The Role:

The Head of Business Development is a key member of the Country Management Team, providing strategic leadership on funding, donor mapping, and partnership development. This role is responsible for shaping and implementing the country’s business development and resource mobilization strategy, generating diverse funding opportunities, and strengthening donor relationships. The position involves fostering innovation in programme design, ensuring cost-effective interventions, and guiding teams to meet donor requirements with high-quality proposals and reports. The Head of Business Development will explore non-traditional funding streams, build strategic partnerships—including with the private sector and academia—and mobilize support across Oxfam affiliates. This role requires exceptional expertise in partnership building, grant management, and strategic planning to advance Oxfam’s funding aspirations and programme impact.

 

 

What we are looking for:

An ideal candidate for the role will also be/have:

  • Bachelor’s degree in a relevant field with a minimum of 10 years’ experience in programme design, fundraising, and contract management (Essential).
  • Proven ability to devise and implement effective resource mobilization strategies (Essential).
  • Demonstrated track record in identifying new business opportunities and building strategic partnerships (Essential).
  • Experience in planning, securing, and managing funds from institutional donors such as FCDO, EU/ECHO, SIDA, SDC, DFAT/ANCP, KOICA, ADB, WB, and UN agencies for an international agency.
  • Experience collaborating with and leading technical teams to develop donor-funded programme proposals.
  • Strong networking, representation, and negotiation skills.
  • Ability to work effectively across teams, organisational boundaries, and cultures, utilising diverse expertise to achieve objectives.
  • Adaptability to work in multicultural, multilingual, and multidisciplinary environments.
  • Superior verbal and written communication skills in English, with ability to analyse and synthesise complex issues.
  • Proficient in office software, internet navigation, and related IT tools.
  • Experience in capacity building, including coaching and delivering training to staff and partners in business development.
  • Strong numeracy, financial, and IT skills with high attention to detail for donor budget preparation, reporting, and financial monitoring.
  • Ability to prioritise and manage time effectively in a dynamic environment with tight deadlines across multiple time zones.
  • Understanding of and commitment to mainstreaming crosscutting issues, such as gender and protection, with proven experience supporting gender mainstreaming in programme development.
