The Role
Oxfam has been working in South Sudan since 1983. Our Programmatic Strategy concentrates on saving lives, Resilient Livelihoods, Advancing Gender Justice and Good Governance and Active Citizenship through a full spectrum platform that includes humanitarian response, recovery and resilience, long term development and policy and advocacy. RESPONSIBILITIES |
|
Due to the extremely fluid context in South Sudan, the responsibilities and working locations for this role are subject to change based on evolving needs. The post-holder must, therefore, maintain flexibility and be prepared to travel widely across South Sudan, as security and access permit. Ø Technical and strategic leadership Ø Lead Resilience and Climate Initiatives and provide strategic vision on how Oxfam should work for the best impact to tackle the interconnected Climate and Inequality Crisis. Ø Keep abreast of new development, emerging trends, research, and best practices in resilience and climate action in line with Oxfam’s organisational position and train/orient program teams on these issues so they are up to date and able to adapt programs to new thinking/approaches. Ø Develop resilience and climate action strategies aligned with global and regional commitments, Oxfam’s country, Oxfam in Africa and Global strategies, and national/sub-national government plans. Ø Contribute to the broader strategic planning process - anticipatory and multi-sector response planning and programme design initiatives by providing technical guidance and support on resilience and climate action in the planning and design phase. Ø Contribute to national and sub-national level resilience and climate actions policies, framework, guidelines and program development led by Governments.
Ø Program development Ø Gather and analyse resilience and climate related information and data and make it available to Oxfam and partners to develop contextually appropriate and technically sound resilience and climate action programming and to inform policy and advocacy efforts. Ø Lead the resilience and climate action program development, through the development of sound and evidence-based concept notes, proposals and budgets in close coordination with relevant program and support staff. Ø Provide inputs to ensure that approaches included adequately promote environmental protection, biodiversity, sustainability and climate change adaptation. Ø Propose innovative approaches to address emerging shocks or stresses, or address identified gaps, relevant to the fragile context of South Sudan. Ø Collaborate with all sectors/departments to promote integrated programming, avoid redundancy, and integrate gender equality, inclusion, context flexibility, community feedback, conflict sensitivity
Ø Technical support and oversight to quality implementation Ø Provide strategic and operational support to ensure the delivery of resilience and climate strategies, with special focus on influencing, funding, knowledge and learning, feminist approach, and safe programming. Ø Provide technical directions and ensure resilience and climate action programming compliance with contractual commitments, nationally agreed plans, and Oxfam’s standards, policies and strategies. Ø Develop technical standard operating procedures and quality benchmarks, guidelines, tools, etc. in close coordination with the Oxfam in Africa/Global Advisers and support team and partners to adopt, implement it. Ø Technical support to project teams to prepare detail implementation plans for projects, timely and accurate procurement plans, recruitment plans, and budget utilization plans. Ø Provide remote support and conduct regular field visits to assess quality of programs, deliver technical support and trainings, provide guidance and recommendations, and engage in knowledge sharing. Ø Participate in project progress review meetings to assess progress and identify technical quality and implementation issues and support implementation of modifications as required.
Ø Learning, influencing and representation Ø Coordinate advocacy, influencing and communication activities relating to resilience and climate action programming, in line with relevant donors’ communication guidelines and internal policies. Ø Produce briefing papers and other publications, coordinate approval with the appropriate stakeholders, and ensure wider dissemination to influence practice and policy and promote the work of Oxfam and partners. Ø Ensure that key learnings are extracted from implementation and incorporated in resilience and climate action programming and staff development processes. Ø Drive meaningful participation and influencing in external stakeholders’ meetings and forums to enhance and strengthen resilience and climate action programming. Ø Ø Establish and nurture strong strategic alliance and partnerships to strengthen resilience and climate action programming, learning, influencing and resource mobilization. Essential Competencies Ø Master’s degree in environmental science, climate change, disaster risk management, or a related discipline. Ø At least 7 years’ experience working in development or humanitarian programming, with a focus on climate action and resilience building programming and advocacy within an international organization. Ø Excellent understanding of global and regional climate action architecture, related policies, institutional frameworks, finance mechanisms and commitments. Ø Proven experience of networking and collaborating across multi-cultural teams and within a complex organization to achieve strategic outcomes. Ø Proven experience in developing and implementing knowledge management strategies and products and learning processes. Ø Excellent analytical, communication, writing, and presentation skills, particularly with respect to Ø developing concept notes, technical briefs, reports and similar program products. Ø Solid expertise in program management.
