocated budgets and ensure alignment to systems
• Support the JE Thematic Lead in EI Public Engagement where necessary
• Represents the region in EI related strategic forums and platforms where necessary
• Support the EI Staff in collaboration with the Communications team, to develop a communications and media strategy for the programme
• Support the JE Lead with information and where necessary represents the region in the media and actively seeks out media opportunities to profile issues of importance to EI programme

An ideal candidate for the role will also be / have:

• Strong programme management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance.
• Minimum of 5 years work experience in programme implementation, policy advocacy, international development, human rights and/or environmental fields, at least two of which are specifically dedicated to programme and/or advocacy work on extractive industries issues.
• Demonstrated programme (including advocacy and campaign) design (including M&E) and management experience, with experience of developing multi country/team work an advantage.
• Well-developed analytical, conceptual, research and writing skills.
• A deep understanding of extractive industries issues and trends, including conflicts, globally, in Southern Africa with lived experience in Mozambique, with existing relationships to global, regional and in country extractive industries networks.
• Excellent communication skills – good at listening, analysing, giving constructive feedback in ways that build capacity and understanding.
• Well-developed gender analysis skills, with a particular understanding of the gendered nature of extractive industries governance, impacts and related financial flows. Commitment to human rights principles and actions.
• Passionate about changing the status quo and exercise courage and activism about changing the current extrusive models.
• Strong communications and IT skills in a variety of media. Ability to use new technology and social media to convey complex ideas in thoughtful, creative ways, and able to tailor communication to a variety of different audiences.
• Self-driven and at ease with multiple accountability lines, competing demands and a degree of uncertainty.
• Experience or aptitude for working in conflict contexts and complex institution with multiple reporting and communication lines.
• Experience carrying out or contracting extractives industries programme and influencing capacity. building and training for civil society organisations a strong advantage.
• Experience in policy dialogue, advocacy and lobbying with government and private sector actors.
• Experience in implementing Nexus programming, with special focus on the nexus Extractive, conflict and Climate change.
• Experience working remotely with multilocation teams and multiple accountabilities.
• Proven ability in social research and macro policy analysis, with a focus on extractive industries governance a strong advantage.
• Understanding of gender justice and diversity within key areas of responsibility and a commitment to promoting gender justice and diversity within the extractives work.
• Willing and able to travel 30-50% of time at a very short or no notice.
• Fluent spoken and written both English and Portuguese. Local languages of Mozambique and French is an added advantage
