The Role:

 

Oxfam is looking for Monitoring, Evaluation, accountability and Learning (MEAL) Officer.

 

Job Purpose:

 

The Women Leading Durable Solutions (WLDS) project is initiative to increased empowerment of women and girls in all their diversity, with regards to rights, access and control of resources and decision-making power, particularly in Rakhine State. The project has been working with difference community members, WASH groups, women rights organizations and provided skills trainings, livelihoods support, sanitation and hygiene WASH and protection activity.

The MEAL Office will be work closely with MEAL coordinator -OxSI, MEAL Coordinator-WLDS, Programme Coordinator-WLDS, Oxfam Programme Quality and Impact Team to ensure accountability and transparency in program implementation in field. 

The MEAL Officer will play key role to collect CFM data, entry CFM case tracker in template and report back to MEAL Coordinator-WLDS, Field Coordinator and in a collaboration with OxSI MEAL team. This role will be strengthening community engagement, promote inherence to humanitarian standards, and enhance program quality through continuous feedback loops. Ultimately, the MEAL officer serves as a vital link between the program and the affected population, ensuring that voices from the ground inform decision making and service delivery.

Key Responsibilities:

 

Information management

  • Collect and record community feedback, complaints, and suggestions accurately in logbooks or digital tools.
  • Ensure timely data entry of all feedback into the CFM system/database.
  • Support the MEAL team by sharing field-level updates on feedback trends and community concerns.
  • Prepare simple regular reports on feedback received, actions taken, and any challenges faced at the community level.
  • Keep all feedback information safe and confidential, ensuring only authorized staff can access it.

 

Implementation

  • Act as the primary contact point within the community for receiving feedback and complaints through various channels such as in-person meetings, feedback boxes, phone calls, and community forums.
  • Raise awareness among community members about available feedback channels and how to use them, emphasizing inclusivity for vulnerable groups, including women and persons with disabilities.
  • Take technical responsibility for the implementation, quality control, monitoring, and documentation of community feedback mechanisms and project activities.
  • Maintain accurate records of all community feedback and complaints, ensuring data confidentiality and security.
  • Support community engagement activities and facilitate information sessions to strengthen community understanding and trust in the feedback process.
  • Forward community feedback to relevant project teams for action and follow up to ensure issues are addressed promptly and appropriately.
  • Work closely with the field teams to ensure community voices are heard and that responses are provided back them.
  • Monitor the accessibility and effectiveness of feedback channels, identifying barriers and proposing improvements.
  • Promote respectful, confidential, and sensitive handling of community concerns, ensuring community members feel safe and empowered to share their feedback.
  • Work closely with project staff and other internal department to ensure community voices are reflected in project planning and implementation.

  • Actively contributing to the development and maintenance of security management policy and procedures.

 

Safeguarding

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct.

 

Other

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

What we are looking for:

 

Essential:

  • Basic education (bachelor’s degree preferred), community development, or related fields.
  • Experience in community engagement, outreach, or feedback mechanisms; experience in MEAL or M&E systems is a basic Knowledge.
  • Basic Knowledge of data collection tools (e.g, Kobo, SurveyCTO) and ability to support data entry and verification.
  • Understanding of accountability principles and ability to manage feedback in line with MEAL standards.
  • Enthusiasm in gender equality intervention and promoting women empowerment.
  • Ability to work under pressure, to be flexible in work areas and to be responsive to changing needs.
  • Willingness to support the team members.
  • Enjoy teamwork, communicating and coordinating with diverse team members.
  • Open to new learning and adaptive ways of working.
  • Good interpersonal, self-initiative and and problem-solving skills to work as part of a team on day-to-day field challenges for the implementation of activities.
  • Strong communication and listening skills.
  • Respect for confidentiality and cultural sensitivities.
  • Able to speak local language.
  • Ability to understand English (Elementary/ Basic Level) is preferrable.
  • Familiar with access to online applications and meeting platforms such as zoom, viber, etc.
  • Good written/spoken Rakhine/Myanmar language.
  • Willingness to learn Oxfam procedures and ways of working and committed to Oxfam principles and values.

 

Desirable:

  • Experience working in Women Empowerment or Leadership/ Social Cohesion/WASH projects.
  • Knowledge of health, hygiene, teaching, or community development.
  • Literacy, numeracy, and record keeping skills.
