Focus on building and sustaining strong and equitable relationships with all partner organizations in support of delivering high quality interventions through a shared vision and goals, and adding value in four key areas: linking and convening stakeholders for policy advocacy and program development/enhancement, facilitating technology transfer, building partner’s capacity, and contributing to knowledge management by disseminating information, generating feedback and sharing lessons to diverse stakeholders.

 

Job Purpose

This role ensures that MEAL frameworks are effectively designed, implemented, and aligned with project outcomes, enabling systematic activity tracking, quality control, and evidence-based decision-making. The post holder works closely with partner MEAL Officers, technical advisors, and project teams to build capacity, promote learning, and ensure that feedback and complaints mechanisms are functional and responsive to community needs. The Officer contributes to donor reporting, proposal development, and portfolio-level data management, while supporting the integration of accountability and social accountability approaches within humanitarian interventions. This position plays a key role in fostering a partnership approach that empowers local actors and strengthens local humanitarian leadership, ensuring that monitoring and evaluation processes are collaborative, principled, and grounded in shared learning.

  • Oversees the overall management, supervision, and coordination of the project's MEAL component, working in conjunction with Oxfam, partner, and consortium MEAL Officers.
  • Exercises sound judgment in operational decision-making to address diverse and complex challenges.
  • Holds a significant role that impacts the humanitarian response project and has the potential for wider organizational influence.
  • Represents Oxfam to external contacts, including partners and other stakeholders, and may engage with senior external contacts and supporters who hold influence.

KEY RESPONSIBILITIES:

The Humanitarian MEAL Officer ensures the implementation of effective Monitoring, Evaluation, Accountability, and Learning systems and plans for Oxfam and its partners' humanitarian projects. This includes designing or enhancing project MEAL frameworks and leading the tracking of partner activities to ensure alignment with project outcomes. The post holder works closely with MEAL Officers from partner organizations, technical advisors, and staff from Oxfam and its partners to monitor, evaluate, and learn from project implementation processes and impacts. The role also supports the Humanitarian Portfolio MEAL database and promotes evidence-based learning and programming. Additionally, the Officer contributes to donor reporting and assists in writing concept notes and proposals for humanitarian response projects, as well as annual portfolio reporting.

 

Monitoring, Evaluation, Accountability, and Learning

  • Develops, manages, and oversees the MEAL system for assigned humanitarian projects in collaboration with MEAL Officers and relevant technical staff from Oxfam partners.
  • Builds the capacity of Oxfam and partner staff through mentoring on MEAL systems, processes, methodologies, and data protection issues related to data collection and management.
  • Supports the implementation of monitoring systems that systematically track partner activities and their alignment with project outcomes, and develops or advises on appropriate monitoring tools and methods to ensure compliance with agreed MEAL plans.
  • Collaborates with Humanitarian Portfolio Officers, the WASH Advisor, and the GEDSI Focal Point to oversee project monitoring, reporting, and quality control.
  • Gathers, tracks, reports, and analyzes response data from rapid response and projects, and shares this information with the humanitarian team, partners, coordination clusters, communications focal points, and other relevant staff and networks.
  • Works with Oxfam and partner staff to prepare and disseminate high-quality reports and project documentation, sharing lessons learned among partners, local government units, relevant agencies, coordination clusters, and donors.
  • Regularly reports to the Humanitarian Portfolio Manager, Officers, WASH Advisor, GEDSI Focal Point, and the Project Management Team on project issues, risks, implementation status, and emerging opportunities and threats.
  • Assists in establishing community-based feedback and complaints mechanisms, ensuring thorough documentation, referral, resolution, and feedback within the overall complaints management process.
  • Supports the development, review, and revision of tools based on contextual needs, issues, and sectoral requirements of the humanitarian portfolio.
  • Aids in establishing social accountability mechanisms within humanitarian projects.
  • Utilizes monitoring and evaluation data to support evidence-based influencing and communications.
  • Collaborates with other Humanitarian MEAL Officers to systematically collect, input, track, and update the Humanitarian Portfolio dashboard and reports portfolio data in Oxfam's mid-year and year-end assessments, Footprint report, Country Operational Report, Annual Program report, and other reporting mechanisms.
  • Actively participates in external evaluations, audits, and monitoring as assigned, extracting critical lessons learned and best practices, and contributing to research design and activities related to humanitarian response and disaster preparedness projects.

 

Program and Partnership Development, Reporting, and Updating

  • Supports the Humanitarian Portfolio Manager, Officers, WASH Advisor, GEDSI Focal Point, and partner project staff in retaining knowledge by ensuring all relevant information is included in the Humanitarian MEAL Dashboard.
  • Assists the Humanitarian Portfolio Manager, Officers, GEDSI Focal Point, and partner MEAL and technical staff in preparing project narrative and financial reports to ensure quality and donor compliance.
  • Supports the advancement of the partnership approach in humanitarian response, anticipatory action, and disaster preparedness projects.
  • Supports the Humanitarian Portfolio Manager, Officers, WASH Advisor, and relevant Oxfam staff in developing strong organizational relationships with NGO partners, ensuring these reflect the spirit and intent of the partnership approach. This includes ensuring partners are equal stakeholders in project management, reporting, and MELSA, and that engagement with partners is empowering, principled, and fully aligned with the partnership approach, contributing to local humanitarian leadership.

 

Other Responsibilities

  • Joins the Oxfam rapid assessment and response team for new emergencies and supports MEAL activities during rapid assessments.
  • Participates in Oxfam, partner, and consortium activities.
  • Actively engages in discussions shaping the context in which humanitarian projects operate and shares information on project progress and issues that may affect the work of other teams.
  • Performs priority organizational tasks related to competencies as may be assigned from time to time.

 

Essential Specifications

  • Extensive experience in leading Monitoring, Evaluation, Accountability, and Learning (MEAL) for humanitarian and development projects, including writing proposals, concept notes, and narrative reports.
  • A minimum of 3 years of experience in MEAL within humanitarian emergencies, covering various thematic areas, preferably in WASH, emergency food security, vulnerable livelihoods, shelter and non-food items (NFIs), gender and protection, anticipatory action, and disaster risk reduction (DRR).
  • Excellent interpersonal and communication skills, with the ability to work effectively with individuals from diverse socio-cultural backgrounds, including various stakeholders.
  • Capable of working independently with minimal supervision, even under tight deadlines and in different cultural contexts.
  • Willingness to travel and participate in field activities, as well as in-person and online meetings or calls, often beyond typical working hours.
  • Strong commitment to gender equality and women's rights, along with substantial knowledge and experience in integrating GEDSI issues into MEAL frameworks.

 

Desirable

  • Knowledge of GEDSI, Do-No-Harm principles and conflict sensitivity.
  • Demonstrated experience and knowledge of MEAL tools aligned with humanitarian principles, Core Humanitarian Standards, and Accountability to Affected Population (AAP)
  • Proficiency in designing, facilitating and documenting meetings.
  • Proficiency in data gathering applications (SCTO, KoboTool) and tools for project MEAL systems
  • Experience in basic capacity development initiatives across partner organizations.
