The Role:

 

Oxfam GB in Myanmar is looking for Humanitarian Programme Coordinator.

 

Job Purpose:

 

To work closely with humanitarian team and local partners on humanitarian response programme and strengthen programme quality of Oxfam’s humanitarian programmes at the operation level. The position will support in planning and implementing Oxfam’s humanitarian strategy.

 

Key Responsibilities:

 

Leadership and management – Humanitarian Programme

  • Work with the Humanitarian Programme Manager (HPM) and Senior Programme Manager (SPM) to develop action plan on agreed framework to ensure integration of our existing and future humanitarian work with other programme priorities.
  • Collaborate, plan, engage and support local partners in the implementation of humanitarian projects.
  • Ensure support to partners to financial management, compliance and other required support.
  • Close monitoring of the implementation of the projects and support partners as needed through organizing project planning and review workshops, remote monitoring, and extending technical support as needed.
  • Support Senior Programme Manager and field humanitarian teams on development and achievement of high-quality humanitarian response and recovery programmes consistent with Oxfam's standards, values and codes.
  • Work with the Senior Programme Manager to ensure solid management of financial and other resources, to deliver programmes in accordance with Oxfam procedures, values and donor requirements.
  • Support the Senior Programme Manager and field humanitarian teams in ensuring on-going analysis of humanitarian trends, their implications and response options.
  • Ensure that the programme is implemented in a consultative, participative and gender sensitive way and meets Oxfam's quality standards.
  • Coordinate with other colleagues in Oxfam to ensure that humanitarian programme teams provide regular, consistently high-quality reports on programme and projects.
  • Enable the localisation of humanitarian leadership and programme effectiveness with Oxfam partners.
  • Engage in partners mapping and capacity building for efficient last mile humanitarian readiness for Oxfam in Myanmar.

Humanitarian Preparedness and Response

  • Strengthen Information Management System by identifying reliable sources of information and building networks for early warning.
  • Ensure the contingency plan is regularly reviewed and updated. In addition, support and facilitate partners to develop their preparedness plan and response capacity.
  • If required, in times of humanitarian emergencies, provide leadership for response at field level (relocation for up to 3 months if necessary).
  • Coordinate assessment data collection and compilation within the set timeframe.
  • Provide technical and/or management support to the implementation of humanitarian response projects.
  • Support humanitarian team for appropriate and high-quality documentation throughout the process (sitreps, emergency updates, assessment reports, concept notes, donor reports, etc).
  • Ensure adequate mobilization and use of human and financial resources throughout the process.

Humanitarian Capacity Investment

  • Regularly update of humanitarian partners mapping and lead to explore new partnership with CSO and NGOs in disaster prone areas across the country.
  • Support Senior Program Manager to develop appropriate humanitarian capacity investment strategy to local partners including CSOs and government bodies.
  • Together with humanitarian programme adviser, contribute to effective implementation of Oxfam humanitarian capacity building strategy and support SPM in resource mobilisation across the country if required.

Fundraising & Grant Management

  • Support Senior Programme Manager and respective project/programme managers to identify opportunities for fundraising by leading on the development of humanitarian programme proposals.
  • With the support from funding team, ensure all donor contract management requirements at operation level are understood by the programme teams and local partners.

General

  • Develop and maintain a healthy environment for the team, coordinating timely discussions on strategic programming issues. Ensure that staff members reflect the institutional character in their relationships with partner organizations and allies.
  • Support the professional development and growth of the Humanitarian team member if needed.

Other

  • Eager and required to adhere to Oxfam’s principles and values (click here) as well as the promotion of gender justice and women's rights (click here).
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

 

What we are looking for:

 

Essential:

  • Experience of working in humanitarian and conflict setting in Myanmar.
  • Significant field experience in humanitarian response management, including proven experience in transition and development issues, especially in complex environments.
  • Proven evidence of leadership skills including the ability to challenge, motivate and develop a team through periods of programme change.
  • Demonstrated facilitation, coaching and mentoring skills.
  • Proven evidence of experience in working with local humanitarian partners in Myanmar.
  • Proven analytical skills and ability to work with others to develop strategy into action and communicating this to a wider audience.
  • Strong experience in project and programme management.
  • Sound understanding and demonstrated experience on “partnership” and “localisation”.
  • Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of programme work.
  • Meeting agreed deadlines in a stressful and fast paced environment, will be critical.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural context.
  • Excellent interpersonal and team skills, as well as, ability to work independently.
  • Fluency in both written and spoken English.
  • Fluency in any major languages of Myanmar.
