Do you have experience managing multi-million-dollar programme portfolios, including donor engagement, financial oversight, compliance, and risk management?

The Role:

Oxfam in Bangladesh is looking for a Head of Programmes to provide strategic leadership for its integrated humanitarian, development, and influencing portfolio. As a member of the Country Leadership Team, you will lead the design, implementation, and continuous improvement of high-quality, locally led, feminist, and partnership-based programmes. The role is responsible for driving programme quality, humanitarian preparedness and response, resource mobilisation, strategic partnerships, evidence-based influencing, and organisational learning while ensuring alignment with Oxfam's Global Strategic Framework 2030 and the Bangladesh Country Strategy. You will represent Oxfam with government, donors, UN agencies, civil society, and other key stakeholders to maximise programme impact and influence across Bangladesh.

An ideal candidate for the role will also be/have:

  • Be a strategic and inspiring leader with extensive experience leading complex humanitarian and development programmes.
  • Demonstrate exceptional leadership, partnership-building, negotiation, and influencing skills across diverse stakeholders.
  • Have strong analytical and political acumen, with the ability to navigate complex environments, manage competing priorities, and make sound evidence-based decisions.
  • Be an excellent communicator with outstanding written, reporting, and presentation skills in both English and Bangla.
  • Have proven experience managing multi-million-dollar programme portfolios, donor relationships, compliance, safeguarding, security, and organisational risk.
  • Thrive in fast-paced and challenging environments, demonstrating adaptability, resilience, and sound judgement under pressure.
  • Be committed to localisation, gender justice, diversity, inclusion, safeguarding, and empowering partners and communities.
  • Be innovative, forward-thinking, and committed to continuous learning and driving organisational improvement.
  • Be willing and able to travel regularly to programme locations across Bangladesh and internationally as required.
