Media and Communications Programme Officer (INT10691)

JOB PURPOSE:

The purpose of the job is to contribute to Oxfam in Kenya’s role as an influencing organisation and to strengthen visibility of the development programmes, conversations on inequality and their position on the policy agenda; maximise the impact of the programme’s activities and support in linking them to global initiatives and spark the inequality agenda across regions. Maximize on the quality and impact of Oxfam’s work and its partner’s programmes through the incorporation of enhanced communications messaging and tools and visibility. Support in the development and implementation of the development programmes media and communications activities, linking them to country/regional/global priorities. To support in the strengthening of media engagements and partnerships and capacity for programme teams to communicate effectively.

KEY RESPONSIBILITIES

Strategic and programme communications                                          60%

  • Support in the development, review and implementation of the country communications strategy.
  • Produce multimedia content in various formats, including, but not limited to videos, newsletter, photo gallery, webcasts, podcasts, infographics, and graphics whenever desirable to support Oxfam’s programs.
  • Support in the development of annual communications plans including story gathering and dissemination plans to profile the work of Oxfam in Kenya (OiK) programme in consultation with the programmes team.
  • Support in the identification and communication with key internal audiences and manage information flows that meet the programmes’ needs.
    • Support in the commissioning and management of communication consultancies (print, audio and video), ensuring that consultants are properly briefed and work to meet Oxfam standards for publication.
    • Support in the development and use of communication tools at all stages of the programme cycle.
    • Supports programme staff in the design, delivery and documentation of public events in support of programmatic, advocacy and campaigns goals.
    • Support in innovation in the communication space, working towards a cost effective and efficient approach to media and publicity for the development programmes’ activities. This will include a strong focus on the strategic use of radio, social media, Tik Tok etc.
    • Provide any administrative and communications-related support as be assigned by the line management. This includes initiating communications services support requests by the relevant support teams within the organization.

    External media                                                                                     20%

    • Network with national, regional and international media organisations and influential individuals to develop positive working relationships towards achieving the objectives of the development programmes.
    • In collaboration with the team, identify, train and support effective external representation of OiK programmes.
    • Work with programme staff to identify opportunities for profiling stories, including the identification of and providing support to the people profiled in these media actions.

    Learning, reporting and fundraising support                                       20%

    • Support in the management of development and production of Development Programmes including situation reports, information summaries, annual reports, policy briefs, etc.
    • Support in the development and submission of OiK information for regional, global and donor publications e.g., reports, pamphlets, brochures, case studies, updates, etc.
    • Support in the management of the production of clear, analytical, comprehensive case studies and human-interest stories emerging from OiK and partners’ work.

    Human resource management – 5%

    Support in the management of consultants as required, in accordance with Oxfam policy and procedures.

Technical skills, experience and knowledge

Skills

  • Professional/Technical qualifications – Undergraduate/Postgraduate in Communication related field (Communication, Journalism or Public Relations).
  • Demonstrated ability to analyse and communicate complex information to a wide audience including non-technical audiences.
  • Demonstrated ability to work independently and as part of a team, providing strategic advice and support at a range of organizational
  • Excellent English language writing skills and a working knowledge of Swahili.
  • Demonstrated ability to manage large amounts of complex information, to produce clear, well written summaries, story lines and to package these in attractive accessible formats.
  • Demonstrated ability to identify and produce compelling human interest stories.
  • Able to advise/train/support staff at various levels of an organisation on Media and Communications Skills.
  • Good computer literacy skills including knowledge of digital media and effective ways of utilizing them for information dissemination and maximum visibility.
  • Photography, video production editing and media analytic skills.
  • Proven influencing, negotiating and interpersonal skills in a range of contexts and for multiple audiences.

Knowledge

  • Knowledge and/or experience in supporting in the implementation of Accountable Governance, Gender Justice and Women’s Rights and Natural Resource Management programmes with an understanding of relevant County, National and Global issues.
  • Good knowledge of and experience in developing communication strategies and plans and successfully implementing them to achieve external impact and change.
  • Good knowledge of and experience in developing advocacy and campaign strategies and plans and successfully achieving external impact and change.
  • A strong understanding of development issues, Inequality Issues and the political and economic context of Kenya.
  • Commitment to and good knowledge of working with networks, coalitions, and a partnership approach across the spectrum of Oxfam’s work, including innovative approaches to capacity strengthening Expert knowledge of the programme context and communications environment in Kenya.
  • Demonstrable knowledge of communications/media in development settings specifically influencing policies and practices.
  • Expertise in the use of a range of social media tools for engagement and influencing.

Experience

  • At least five years’ experience of working in a communications, public relations or media role.
  • Strong organizational and personal management skills, with ability to prioritize work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
  • Experienced with graphic design and other interactive technologies, Publisher, Adobe Premier, Photoshop, Final Cut Pros.
  • Impeccable writing and editing skills with demonstrable published work.
  • Demonstrated experience in working with partners including effective oversight and capacity building as well as engaging with marginalized communities and groups to document their stories.
  • Demonstrated experience in managing and working with consultants including developing strong terms of reference and effective supervision.
  • Experience of working as a journalist or media liaison and supporting spokespersons in a similar context to OiK.
  • Demonstrated experience of campaign design and management and the use of social and mass media for advocacy.
