OXFAM IN IRAQ
Oxfam’s Iraq program was established in 2014 in response to the ISIS conflict. Over recent years, Oxfam's activities have centred around three main goals:

  1. Lifesaving Humanitarian Assistance
  2. Recovery Assistance
  3. Promotion of Women’s Rights

To achieve these goals, Oxfam’s work integrates the following key sectors across all interventions:

  • Water, Sanitation, and Hygiene (WASH)
  • Economic justice
  • Protection of Civilian Rights
  • Climate justice
  • Justice between sexes
  • Monitoring, Evaluation, Accountability, and Learning (MEAL)
  • Advocacy and Media

 

OUR TEAM
The Information Management Assistant role is part of the MEAL department, which includes the MEAL Lead, Roving Senior MEAL Officer, and this Assistant position. Additionally, the MEAL team includes MEAL interns focused on field implementation.

This position will receive technical support from the MEAL Lead and collaborate with the Digital Programme Advisor based in Lebanon.

 

JOB PURPOSE

The Information Management Assistant will primarily focus on information management, with limited M&E responsibilities. The role’s primary objective is to establish a robust information management system that encompasses the following components:

  • Data Collection: Digitalized via SurveyCTO, with features such as data validation for data quality assurance.
  • Database: Collected data will be automatically integrated into an Excel database using Power Query, providing basic analysis.
  • Project Dashboard: Each project’s data, metrics, and progress will be visualized through charts or Power BI dashboards.
  • Automated Reporting: Automatic calculators for project indicators will be set up in Excel or Power Query with different filter setting.

The M&E responsibilities will be limited to ensuring effective implementation of MEAL activities in the field, assisting the Roving Senior MEAL Officer in establishing and maintaining an efficient MEAL system.

 

CORE DETAILS AND RELATIONS

  • Reporting to: NW Area Manager
  • Job Grade: E1
  • Contract Type: Fixed Term
  • Location: Ramadi, Anbar, Iraq (with frequent travel to field locations including Salah ad Din)
  • Direct Reports: None
  • Budget Responsibility: No direct budget management though will work with the line manager to track day-to-day MEAL expenditures and prepare requisitions as needed.

 

TASKS & RESPONSIBILITIES

Information Management

  1. Data Collection
    • Design digital data collection tools on SurveyCTO, embedding validation and data quality checks.
    • Develop distinct data collection systems for each project.
    • Utilize case management features to facilitate data sharing within each project.
    • Address any issues related to data collection promptly.
  1. Database
    • Create project-specific databases.
    • Set up automatic data integration from SurveyCTO to Excel using Power Query.
    • Ensure databases are organized and accessible.
    • Incorporate basic automatic analyses within databases.
    • Verify data accuracy and conduct daily uploads and refreshes for project data.
  1. Visualization
    • Develop project-specific dashboards using Excel or Power BI to display metrics, performance indicators, and project progress.
    • Update dashboards based on project and program team needs.
    • Integrate performance alerts to highlight any necessary actions.
  1. Automated Reporting
    • Create automatic calculators for each project’s indicators.
    • Integrate filters for age, completion date, and status into calculations.
    • Link automated reports to broader Oxfam reports, including the annual report.

Monitoring and Evaluation (M&E)

  • Support the Country MEAL Officer and the Area Manager in implementing MEAL frameworks and adhering to Oxfam quality standards.
  • Assist in recruiting and training data collectors.
  • Manage and supervise data collection activities, including focus group discussions, post-distribution monitoring, surveys, and observations.
  • Coordinate with project teams and partners to finalize data analysis and draft reports.
  • Regularly update project teams on potential risks, challenges, and emerging opportunities.
  • Ensure proper organization and storage of all MEAL-related data and documentation.
  • Share feedback and complaints with field teams and track follow-ups.
  • Support evaluations, including coordinating field data collection, reviewing reports, and sharing findings.
  • Assist project teams and partners in documenting lessons learned and best practices.
  • Organize or support field-based reviews and learning events.
  • Attend relevant field-level sectoral coordination meetings to explore opportunities for data collection integration, harmonization, and use of secondary data sources.
  • Undertake any other MEAL-related responsibilities as assigned by the line manager.

 

TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE

  • Information Management
    • Relevant experience in information management, IT, or a related field, with an academic background in computer science or similar.
    • Experience with digital data collection platforms, such as SurveyCTO and ODK.
    • Proficient in using Power Query, Power BI, and Excel for data visualization and management.
  • Work and Academic
    • Prior work experience in NGO or INGO settings.
    • Skilled in analysing, and presenting both quantitative and qualitative data.
    • Demonstrated ability to manage organized digital systems for data storage and analysis.
  • Communication and Initiative
    • Strong communication skills in both written and spoken English and Arabic.
    • Ability to work proactively with minimal supervision.
    • Proven computer literacy, with advanced knowledge of word processing, spreadsheets, Excel formulas, and pivot tables.
