The Role:

 

KEY RESPONSIBILITIES:

 

Support to managers on people management

Pro-actively advise all managers on Oxfam HR policies, conditions of employment, staff handbook and local labour code and ensure proper application.

 

Recruitment

Responsible for assigned recruitment processes, assist recruitment managers in long listing,  assist in preparing questionnaires, take part in interviews where necessary. Ensure Oxfam procedures are followed and that managers are trained in following Oxfam procedures.

Ensure that reference checks are made and pre employment medical test results are checked.

Maintain Oxfam South Sudan jobs account

Use E-Arcu system where necessary and keep the system updates

Ensure proper filing of recruitment documents

Induction (orientation)

Contribute to  proper induction processes for all staff

Ensure that assigned new staff have proper induction for Oxfam knowledge in general, HR topics and programme and job related topics

 

Contracting, payroll

Ensure that staff  have contracts before they start working, and that all related paperwork is complete.  Ensure that staff details are entered into payroll and that payroll is submitted timely. Ensure that proper staff files are kept.  Inform managers about end of probation dates and end of contract dates.  .

 

GOLD

Ensure that staff information is recorded on GOLD database and that information is up-to-date

Ensure all medical claims are put into GOLD in a timely manner

Ensure adequate administration of leave (sickness leave and other), through GOLD or otherwise

 

Staff welfare

Ensure procedures for medical care, hospitalisation and/or medical evacuation are in place and known to staff.

Ensure that minimum health and safety requirements are being adhered to

 

Performance Management and Staff Development

Ensure that performance management processes are known to managers and staff and implemented. 

Follow up with managers on all aspects of the performance management cycle: setting objectives, giving feedback, addressing poor performance, interim review and annual review.

Discuss with managers training needs for groups and individuals and support in organising training (within budget limits)

 

Leavers and Exit Procedures

Ensure that Oxfam procedures are being followed.

 

O:/Drive and shared files

Ensure that the O drive is organised in an orderly manner in order for users to have easy access to information.

SKILLS AND COMPETENCIES:

  • A degree in human resources management or related relevant subject
  • 3 years of professional experience in HR management
  • Detail oriented and good record keeper
  • Adaptable in approach to work and able to work under pressure
  • Ability to work independently
  • Good communications skills, both written and verbal
  • Good computer skills (MS Office, databases)
  • Service oriented
  • Understanding the complexity of working in a multi cultural environment
