The Role:

 

Oxfam GB in Myanmar is looking for MEAL Coordinator.

 

Job Purpose:

 

Oxfam defines an accountable humanitarian programme as one in which the people affected by it are the most influential decision-makers throughout the lifetime of the project and the most important judges of its impact. Oxfam in Myanmar and its local humanitarian partners aim to implement climate-smart and water-resilient agri-food production and food security and resilience program for vulnerable households and communities in Kachin State.

The MEAL Coordinator will play a key role in leading to manage all MEAL parts of the project including inter coordination among projects in Kachin, with local implementing organizations and contributing the overall Program Quality objectives of OiM of achieving knowledge-based organization. Working closely with other MEAL colleagues, program team leads, the MEAL Coordinator will also lead and contribute to setting up project level M&E mechanism, program monitoring, reporting, community feedback mechanisms of the projects. He/she will lead in studies, learnings, evaluations and capture change/outcomes of assigned projects.

Key Responsibilities:

 

Leadership and Strategy:

  • Lead impact studies both Qualitative and Quantitative, capturing outcome, harvesting outcomes at program/ country level.
  • Manage and develop MEAL plans including logical framework, indicators and target setting.
  • Design and develop database, visualize data to present for management decisions using MS Excel, Power BI and Survey CTO.
  • Lead and facilitate learning and review workshops with project and partners team.
  • Manage Qualitative studies, facilitating FGD and learning conversations with different stakeholders.
  • Lead to support partners for complaints mechanisms capacity building, sharing and review of accountability practices, and analysis of CFM data.
  • Perform quantitative and qualitative data analysis, interpretation, triangulation, visualisation, dissemination (graphs), presentation and reporting.
  • Lead on project monitoring and ensure data are with good quality through both remote and physical monitoring visits.
  • Perform data quality assessment to verify the quality of reported data of partner organisations for key performance indicators and support data management systems.
  • Develop and apply feminist principles to programme monitoring, evaluation, accountability and learning (MEAL) throughout its programming, including its humanitarian response.
  • Ensure all data reporting is met with quality as per respective deadlines. Ensure effective planning and implementation of monitoring, evaluation, accountability and learning for the assigned development and humanitarian projects.
  • Contribute in overall Program Quality, Knowledge Management work of the organization.

Training and Capacity Building:

  • Provide MEAL technical support to partners and relevant staff, ensuring MEAL data is translated into clear information that can be used to inform decision making.
  • Assist partners to build M&E capacities, including report writing, and to provide coaching and mentoring to enable them to maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data.

  • Complying with all security policies, procedures, directions, instructions, regulations or plans.
  • Taking care of their own safety and security.
  • Actively contributing to the development and maintenance of security management policy and procedures.

Safeguarding:

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct.

Other:

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

 

What we are looking for:

 

Skill and Competence:

  • Minimum of 5 years of solid Monitoring and Evaluation experiences leading MEAL portfolio of Development, Livelihoods and Resilience Projects.
  • Strong skills and experiences of database development and management (MS Excel, Power BI digital data collection tools and others).
  • Demonstrated experiences of working with local and women rights organizations in Myanmar.
  • Good facilitation skills such as workshops/ FGDs and experience in building the capacity of varied stakeholders.
  • Strong critical thinking and analysis skills, reporting skills using data and evidence.
  • 2-3 years of Working experiences for development, livelihoods, Nexus program and humanitarian projects
  • Ability to manage multiple priorities and work under pressure and deadlines.
  • Ability to communicate and influence teams and individuals effectively.
  • Good written and verbal communication skills in English and Burmese.
  • Ability and willingness to undertake extensive travel in the country.
