The Role:

 

Oxfam is looking for MEAL Manager.

 

Job Purpose:

 

The purpose of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager is to ensure the effective implementation and oversight of monitoring and evaluation activities for development and humanitarian projects. This role is crucial for assessing the impact and effectiveness of programs, enabling the OiM to make informed decisions based on reliable data. The MEAL Manager develops and implements robust monitoring frameworks, designs evaluation methodologies, and establishes key performance indicators to track progress and outcomes.

 

Key Responsibilities:

 

Knowledge Management and Learning

  • Manage a knowledge management and Learning framework, ensuring evidence-based programming, feeding learning into programme design and implementation, and programme knowledge is being captured.
  • Capture program outcomes, learnings, and lead facilitations of respective mechanisms.
  • Coordinate on and produce key learning documents, and processes in country.
  • Analyse documentation and reporting of assessments, program data, lessons learnt, evaluations and best practices to guide on internal and external sharing.
  • Translate lessons learned at programme level to inform senior management strategy
  • Track assessments, research and knowledge generation throughout the organization.

 

Data, Database and MEAL

  • Oversea the MEAL team to provide support to the humanitarian, development and advocacy project teams in designing robust MEAL systems including monitoring and evaluation framework, monitoring and evaluation plans, MEAL tools, conducting field Programme Quality exercise and data management and analysis.
  • Develop and manage the OCS MEAL Framework and other meta evaluations.
  • Support the MEAL team, working closely with Communications team to collect best practices, case studies which demonstrate qualitative and quantitative changes over time.
  • Lead on development of Logical Framework, Review of frameworks, targets and indicators.

 

Programme Accountability

  • Maintain oversight for the quality of design, MEAL and partnership work, and accountability mechanisms in the field and in Yangon, working together with the MEAL team; support PQI and Program Heads in delivering their responsibility for the quality of the work and strong accountability in the field and in Yangon.
  • Strengthen upward (including donor) and downward accountability (to beneficiary, partners and other stakeholders) within the humanitarian, development and advocacy programmes.
  • Ensure that accountability and community feedback mechanisms are implemented and utilised according to agreed principles and following the minimum standards of accountability.

 

Program Quality Contribution

  • Work with the programme quality team to effectively promote data synergy at different levels, promote PQ work and quality standards.
  • Assist the PQI Head to deliver Country/Programme monitoring & Learning workshops/reviews (including Programme Quality Reviews) with relevant programme leads, partners, and other stakeholders.
  • Assist in development of new Logical Framework, ToC for new project proposal development.
  • Support partnership process and capacity building for MEAL.
  • Work closely with Oxfam partners to improve program quality strategy and implementation, including capacity development support.
  • Work closely with Gender, Protection, Safeguarding PQ colleagues to review the progress of program quality dimensions and capture the outcomes of respective areas.

 

What we are looking for:

 

Essential

  • Minimum 5 years’ experience of improving effectiveness and quality of humanitarian and development programmes, M&E and demonstrating tangible outcomes.
  • Master’s degree in international development, Public Policy, political science, community development, Evaluation, Research/ Statistics or similar.
  • Sound understanding and experience of Knowledge Management, Impact measurements techniques.
  • Strong technical competence and experience in development of MEAL systems and strategies, quantitative and qualitative monitoring and evaluation methods, data analysis, reporting and understanding of contemporary trends and debates in the field including innovative M&E.
  • Strong critical data analysis and database management skills (Stata/SPSS, MS Excel, Power BI).
  • Established skills and experiences of leading large-scale studies, facilitating Review & Learning Workshops.
  • Demonstrated experience leading project design process and interrogating project logic.
  • Proven experience of upward and downward accountability approaches and mechanisms.
  • Comprehensive knowledge and proven experience of developing quality partnerships and ways of working with diverse stakeholders.
  • Demonstrable systems thinking with the ability to problem solve in sustainable way
  • Strong interpersonal skills and ability to communicate in English clearly both verbally and in writing and with all levels of staff.

 

Desirable

  • Experience in program innovation, project design, program/proposal development would be an asset.
