The Role:

 

We are looking for a MEAL and Programme Quality (PQ) Officer to join our team in Iraq and play a pivotal role in strengthening program quality, accountability, and learning across all Oxfam and partner-implemented projects.
In this role, you will support designing and implementing of MEAL systems, support data management and digitalization, and ensure that feedback and accountability mechanisms are in place and functioning effectively. You will also be responsible for coordinating evaluations, facilitating learning events, and building the capacity of Oxfam and partner staff to ensure high-quality, evidence-based programming. Working closely with the Head of Programmes and the Regional MEAL and PQ Lead, you will help embed a culture of continuous improvement and learning throughout the country program.

 

What we are looking for:

An ideal candidate for the role will also be / have:

  • A university degree in Social Sciences, Business Management, Data Science, Statistics, Economics, Development Studies, Project Management, or a related field.
  • Minimum of 4 years of proven experience in designing and implementing MEAL systems, particularly in economic empowerment or development programs.
  • Strong knowledge of MEAL frameworks, project cycle management, and participatory monitoring and evaluation approaches.
  • Demonstrated experience in managing accountability and feedback mechanisms aligned with international standards (e.g., CHS).
    Proficiency in data collection and analysis tools, including mobile data collection platforms (e.g., SurveyCTO) and data visualization tools (e.g., Power BI).
  • Strong analytical, reporting, and writing skills with the ability to produce high-quality documentation.
  • Experience in organizing and delivering capacity-building activities for staff and partners.
  • Fluency in English and Arabic and/or Kurdish, both written and spoken.
  • Strong interpersonal skills, cultural sensitivity, and the ability to work effectively with diverse teams.
  • Willingness and ability to travel extensively within Iraq.
