Focus on building and sustaining strong and equitable relationships with all partner organizations in support of delivering high quality interventions through a shared vision and goals, and adding value in four key areas: linking and convening stakeholders for policy advocacy and program development/enhancement, facilitating technology transfer, building partner’s capacity, and contributing to knowledge management by disseminating information, generating feedback and sharing lessons to diverse stakeholders.
This role ensures that MEAL frameworks are effectively designed, implemented, and aligned with project outcomes, enabling systematic activity tracking, quality control, and evidence-based decision-making. The post holder works closely with partner MEAL Officers, technical advisors, and project teams to build capacity, promote learning, and ensure that feedback and complaints mechanisms are functional and responsive to community needs. The Officer contributes to donor reporting, proposal development, and portfolio-level data management, while supporting the integration of accountability and social accountability approaches within humanitarian interventions. This position plays a key role in fostering a partnership approach that empowers local actors and strengthens local humanitarian leadership, ensuring that monitoring and evaluation processes are collaborative, principled, and grounded in shared learning.

The Humanitarian MEAL Officer ensures the implementation of effective Monitoring, Evaluation, Accountability, and Learning systems and plans for Oxfam and its partners' humanitarian projects. This includes designing or enhancing project MEAL frameworks and leading the tracking of partner activities to ensure alignment with project outcomes. The post holder works closely with MEAL Officers from partner organizations, technical advisors, and staff from Oxfam and its partners to monitor, evaluate, and learn from project implementation processes and impacts. The role also supports the Humanitarian Portfolio MEAL database and promotes evidence-based learning and programming. Additionally, the Officer contributes to donor reporting and assists in writing concept notes and proposals for humanitarian response projects, as well as annual portfolio reporting.
