POLICY, ADVOCACY AND INFLUENCING (PAI) MANAGER

 

TEAM PURPOSE

The Influencing function in Oxfam Jordan works to advance policy and practice change by linking programme evidence with strategic advocacy, alliance building, campaigning direct engagement, research analysis and other influencing methodologies. The team collaborates closely with programme teams, partners, and other stakeholders to promote systemic and lasting change aligned with Oxfam’s country strategy and confederation priorities.

 

JOB PURPOSE

 

To lead the development and implementation of Oxfam Jordan’s policy influencing work, ensuring strong alignment between programme evidence and influencing approaches.

The role focuses on translating policy analysis and programme learning into actionable influencing strategies, and positioning Oxfam as a credible and strategic actor at national, regional, and global levels.

The role independently drives policy and influencing initiatives within agreed strategic priorities, while ensuring close alignment and ongoing coordination with the relevant functions
in the team and with Country Director on overall strategic direction and organizational positioning.

 

The role is a member of the Senior Management Team (SMT), contributing to overall strategic direction, organizational decision-making, and cross-functional alignment within the country programme.

 

KEY RESPONSIBILITIES

 

Policy & Analysis:

  • Lead the development and production of policy analysis, briefing notes, and position papers aligned with Oxfam’s thematic priorities (e.g. economic justice, gender justice, climate justice). Commission and manage outsourced studies where needed. Ensure research outputs are translated into actionable advocacy and influencing products.
  • Monitor and analyses national policy, regulatory, and socio-economic developments relevant to Oxfam’s work.
  • Provide contextual and policy analysis to inform programme design, influencing priorities, and senior management decision-making.
  • Ensure programme evidence and learning are systematically captured and translated into policy and advocacy outputs.

 

 Influencing (Core Function)

  • Lead the development, operationalization, and periodic review of Oxfam Jordan’s influencing strategy, ensuring its integration within overall country strategy and priorities.
  • Translate influencing priorities into clear strategies, pathways, and approaches, identifying key stakeholders, decision-makers, and entry points for engagement. Work with programme teams to extract evidence and learning for influencing purposes. Ensure consistency and coherence of advocacy messaging and external positioning across all influencing outputs.
  • Work with, through and by the partners in designing and delivering influencing.
  • Develop and implement influencing plans, including engagement tactics (such as, but not limited to, policy dialogues, individual direct engagement, roundtables, and public discussions), coalition strategies, and advocacy actions, and prepare briefing materials, talking points, and policy positioning to support senior-level engagement.
  • Lead and coordinate the implementation of influencing initiatives, ensuring alignment with strategic priorities, timelines, and expected outcomes. Ensuring that influencing initiatives provide tangible result and are time-bound. The influencing initiatives shall be part of the existing projects, as appropriate, and stand-alone ones.
  • Monitor and analyses stakeholder positions, policy developments, and external dynamics to inform influencing strategies, identify emerging opportunities and risks, and adapt approaches accordingly.
  • Actively represent Oxfam Jordan in relevant regional and global influencing platforms (e.g. RICs, thematic working groups), contributing strategic inputs, ensuring alignment with confederation priorities, and translating regional and global directions into actionable national influencing approaches.
  • Identify and develop new influencing concepts and initiatives aligned with programme and country priorities and proactively identify policy windows and opportunities for engagement and suggest them to the country management.
  • Develop and contribute to concept notes and donor proposals for standalone influencing initiatives, working with programme and fundraising teams to position strategic influencing ideas for funding.
  • Ensure that influencing priorities, messaging, and external engagement approaches are aligned with agreed country positioning and coordination processes.

Media & Communications

  • Line manages the Media & Communications Officer.
  • Provide strategic direction to ensure communications support advocacy and influencing priorities.
  • Review and approve key messaging and outputs.
  • Coordinate timing of communications outputs with influencing initiatives.

 

Internal Coordination, Capacity Strengthening & Learning

  • Work closely with programme and funding teams to integrate advocacy and influencing into programme design and implementation, while ensuring programme evidence and learning are effectively captured, translated into advocacy outputs, and reflected in planning, proposals, and reporting processes.
  • Strengthen the capacity of partners and allies to design and deliver effective influencing initiatives, including through guidance, collaboration, and knowledge sharing.
  • Track and review advocacy and influencing efforts, working closely with the MEAL team to apply monitoring, evaluation and learning approaches, capture lessons learned, and inform improvements in strategy and practice.
  • Ensure delivery in line with agreed priorities, timelines, and internal sign-off processes.
  • Contribute to internal planning processes, proposals, and reporting with policy and influencing inputs.

 

 

EXPERIENCE, KNOWLEDGE & COMPETENCIES

 

Essential

  • Minimum 5–7 years of experience in policy, advocacy, influencing, or related fields.
  • Proven experience in developing and implementing advocacy or influencing strategies.
  • Strong experience in policy analysis and production of policy-related outputs.
  • Demonstrated ability to translate evidence into influencing and advocacy approaches.
  • Experience working with civil society, NGOs, or development/humanitarian actors.
  • Strong inter-personal, analytical and strategic thinking skills.
  • Excellent written and verbal communication skills in English; Arabic.
  • Strategic thinking and problem-solving
  • Ability to work independently while maintaining strong coordination
  • Strong interpersonal and collaboration skills
  • Commitment to Oxfam’s values and safeguarding principles.

 

Desirable

  • Experience in the Jordanian policy and governance context.
  • Experience in fundraising or developing concept notes/proposals.
  • Familiarity with media and communications in advocacy contexts.
  • Ability to manage multiple priorities in a dynamic environment

Accountability: The working groups will enable transparency by clearly documenting all processes, including Terms of Reference (ToRs), work plans, stakeholder feedback, approval processes, and final implementation plans. This ensures that all documentation is accessible to all involved.

Inclusivity: We commit to the principle of "Nothing about Us without Us," ensuring active participation from CCRs and historically marginalized groups. While improving policies, we will balance inclusivity with efficiency to avoid overburdening CCRs. This includes ensuring diverse representation within working groups (e.g., gender, geography, ethnicity) and allowing time for translation and asynchronous participation when needed. All final outputs (e.g., policies, guides) will be made available in the four official languages, with relevant webinars conducted in those languages.
