The Role:

 

Oxfam GB in Syria is looking for National HR Assistant in Damascus, Head Office

 

DEPARTMENT PURPOSE: The Human Resources department is responsible for people strategy; ensuring efficiency and effectiveness in delivery of Oxfam’s human resource operations, whilst ensuring consistency and transparency in line with OGB policies, procedures and systems.

TEAM PURPOSE: The HR team is responsible for providing quality HR services support to Oxfam’s Syria Program. Working with other members of the HR team, the post holder role will be responsible for contributing to the objectives and delivery of HR metrics, analysis, projects, reporting.

Ensuring implementation of OGB HR approved policies, procedures and processes, compliance of HR minimum standards and delivery of agreed Key Performance Indicators.

JOB PURPOSE: Provides administrative support for HR and related projects, whilst coordinating and analysing information and trends related training and development, performance management, reward and benefits compensation. 

Establish, administer, and communicate sound policies and practices that treat employees with dignity and equality while maintaining compliance with applicable law, policy and regulation.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

KEY RESPONSIBILITIES

  • Support performance management systems that foster accountability, learning, and continuous improvement across humanitarian programs.
  • Support the design, coordination, and delivery of learning initiatives that build staff capacity and align with humanitarian principles and organizational goals.
  • Support Performance Management and Learning Activity Administration.
  • Organize training courses and more generally for the day-to-day management of training activities.
  • Support the implementation of the emergency roster and keep all records updated including but not limited to candidate management under the support of the Senior HRO.
  • Contributing to the delivery of key projects across the HR team, with responsibility to maintain all data, information and other related administrative aspects.

Performance Management:

  • Collect performance data to identify trends and share with the Senior HR Officer.
  • Support resolution of performance-related issues and improvement plans, where requested.
  • Maintain confidentiality and compliance with internal policies and donor standards.

Learning & Development:

  • Conduct training needs assessments and help identify learning gaps across departments.
  • Assist in preparing learning materials (manuals, presentations, awareness content), update and revise the structure and content of existing training activities in order to align training offer to learning and development needs.
  • Coordinate and facilitate training sessions, workshops, and onboarding programs.
  • Ensure new staff undertake all mandatory trainings.
  • Contribute to the development of career development initiatives (e.g. coaching, mentoring).
  • Administrate the training process, organise course bookings, room bookings, communicate with delegates and trainers and ensure that evaluation forms are sent out, collated and analysed.
  • Organise various trainings as set in the annual training plan and in contact with internal and external stakeholders.
  • Take care of all the logistics aspects related to the courses as well as all the financial workflows in coordination with Procurement & Logistics department, where applicable.
  • Promote learning opportunities and communicate training calendars to staff (e.g: via the bi-weekly internal newsletter).

Project support

  • Participate in various ad-hoc projects related for instance to learning & development and induction and more generally to talent development.

HRIS:

  • Maintain training records and databases, ensuring accuracy and confidentiality
  • Maintain completed and updated records on PSHR on a timely manner.

Maintain active readiness as a member of Oxfam’s emergency response roster, available for rapid deployment during urgent assignments.

Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.

Other duties may be reasonably required in supporting the delivery of team objectives, responsiveness and outcomes, including travelling to other hubs at short notice as required.

In addition:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Bachelor's degree holder Minimum of 2 years of experience in L& D or HR role in private or humanitarian sectors, or High secondary education 5 years of experience This experience should include HR related roles within the preferably humanitarian or development sector, at either national or international levels.
  • Demonstrated skills in project administration and coordination.
  • Experience in dealing with databases and reporting using advanced excel.
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Flexibility & adaptability with the ability to work under pressure and in insecure areas.
  • Proficiency in English and Arabic both written and verbal.
  • Flexibility and willingness to travel up to 75% within Syria as required.
  • Strong computer skills, including MS Office Suite (Word, Excel, PowerPoint) and HRIS.

 

Desirable

  • Experienced in working across multi discipline projects – recruitment, talent, compensation and benefits
  • Familiarity with local laws and regulations affecting non-profit operations in Syria.
