The Role:

 

Oxfam GB in Myanmar is looking for Grant Manager.

 

Job Purpose:

 

This is one of the key positions in the Oxfam Finance Department and is critical for overseeing all aspects of partner grants to ensure smooth operations and effective linkages with partner grant management. The position provides strategic leadership and support to the grants team within the Finance Department. S/he will be responsible for maintaining the grants tracker and providing technical mentoring and coaching to both the Oxfam grants team and partner organizations. The role will work closely with implementing partners, the grants team, and project managers. The Grant Manager will have overall responsibility for grant management and for strengthening the capacity of implementing partners in Oxfam’s humanitarian programmes in Myanmar.

Key Responsibilities:

 

Grant Management Leadership and Strategic Support

  • Oversee grant management under Oxfam programs, including pre-award assessments, risk assessments, updating and analysing the grant matrix, reviewing or producing relevant reports, monitoring awards, and managing post-award processes from a financial perspective.
  • Oversee and analyse grant expenses for different projects under Oxfam in Myanmar, as well as partner expenses and variances, to advise the Head of Finance and Operations on expenditure trends and potential issues.
  • Play a key role in ensuring accurate coding of partner expenses and full compliance with both Oxfam in Myanmar’s internal policies and donor requirements.
  • Act as the focal point for grants by facilitating and collecting information from the grants team for proposal development and submission to the Head of Finance and Operations and respective programs for the sign-off process.
  • Develop grant monitoring plans, ensure the grant team conducts regular monitoring visits, and make sure that monitoring visit reports are properly documented to notify corrective actions if needed.
  • Coordinate with the grants team to ensure all partner expenditures are uploaded into Oxfam’s system in a timely manner.
  • Coordinate with the grants team to provide training and coaching to partner organizations on financial procedures, to ensure compliance with requirements and reduce the risk of ineligible costs.
  • Work closely with the Executive Affiliate, the regional platform, and participating affiliates on grant risk assessments and reporting to ensure a risk-free program delivery environment.
  • Review and sign off on partner financial reports reviewed by the grants team and ensure timely submission of accurate partner expenditure reports to the donor reporting coordinator.
  • Ensure that all partner financial reporting requirements are met efficiently and effectively before submission to the donor reporting coordinator.
  • Ensure compliance with donor regulations in all grant transactions and partner processes; keep the Head of Finance and Operations informed of major compliance issues or challenges, while taking corrective actions with the respective partners and Oxfam programs.
  • In coordination with the Head of Finance and Operations and the grants team, prepare appropriate internal control requirements and capacity-strengthening plans for partner organizations.
  • Work closely with program and finance teams to ensure partner grants are effectively managed and reports comply with donor policies and procedures.
  • Contribute to evaluating and improving own practices in line with Oxfam’s ways of working and policies.
  • Actively participate in proposal development activities, performance evaluations, meetings, and debriefings.
  • Participate in partnership dialogues and audit review meetings with partners.

Contract and Financial Management

  • Review grant agreements from a partner financial management perspective prior to signature, ensuring compliance with specific rules and requirements; suggest negotiation points and analyse the impact of requirements on the organization’s policies and procedures.
  • Review partner financial reports for accuracy, ensuring they follow the specified format and are submitted within the agreed timeframe, in coordination with the grants team.
  • Advise the programme and grants team on potential donor compliance issues or concerns.
  • Ensure adherence to donors’ financial requirements for Oxfam’s partners.
  • Oversee that all required information related to partner grants and expenditures is accurate and uploaded into the system for the contract closure process.
  • Ensure the completeness, accuracy, and timeliness of all partners’ financial reports for both internal and external purposes.
  • Organize the grants team to verify all partner expenditure payments, ensuring they are in line with Oxfam and donor policies and procedures.
  • Work collaboratively with Programme staff, Finance colleagues, and partners in regular Budget vs. Actual (BVA) review meetings, clarifying any policy deviations and supporting corrective actions to ensure compliance.

Team Management

  • Supervise the grants team to conduct quarterly field visits to engage with finance staff from partner organizations and monitor their financial management practices.
  • Ensure the grants team produces quality partner visit reports after field visits and submit them to the Head of Finance and Operations and respective Program Managers.
  • Support the grants team in the auditing process, particularly regarding partner expenditures.
  • Act as the key focal point for the grants team within Oxfam in Myanmar.
  • Manage the performance of team members through clear objective setting, regular reviews, constructive feedback, monitoring of performance and development plans.
  • Support the continuous professional development of team members by ensuring appropriate learning and development opportunities are in place.

  • Actively contributing to the development and maintenance of security management policy and procedures.

Safeguarding

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct. 

Other

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

What we are looking for:

 

Skill and Competence:

  • A university degree in accounting or Finance is required and an advanced degree (such as ACCA) is preferred.
  • Minimum of 5–7 years of relevant experience in partner financial management.
  • Strong knowledge of financial management and donor guidelines, preferably within NGOs, funded organizations, or in partnership with implementing partners.
  • Skilled in implementing Oxfam’s financial policies, procedures, and good practices.
  • Experience working with partner organizations, including capacity building, financial oversight, and grant management.
  • Able to prioritize work, manage multiple tasks, and meet deadlines independently.
  • Strong judgment, diplomacy, negotiation, and interpersonal skills; able to remain calm under pressure.
  • Effective verbal and written communication skills.
  • Proficient in MS Word, Excel, finance software, email, and Internet.
  • Experienced in coaching junior and peer staff and working collaboratively in teams.
  • Commitment to humanitarian principles, gender equality, and diversity.
  • Excellent organizational and planning skills, with the ability to manage multiple grants efficiently.
