The Role:

 

Oxfam GB in Myanmar is looking for Humanitarian Response and Resilience Coordinator.

 

Job Purpose:

 

To lead and coordinate Oxfam’s earthquake response and resilience initiatives in Mandalay and Sagaing regions, working closely with local partners, local authorities, and cluster systems. This role ensures program quality, coordination, and effective delivery of humanitarian interventions in collaboration with diverse stakeholders at the local level.

Key Relation/Interaction:           Local partners, area and regional authorities, cluster leads, humanitarian response team, MEAL, Protection, Gender, Operations

 

Key Responsibilities:

 

Humanitarian Programme Leadership

  • Lead local-level implementation of Oxfam’s humanitarian strategy in Mandalay and Sagaing.
  • Work with partners to implement response activities and resilience-building programs.
  • Facilitate regular project reviews, planning sessions, and community consultations.
  • Support the integration of humanitarian programming with long-term development and influencing strategies.
  • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
  • Ensure all intervention adhere to Do No Harm principles and relevant program quality guidelines.
  • Ensure that program delivery is timely, gender-responsive, inclusive, and aligned with Oxfam quality standards.

Coordination & Stakeholder Engagement

  • Represent Oxfam in relevant humanitarian coordination platforms and cluster meetings.
  • Build strong relationships with local authorities, civil society organizations, and community groups.
  • Act as the local focal point for humanitarian coordination and liaise with UN agencies, INGOs, and donors as needed.

Monitoring, Learning, and Accountability

  • Ensure robust systems for data collection, monitoring, and learning.
  • Support MEAL processes, assessments, and reporting at the field level.
  • Promote safe programming and accountability mechanisms with communities and partners.

Capacity Strengthening & Localisation

  • Identify capacity needs and provide support to local partners and stakeholders.
  • Contribute to Oxfam’s localisation and humanitarian leadership initiatives.
  • Map and develop partnerships in high-risk and disaster-prone areas.

Emergency Preparedness and Response

  • Lead contingency planning and emergency preparedness with partners.
  • Coordinate initial rapid assessments and responses in emergencies.
  • Ensure readiness for deployment in case of future shocks (up to 3 months).

Finance and Compliance Management

  • Ensure compliance with donor and Oxfam regulations related to emergency programming.

 

What we are looking for:

 

Essential:

  • Minimum 5 years’ experience in humanitarian programming, preferably in Mandalay and/or Sagaing.
  • Demonstrated capacity in emergency response, coordination, and resilience-building.
  • Experience in working with local partners and government systems in Myanmar.
  • Strong project management, facilitation, and partner engagement skills.
  • Knowledge of humanitarian standards (Sphere, Core Humanitarian Standard, etc.).
  • Commitment to gender equality and inclusive programming.
  • Fluency in English and one or more local languages of Mandalay/Sagaing.
  • Ability to travel frequently and work in dynamic field conditions.

Desirable:

  • Experience in earthquake or disaster response contexts.
  • Familiarity with Oxfam systems, values, and localization agenda.
