To work closely with the Finance Coordinator on day-to-day operational aspects of Finance function of Oxfam Country Office and to check the financial payments and  to update the  books of accounts and to ensure they are up to date, and to check and maintain financial documentation / records, both in electronic and paper format, in a secure and orderly manner, in addition Support Finance Team to follow up with Oxfam partners. provide guidance and review all financial transaction and reports, and regularly update the partner tracker sheet.

key responsibilities

 

  • Collaborate closely with the Partners Finance Team to ensure a comprehensive understanding and implementation of accounting systems, policies, and procedures across all staff, fostering a culture of financial accountability and transparency.
  • Provide hands-on support to partners in developing and revising budgets as needed, guiding them through the process and assisting in the submission of budget amendments when necessary to align with changing project requirements.
  • Evaluate internal control procedures for partners, conducting thorough assessments to identify strengths and areas for improvement, and provide actionable recommendations to enhance financial management practices.
  • Verify all program-related payment requests meticulously, ensuring strict adherence to Oxfam policy and rigorous documentation standards, including proper authorization and verification of supporting documents, to prevent any potential financial discrepancies.
  • Manage budget codes effectively, offering guidance and support to program staff to ensure accurate coding and streamlined financial tracking, thereby enhancing budget management efficiency.
  • Ensure timely clearance of all floats and salary advances in accordance with Oxfam financial policies, actively monitoring outstanding advances and supporting staff in completing necessary documentation for clearance.
  • Support partners in month-end closing processes and the preparation of comprehensive monthly financial reports, offering hands-on assistance to ensure accuracy and compliance with reporting requirements.
  • Oversee the implementation of robust financial systems and controls for the project, including organizing training sessions and briefings for staff to ensure a thorough understanding and adherence to Oxfam and Donor Finance Procedures.
  • Assist in preparing monthly budget monitoring and accurate donor reports within specified formats and timelines, collaborating closely with program teams to provide accurate financial data and analysis.
  • Organize and facilitate financial orientation and capacity-building exercises for Oxfam teams and respective partner teams, empowering them with the necessary skills and knowledge to maintain high financial standards.
  • Conduct regular appraisals and reviews of partner financial reports to ensure compliance with Oxfam and donor standards, providing tailored capacity-building support to partners in financial management and controls as needed.
  • Ensure the accuracy of financial information, proactively communicating and clarifying any financial issues with partners, and maintaining close coordination with the country finance team to ensure seamless program implementation.
  • Monitor and facilitate all payments, including those to field volunteers and casual labor, ensuring smooth and timely processing to support program activities effectively.
  • Proactively engage in other tasks as reasonably requested to support program implementation and contribute to the overall success of the project.
