The Role:

 

Oxfam GB in Syria is looking for Information Management Officer based in Damascus - Head Office .

Department Purpose:

The MEAL department purpose is to increase Oxfam’s program impact in Syria by working closely with country management and program teams to improve program quality. The team works towards ensuring that quality Monitoring, Evaluation, Accountability, and Learning is implemented in programs and projects in Syria, in line with Oxfam in Syria’s Country Strategy, CAMSA and Global Standards. The core of the team role is that MEAL findings inform and contribute to the continuous improvement of Oxfam’s interventions.

Team Purpose :

The MEAL team works towards ensuring that quality monitoring, evaluation, accountability, and learning is implemented in programmes and projects in Syria, in line with relevant Oxfam standards and global best practice. The team ensures that MEAL findings inform and contribute to the continuous improvement of Oxfam’s interventions.

Job Purpose:

The Information Management Officer (IMO) is a position within the MEAL unit under the supervision of the MEAL Advisor. Oxfam in Syria seeks to strengthen and renovate data and information management systems that will enable improvement of internal management, program/project performance and evidence-based decision-making. Within this context, the Information Management Officer will develop,maintain, and support information management systems to support project/program implementation. IMO will plan, design, organize and coordinate the collection, compilation, consolidation, and analysis of data for project/program progress and outcome and impact monitoring. Feedback to planning processes and ensures better data management system. The IMO will support in the setup of the Information management System and will have responsibility for designing and maintaining the data bases and strengthening the system, building capacity of Oxfam and Partners organisation staff. This includes collecting, compiling, and analysing relevant data specifically based on the project process, output, outcome, and impact indicators.

Key Responsibilities (Technical, Leadership, People and Resource management)

  • Support in designing, improvement, and operationalisation of the IM system in Syria including working to build synergies and aligned reporting and processes across all Hub Offices & Country Program, Region and HQ.
  • Manage the Realtime databases/system at CO that ensures the availability of all required information based on program/project performance indicators.
  • Enhance the current IMS in place and support the roll-out and development of new databases in collaboration with the Programmes and MEAL Team.
  • Support with the visualization of data, including GIS data, using relevant software such as QGIS, Adobe Illustrator, Power Bi, Excel, SCTO etc.
  • Contribute to the quantitative analysis data using relevant software applications such as Excel, STATA and/or R Programming.
  • Design or contribute to the development and implementation of information management strategies and systems.
  • Design and deliver tailored IM training packages in line with the priorities.
  • Responsible for productions of maps & other geographic information products in coordination with MEAL Advisor and Thematic coordinators as well as charts and info-graphics materials.
  • Monitor the quality of data and information management activities at CO and Hub offices for integrity, veracity, reliability, and credibility as well as compliance with standards and norms.
  • Integrating, archiving, and extracting large datasets for cross referencing and statistical analysis, designing workflows and data collection models where necessary.
  • Improve data quality through field support, capacity building, monitoring and feedback.
  • Ensure and promote data security, data protection and responsible data-sharing.
  • Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
  • Promoting the collection of baseline data and indicators.
  • Writing data queries for analytical purposes using SQL, R script etc.
  • Create operational data management systems to enable effective analysis and monitoring including data quality control protocols and standards for validation and sharing of data.
  • Produce visual information such as tables, graphs, and other infographics in suitable format for reporting and illustration purpose.
  • Support the promotion of data and information sharing within the Oxfam, region and HQ and humanitarian community.
  • Develop and maintain an information management strategy, in consultation with the country office(s) concerned, including internal information flow.
  • Act as a data protection focal point by ensuring the awareness of staff and partners on data protection, breaches, and responsible data management.
  • Promote privacy and security by design and default in all data collections tools and systems for all data processing activities.
  • Engage with Privacy team contact if feels uncertain about certain about any data protection related matter.
  • Prepare information as requested by MEAL team and program staff and create dashboard or for easy data presentation.
  • Coordination with Area Managers regarding field operational needs.
  • Represent Oxfam at Damascus or other Governorate level, when required.
  • When requested, attend relevant sectoral coordination meetings to identify opportunities for integration of data collection activities, harmonization, secondary information sources etc.
  • Any other task (s) assigned by Line manager.

ESSENTIAL:

In addition:

  • Bachelor’s degree in data science/IT/Computer science, or relevant is desirable with Minimum 4 years’ direct experience in IM system designing in Livelihood, Emergency Response and WASH sectors or Diploma’s degree in data science/IT/Computer science, or relevant is desirable with Minimum 7 years’ direct experience in IM system designing in Livelihood, Emergency Response and WASH sectors.
  • Proven and demonstrable knowledge and experience in statistics, data analysis and/or information management and visualization.
  • Demonstrated experience with electronic data collection procedures and solutions (SurveyCTO) & in quantitative analysis highly desired including the use of relevant software applications (Excel, STATA, SPSS, R, Power Bi) is highly essential.
  • Good command of GIS software (ArcMap) and other data visualization software.
  • Exceptional organisational and prioritisation, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload.
  • Strong experience of gathering, analysing, and presenting quantitative and qualitative data.
  • Ability to work under pressure, ability to prioritise and commitment to meet deadlines.
  • Fluent in written and spoken English and Arabic.

Desirable

  • Knowledge in the establishment of Information management systems in real-time.
  • Expert in development of Real time monitoring dashboards
  • Minimum 1 year of experience in writing algorithms for database designing
  • Minimum 1 year of experience in writing script for R.
  • Familiarity with the Core Humanitarian Standard is an advantage.
