Oxfam is seeking a qualified consultant or team of consultants to lead comprehensive Programme and Partnership Learning Review of Oxfam's Ukraine Response. Review is to assess effectiveness, inclusivity, and sustainability of local humanitarian leadership (LHL), feminist, and partner-led approaches.

 

Objectives:

  • Evaluate how Oxfam’s internal systems, structures, and culture have supported or hindered partner-led approaches.
  • Assess the impact of financial and non-financial support to partners on local humanitarian leadership.
  • Examine programme quality, inclusivity, and responsiveness in a partner-led delivery model.
  • Analyze success of Oxfam’s partnership practices in building equitable, feminist, and sustainable collaborations.

 

Scope & Methodology:

Consultant(s) will conduct:

  • Desk reviews of internal and partner documentation
  • Inception meetings with Oxfam and partners
  • Key informant interviews and focus groups (in Ukrainian)
  • Validation workshops with stakeholders
  • Participatory and feminist MEAL approaches

 

Expected Outputs:

  1. Clear plan and methodology with schedule and the input required by different stakeholders, before beginning the review.
  2. Online validation workshops to ensure accuracy of findings and source recommendations from participants.
  3. Detailed learning review report responding to the learning questions detailed above, including: 
  1. Executive summary / learning brief (max 3 pages)
  2. Detailed findings against the learning questions (Programme, LHL and Partnership)
  3. A timeline of main events, feedback, changes made etc. for the partnership between Oxfam and partners in general
  4. Recommendations to Oxfam on actions to be taken to improve our partnering in the Ukraine Response in line with Oxfam’s partnership commitments and values. 
  5. Recommendations for further external learning work on partnerships, including network and collaboration opportunities. Adapted from https://www.oxfam.ca/publication/guidance-note-on-feminist-meal/
  6. Recommendations for external humanitarian actors for further progress on localization commitments based on learnings.
  7. Internal/confidential annex for Oxfam Ukraine response management with additional recommendations (if required, not for public distribution)
  8. The report would be submitted as draft for a pre-agreed turnaround time for comments from Oxfam, with a final version then submitted for sign off by the Response Director and Steering Group.

Final report content and structure to be agreed after discussion with consultants, team and Steering Group. Intended audience:

  • Internal: Oxfam Ukraine Response team, Oxfam Global Humanitarian Team and confederation-wide colleagues focused on humanitarian response and localization.
  • External: Oxfam partner organisations in Ukraine, humanitarian actors operating in Ukraine, international humanitarian community

 

      4. Feedback to partners on findings, in an appropriate way according to their input on the process with translation where needed.

Requirements:

  • Proven experience conducting participatory, feminist, and localization-focused evaluations
  • Strong understanding of humanitarian principles and partnership models
  • Fluency in English and Ukrainian
  • Availability to travel within Ukraine
  • Commitment to Oxfam’s values and safeguarding standards

 

How to apply:

Submit Expression of Interest (EoI) which must include:

  1. CV of the consultant/team of consultants.
  2. Outline of proposed methodology and timeline (including availability of consultant/team) 
  3. In a short summary of no longer than 2 pages, explain why you think you would be well 
    placed to carry out this learning review, giving demonstrable examples of how you have 
    carried out a review like this in a participatory and inclusive way.
  4. Confirmation of ability and willingness to travel to the following program areas in Ukraine:  Kyiv , Odesa, Mykolaiv and Kharkiv.
  5. Draft budget: consultants should provide a full budget which includes consultancy fees based on daily rate, translation and travel costs with the exception of travel and accomodation within Ukraine which will be organised and provided by Oxfam.
  6. Oxfam will require professional references for short listed candidates and successful candidates will be vetted via the World Check process.
